1) Prepare a Consolidated Annual Performance Evaluation Report (CAPER); 2) Make the CAPER available for a 15-day public review period; 3) Allow any member of the public who wishes to speak on the matter to do so; 4) Submit the CAPER To the Department of Housing and Urban Development (HUD) for review.
The CAPER report includes the accomplishments of the individual jurisdictions participating in the Urban County and HOME Consortium for both CDBG and HOME grants. Access to the entire report is available online at the following link:

ANALYSIS
The Draft CAPER was made available for a 15-day review and comment period which began on August 16, 2024 and ended on September 10, 2024. As part of the CAPER citizen participation process, federal regulations require a public hearing be held to solicit comments relating to the CAPER. Local jurisdictions are required to hold community meetings to receive input from the Community, the City of Patterson held its community meeting on August 27, 2024. Pubic hearings are held by the Stanislaus County Board of Supervisors. The CAPER is set for a public hearing by the Board of Supervisors on September 17, 2024 at 5:30 p.m. to consider adoption.
In FY 2023-2024, the City of Patterson continued the planning and engineering for the Washburn Infrastructure Improvements Project. This project includes the installation of curb, gutter, sidewalk and ADA improvements. The project is currently being engineered. The Washburn Infrastructure Improvements Project is bounded by Washburn Street to the north, Tyler Street to the east, Tenbrink Lane to the south, and N. First Street to the west.
FISCAL IMPACT
