Over 99% of the residential meters have been replaced and the Contractor is working on meters that are in the commercial areas. (Last update: August 2024).  Staff have been working with Willdan Consulting on updating several City facilities, Parks, Traffic, and Recreation impact fees. (Last Update: August 2024).  Staff have been working with Finance to complete the Cost Allocation Plan (CAP) Update. The CAP summarizes a comprehensive analysis that has been completed for the city to determine the appropriate allocation of costs from central service departments to the operating departments. The primary objective is to allocate costs from departments that provide services internally to operating departments that conduct the day-to-day operations necessary to serve the community. This item is scheduled for Council review and approval in the next few months. (Last update: August 2024).
 The Garbage Rate Study Council presentation was completed on August 20th. Council approved the resolution authorizing the city to begin the Prop 218 noticing period (45-days).

Notices will be mailed to all property owners & customers early September through utility bill inserts and separate mailers. The Public Hearing to adopt the new rates is scheduled for Tuesday, November 19, 2024, at 7:00 p.m. If adopted, the new five year rate increases would be implemented January 1, 2025. (Update: August 2024).

Grants and Special Projects
 South Park Per Capita Grant: The contract has been awarded (Last Update: May 2024). The work is scheduled to begin once all materials have been received. Estimated construction to begin in October 2024.
 These are the main projects which Public Works and Engineering are focusing on. These projects include:
o Staff continue to work with Engineering to develop the City’s Track 1 Trash Implementation Plan to comply with the State’s Trash Policy requirements. The plan was submitted to the State in December 2018 and the City has 10 years from this date to complete the implementation of their full trash capture plan. Design funds were approved in the FY 19/20 budget. Proposals for design were received and a consultant 2 agreement is currently in progress. The kickoff meeting was held, and the project is currently in progress. The city will be submitting their implementation plan and full trash capture device option(s) to the State. Once approved, staff will work on the next phases of this project which includes preliminary projects design/bid plans. The city will be exploring Prop 1 grant opportunities for this project. (No change). o Ward Avenue Sewer Lift Station Rehabilitation Project. Bids were received, all were significantly over budget. The council has rejected all bids. (Last update: June 2023). o Slurry Seal Project. The scope of the work has been determined and design is complete. This project will be ready to go out to bid early in 2025 so that work can be completed in the Fall. (Last update: August 2024).

F.O.G (Fats, Oils, & Grease) Program
The city continues to conduct FOG inspections on a regular basis to ensure compliance.

Businesses that generate fats, oils, and grease are required to have grease interceptors/trap and perform on-going maintenance. The program continues to grow with additional businesses opening up. (Last Update: December 2023).

Storm Water Pollution Prevention Program
 A new Phase II Stormwater Permit is in progress at the State level. Once it is adopted, it will be implemented. The city must comply with everything that is in the current permit. It is anticipated that the new permit will be implemented in 2024. Under this new permit, the school districts will be brought in and will be required to have their own stormwater programs. The new permit has not yet been released. (Last Update: October 2023).  The City awarded the design contract to Stantec Engineering for the design of the City’s trash capturing system. The System will consist of trash capturing devices and improvements at the Olive Avenue regional basin and Salado Creek. The kickoff meeting was held in September and the staff is collaborating with the consultant to identify options for this project. Once the project Cost Estimate is developed, the city will be submitting a stormwater grant application to the State Water Resources Control Board to seek funding assistance for this project. (Last updated: January 2024).

Water Division & Water Conservation Program
The State Water Resources Control Board has rescinded the mandatory conservation standards that have been in place since 2015. The reporting requirements and prohibitions on water waste will remain. The current prohibitions against wasteful water use practices include outdoor watering during or within 48 hours after a rain event; hosing down a sidewalk instead of using a broom or a brush; and overwatering a landscape to where water is running off onto the sidewalk or into the gutter.

Monthly Report
August 2024
The following information is provided as an update regarding the Planning and Housing Division activities during the month of August 2024, as well as updates for previously approved projects.

Planning Commission Meetings
On August 8, 2024, the Planning Commission met to consider the following items:

1. General Plan Amendment/Rezone #24-02, 107 N. 4th St.

A public hearing to review and consider a proposed General Plan Amendment and Rezone to allow the redesignation of 107 N. 4th St. (APN 131-014-005) from Downtown Core to Downtown Residential. The 0.11 acre parcel is currently designated as Downtown Core. Due to the parcel’s size and location constraints, conversion to commercial use is limited.

Redesignation of the parcel would be consistent with Patterson Municipal Code Chapter

18.20.050 (Zoning Ordinance/Map Amendment). The parcel is surrounded by single family residences to the north and south and Downtown Core commercial to the east and west. This item is exempt from CEQA. The Planning Commission recommended approval of this item to the City Council with a 4-0 vote.

On August 22, 2024, the Planning Commission met to consider the following items:

1. Development Agreement – Green Catalyst Enterprises / Cali Kosher Project A public hearing to consider an ordinance to approve a development agreement between the City of Patterson and Green Catalyst Enterprises, Inc. as the owner of the cannabis dispensary “Cali Kosher.” Cali Kosher is located at 520 Park Center Drive (APN 021-088-016). Cannabis businesses in the City of Patterson are subject to the City’s cannabis ordinance, Patterson Municipal Code Chapter 6.56. All cannabis businesses are required to enter into a Development Agreement with the City. The proposed Development Agreement provides certain terms and conditions regarding development, operations, and public benefit requirements for cannabis facilities. The Planning Commission recommended approval of this item to the City Council with a 3-0 vote.

The next regularly scheduled meeting will be held on September 26, 2024 at 7:00 PM.

Master Plan Update
The administrative draft Downtown Master Plan (DMP) has been prepared by RRM Design Group and is undergoing final amendments. The public draft Downtown Master Plan will be available for comment and review beginning mid-January as environmental review (CEQA) work on the DMP begins. It is anticipated that the remaining components (including public review/hearings and CEQA) in support of the DMP will be completed leading up to City Council review.

Downtown Plaza Circle String Lighting Project
Technical consultants provided city staff with a draft plan and budgetary estimates. City staff is completing an initial review of these documents and discussing methods to complete the work with city resources.
