SUBJECT: Adopt Resolution No. 2024-55 of the City Council of the City of Patterson, approving the Agreement between the City of Patterson (“City”) and Stanislaus County Sheriff’s Department (“County”) for the provision of the law enforcement services within the City’s boundaries, effective from July 1, 2024, through June 30, 2029, and authorize the City Manager to execute the agreement and any necessary amendments.
RECOMMENDATION
Motion to Adopt Resolution No. 2024-55 of the City Council of the City of Patterson, approving the Agreement between the City of Patterson (“City”) and Stanislaus County Sheriff’s Department (“County”) for the provision of the law enforcement services within the City’s boundaries, effective from July 1, 2024, through June 30, 2029, and authorize the City Manager to execute the agreement and any necessary amendments.
BACKGROUND
The City of Patterson desires to continue its contract with the Stanislaus County Sheriff’s Department to perform law enforcement services and functions within the City boundaries. This Agreement outlines the terms and conditions under which the County will provide the services.
ANALYSIS
The Agreement between the City and County for law enforcement services, effective July 1, 2024, through June 30, 2029, includes provisions for extension, termination within 180 days’ notice, and a transition plan for law enforcement responsibilities. The County will provide general and ancillary law enforcement services, dispatch services and monthly reports, while the City will retain any related revenues. The Agreement details annual reviews, compensation, billing and the organizational structure with County personnel remaining as County employees.
Adjustments to service levels and costs are addressed through amendments and the County acts as an independent contractor throughout.
FISCAL IMPACT
The estimated annual cost for law enforcement services is detailed in Exhibit-B. The City budget includes the necessary allocations to cover the financial obligations.
CONCLUSION
Approval of this Agreement will ensure that the City continues to receive essential law enforcement services from the Stanislaus County Sheriff’s Department. This partnership will enhance public safety and community well-being.
