RECOMMENDATION
Motion to Adopt Resolution No. 2024-66 approving the 2024 Patterson Downtown Master Plan (November 2024) and the Addendum to Final Environmental Impact Report (FEIR).
BACKGROUND
In 2015, the City of Patterson adopted the Downtown Patterson Revitalization Visioning Report to guide the City on future growth and improvements within the downtown area. This visioning report established the importance of subsequent master planning of the downtown to guide future public and private development projects therein. In 2022, the City Community Development Department in coordination with their planning consultant (RRM Design Group) initiated the Downtown Master Plan for the City of Patterson.
This import community planning project included an extensive outreach process, community and stakeholder engagement, a public online opinion survey, community study sessions led by the Downtown Revitalization Committee, Planning Commission, and the City Council and multiple public hearings.
After nearly three years of preparation and community engagement, on October 15, 2024, the City of Patterson City Council, held a final public hearing to consider public testimony and final modifications, and voted in favor of the draft Master Plan. City staff represented at this hearing that the final draft of the Downtown Master Plan and the Addendum to Final Environmental Impact Report (FEIR) would return (at the next available meeting) to the City Council along with along with an authorizing resolution, attached hereto.
ENVIRONMENTAL REVIEW
Previous Environmental Review
On November 30, 2010, the City Council adopted Resolution No. 2010-84 which certified the Final Environmental Impact Report (FEIR) for the Patterson General Plan. A Notice of Determination was filed with the County Clerk on December 1, 2010.
Addendum
In accordance with Section 15164 of the CEQA Guidelines, the City of Patterson City Council has determined that this addendum to the Final General Plan EIR (SCH# 20100220355) is necessary to document “minor technical changes or additions” that have occurred in the project description since the General Plan EIR was originally prepared.
FISCAL IMPACT
There is no direct fiscal impact that would result from adopting the Downtown Master Plan.
