SUBJECT: Approve Resolution No. 2024-61 A Resolution of the City Council of the City of Patterson, Authorizing the Amended and Restated Cost Sharing Agreement for Delta Mendota Subbasin Coordination.
RECOMMENDATION
Motion to Approve Resolution No. 2024-61 A Resolution of the City Council of the City of Patterson, Authorizing the Amended and Restated Cost Sharing Agreement for Delta Mendota Subbasin Coordination.
BACKGROUND
The Sustainable Groundwater Management Act (SGMA) requires all groundwater subbasins designated as high or medium priority to manage groundwater in a sustainable manner. The Delta-Mendota Subbasin includes multiple Groundwater Sustainability Agencies (GSA) that intend to manage the Subbasin through the development and implementation of a single Groundwater Sustainability Plan (GSP). The single GSP was adopted and finalized as of September 2024 and supersedes and replaces the prior six coordinated groundwater sustainability plans in the Subbasin. The GSA Parties to this Agreement have organized into GSA groups and have agreed to be represented by GSA Group Representatives on the Coordination Committee, on terms to be developed and implemented by separate agreements between each GSA Group and the GSA Parties within such GSA Group.
ANALYSIS
A Delta Mendota Subbasin Memorandum of Agreement was executed on March 7, 2017 to coordinate all SGMA-related activities under the supervision of the San Luis Delta Mendota Water Authority. An amendment is now needed to refine and update the Parties’ informal agreements prior to the date of execution and to accomplish all foregoing matters based on the terms and conditions included in the attached agreement/resolution.
FISCAL IMPACT
There is no new fiscal impact on amending the Delta Mendota Subbasin Coordination agreement. All SGMA-related costs are anticipated and included in the current FY 24/25 budget.
