RESOLUTION NO. 2024-66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PATTERSON APPROVING THE 2024 DOWNTOWN MASTER PLAN
WHEREAS, in 2015, the City of Patterson adopted the Downtown Patterson Revitalization Visioning Report (April 28, 2015) to guide the City on future growth and improvements within the downtown area; and
WHEREAS, the Downtown Patterson Revitalization Visioning Report established the importance of subsequent master planning of the downtown to guide future public and private development projects therein; and
WHEREAS, the City Council desires to encourage redevelopment, construction of new development projects, and promote economic development within the Downtown Patterson area and beyond; and
WHEREAS, the City of Patterson conducted extensive stakeholder and public outreach to solicit and incorporate input from the greater Patterson community; and WHEREAS, the City of Patterson held numerous duly noticed public meetings and hearings before the Downtown Revitalization Commission, Planning Commission, and City Council, to further solicit and incorporate input from the community for the draft 2024 Downtown Master Plan; and
WHEREAS, on September 26, 2024, the City of Patterson Planning Commission, held a duly noticed public hearing to consider public testimony, a staff report/presentation, and the draft 2024 Downtown Master Plan, and voted unanimously to recommend that the City Council adopt said Master Plan with minor amendments; and
WHEREAS, on October 15, 2024, the City of Patterson City Council, held a duly noticed public hearing to consider public testimony, a staff report/presentation, an Addendum to Final Environmental Impact Report (FEIR) for the Patterson Downtown Master Plan, and the draft Downtown Master Plan as recommended by the Planning Commission and City Staff; and WHEREAS, during the October 15, 2024 public hearing and upon closing the public hearing, the City of Patterson City Council voted in favor of the Downtown Master Plan and directed City Staff to prepare a resolution of the City Council adopting the EIR Addendum and 2024 Downtown Master Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Patterson as follows:
1. The City Council hereby adopts the Addendum to Final Environmental Impact Report (FEIR) for the Patterson Downtown Master Plan, attached hereto as Exhibit A; and
2. The City Council hereby adopts the City of Patterson Downtown Master Plan (November 2024) attached hereto as Exhibit B.
I HEREBY CERTIFY that the foregoing Resolution was passed by the City Council at a regular meeting held on the 19th day of November 2024, and the Resolution adopted by the following roll call vote:
