City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Fernando Ulloa, Interim City Manager
BY: Marie Guillory Jones, Director of Human Resources
MEETING DATE: December 3, 2024
ITEM NO: 6.4
SUBJECT: Approve the Part-Time Salary Schedule Effective January 1, 2025.
RECOMMENDATION
Motion to Approve the Part-Time Salary Schedule effective January 1, 2025.
BACKGROUND
Current California state law allows for annual minimum wage increases of up to 3.5% based on the Consumer Price Index for urban wage earners and clerical workers (CPI-W).
Effective January 1, 2024, the minimum wage in California increased to $16.00 per hour for all employers, regardless of size. However, some cities and counties, as well as particular industries, have a minimum wage that is higher than the state minimum. Beginning in January 2025, California is set for a 3.18% increase, raising the minimum wage to $16.50 per hour.
ANALYSIS
To be compliant with state law, all City positions that fall below the required minimum must be increased by at least $0.50 to an hourly rate of $16.50. The positions below the 2025 minimum wage rate are:
· Cashier,
· Crossing Guard, and
· Recreation Leader.
Increasing the above positions without regard for corresponding classifications or other part-time positions will create internal inequities between the positions. To maintain salary relationships and the value of each part-time position, it is recommended that all part-time classifications be increased by $0.50, reflective of the state’s minimum wage increase.
The proposed Part-Time Salary Schedule, effective January 1, 2025, is attached for your review and approval.
FISCAL IMPACT
This action is for the approval of updated salary schedules only. The anticipated minimum wage increase was included in the current FY2024-2025 budget.
