MEETING DATE: December 17, 2024
ITEM NO: 6.11
SUBJECT: Approve Resolution No. 2024-72, Accepting as Complete, the Citywide Water Metering Project, Authorizing Staff to File the Notice of Completion and Release Retention.

RECOMMENDATION
Motion to Approve Resolution No. 2024-72, Accepting as Complete, the Citywide Water Metering Project, Authorizing Staff to File the Notice of Completion and Release Retention.

BACKGROUND
To comply with the provisions of the State’s Urban Water Management Plan Act, Climate Change and related provisions of the California Water Code, the City pursued DWSRF construction funding for its Citywide Water Metering Project (Project). The Project aimed to install modern water meters across the city’s residential, commercial, and industrial sectors and upgrade its water metering technology. The goal was to improve water usage efficiency, ensure fair billing, enhance water conservation efforts and provide the city with real-time data to better manage water resources.

ANALYSIS
Materials and supplies were purchased by the city to save on markup costs. A contract for labor was awarded to Flowline Contractors, Inc. (Contractor) on September 20, 2022. The project began shortly after. Completion details for the project include:
· Meter replacements: 3,789
· Meter retrofits: 2,322
· Meter box replacements: 399
The City received a request from the Contractor to be placed on the City Council agenda for acceptance of the Citywide Water Metering Project. Unlike other capital projects where an inspection is conducted at the end of the project, the Citywide Water Metering Project required inspections after every installation and/or retrofit. These inspections were conducted by members of the Engineering and Public Works department. It has been determined this project is ready for City Council acceptance.

Construction Contract Plus Contingency $1,689,316.00 + $168,931.60 = $1,858,247.60 Actual Construction Costs Plus Change $1,689,316.00 + $84,189.00 = $1,773,505.00 Remaining balance $ 84,742.60
