“Public Works – Improving Your Quality of Life”
MONTHLY STAFF REPORT
October 2024
Administration & Environmental Compliance Division
The city has received SRF Loan funding for a city water meter system replacement project.
The project was awarded, and the Contractor (Flowline Inc.) has been replacing the meters.
Over 95% of the residential meters have been replaced and the Contractor works on meters that are in the commercial areas. This project is scheduled for completion by December 2024. (Last update: September 2024).
Staff have been working with Finance to complete the Cost Allocation Plan (CAP) Update. CAP summarizes a comprehensive analysis that has been completed for the city to determine the appropriate allocation of costs from central service departments to the operating departments. The primary objective is to allocate costs from departments that provide services internally to operating departments that conduct the day-to-day operations necessary to serve the community. This item is scheduled for Council review in the near future. (Updated: October 2024).
The Garbage Rate Study is moving forward and is currently going through Prop 218 Public noticing period as required. The Public Hearing to adopt new rates is scheduled for November 19, 2024. If adopted, the new five-year rate increases would be implemented January 1, 2025. (Update: July 2024).
Staff will begin working with Finance to begin the Mid-Year Budget FY 24/25. This item will be brought to City Council in the near future for approval. (Update: November 2024). Staff is currently working on a Land Lease RFP to lease city land for agriculture purposes. The RFP is anticipated to go out in early November. The item will be brought to the City Council for award of a lease agreement on December 3, 2024.
Grants and Special Projects

The plan was submitted to the State in December 2018 and the City has 10 years from this date to complete the implementation of their full trash capture plan. Design funds were approved in the FY 19/20 budget. Proposals for design have been received and a consultant agreement is currently in progress. The kickoff meeting was held, and the project is currently in progress. The city will be submitting their implementation plan 2 and full trash capture device option(s) to the State. Once approved, staff will work on the next phases of this project which include preliminary projects design/bid plans.
The city will be exploring Prop 1 grant opportunities for this project. (No change). o Ward Avenue Sewer Lift Station Rehabilitation Project. Bids were received, all were significantly over budget. The council has rejected all bids. (Last update: June 2023). o Slurry Seal Project. The scope of the work is being determined and preliminary design is underway. This project will be ready to go out to bid in the summer so that work can be completed in the Fall. (Last update: March 2024). o Solid Waste Division received an award notification for FY 2024-25 Beverage Container Recycling City/County Payment Program in the amount of $6,529. Awards for this program are tentatively scheduled for Spring 2024. Funds received to date, from FY 2005-06 to date, $109,273.
o Informal bids for the Citywide Crack Seal Project are due November 1, 2024. The roads include Park Center Drive, American Eagle Avenue, and West Las Palmas Avenue. The engineer’s estimate for the project is $85,000.

th Quarter Residential Contamination Minimalization inspections were completed by City Staff. All five residential garbage routes were physically inspected and a total of 64 customers were notified of contamination in their toters (An increase from 3rd quarter totaling 60).
F.O.G (Fats, Oils, & Grease) Program
The city continues to conduct FOG inspections on a regular basis to ensure compliance.
Businesses that generate fats, oils, and grease are required to have grease interceptors/traps and perform on-going maintenance. The program continues to grow with additional businesses opening up. (Last Update: December 2023).
Storm Water Pollution Prevention Program
A new Phase II Stormwater Permit is in progress at the State level. Once it is adopted, it will be implemented. The city must comply with everything that is in the current permit. It is anticipated that the new permit will be implemented in 2024. Under this new permit, the school districts will be brought in and will be required to have their own stormwater programs. The new permit has not yet been released. (Last Update: October 2023). The City awarded the design contract to Stantec Engineering for the design of the City’s trash capturing system. The System will consist of trash capturing devices and improvements at the Olive Avenue regional basin and Salado Creek. The kickoff meeting was held in September and the staff is collaborating with the consultant to identify options for this project. Once the project Cost Estimate is developed, the city will be submitting a stormwater grant application to the State Water Resources Control Board to seek funding assistance for this project. (Last updated: January 2024).
3 Water Division & Water Conservation Program
The State Water Resources Control Board has rescinded the mandatory conservation standards that have been in place since 2015. The reporting requirements and prohibitions on water waste will remain. The current prohibitions against wasteful water use practices include outdoor watering during or within 48 hours after a rain event; hosing down a sidewalk instead of using a broom or a brush; and overwatering a landscape to where water is running off onto the sidewalk or into the gutter.
