SUBJECT: Approve Resolution No. 2025-09 Proclaiming Arbor Week during March 7-14, 2025, in the City of Patterson.
RECOMMENDATION
Motion to Approve Resolution No. 2025-09 Proclaiming Arbor Week during March 7-14, 2025, in the City of Patterson.
BACKGROUND
The City of Patterson and many other communities in California work together to celebrate and promote the importance of California Arbor Week. The City of Patterson understands the importance of trees and its goal is to preserve as many trees as possible to obtain the benefits they supply such as reduced energy costs, increased property values, aesthetics, and clean air.
The City of Patterson also has obtained its Tree City USA status in 2016 through the Arbor Day Foundation with the assistance of the Cal-Fire Grant funds secured by the City.
This is a nationwide movement that provides the framework necessary for communities to manage and expand their urban forest. This is achieved by meeting four (4) core standards of sound Urban Forestry Management; maintaining a tree department; having a community tree ordinance; and spending at least $2 per capita on Urban Forestry and celebrating Arbor Day.
Currently, the city has an Urban Forestry Division and Parks Division whose primary responsibility is to maintain and preserve over 13,563 street and park trees. However, it is important that the city expands its efforts to the community through education and public outreach.
ANALYSIS
5.6 Packet Pg. 21
Every year during March 7-14, Californians celebrate Arbor Week by planting and maintaining trees within their communities. California Arbor Week helps unite the community and helps educate on the value trees provide to building successful, healthy cities, and neighborhoods.
Every year, the city holds Arbor Day events at various elementary schools and at city parks.
Food, activity stations, prizes, free giveaways, and educational tree plantings are held. This year, the city will not only focus on the importance of a healthy Urban Forest, but also educating them about the importance of protecting the environment, through “Green Week.” Green Week will be filled with activities developed around Trees, Water Conservation, Stormwater Management, Recycling, and Fats, Oils & Grease (FOG) Programs. This year’s Green Week includes school visits, presentation, a recycling contest, tree planting, and an Arbor Day poster contest. Students will learn good environmental practices and inspire them to become Green Ambassadors in our community.
Green Week will also be promoted on all Social Media platforms to educate residents about environmental responsibility and sustainability in our community. The schedule of events for Green Week (March 10 - 14, 2025) are as follows:

SUBJECT: Adopt Resolution No. 2025-10, of the City Council of the City of Patterson, to Set a Public Hearing for the Proposed Vesting Tentative Subdivision Maps “A” and “B” in the Keystone Ranch Development Area.
RECOMMENDATION
Motion to Adopt Resolution No. 2025-10, of the City Council of the City of Patterson, to Set a Public Hearing for the Proposed Vesting Tentative Subdivision Maps “A” and “B” in the Keystone Ranch Development Area.
BACKGROUND
Keyston Ranch (the “Applicant”) filed an application for Vesting Tentative Maps “A” and “B” with the City over 95.08 acres (APNs: 021-023-026, 021-023-027) (hereafter, the “Site”), with Map “A” creating 12 lots, and Map “B” creating 506 single-family-residential medium-density lots, one 12.09-acre parcel for high-density residential development, and multiple remainder parcels for streets, park, drainage, irrigation, pathways and other/related improvements (collectively, the “Tentative Map”).
The proposed Tentative Map is associated with the Zacharias / Baldwin Ranch Master Plan (the “Master Plan”), which comprehensively planned, designed, and prescribed development of residential, commercial, mixed-use, industrial, and public/education land uses over approximately 1,297 acres, comprising the City’s northern future growth area. The location, characteristics, and development of the Tentative Map was previously reviewed in the Environmental Impact Report (SCH No. 2006032043) for the Zacharias / Baldwin Ranch Master Plan.

Setting the Tentative Map public hearing will give the City Council ample time to consider the proposal. If needed, City Council can continue the public hearing as long as the Council’s action is within the statutory thirty (30) day period for approval, conditional approval, or disapproval.

ITEM NO: 6.1
SUBJECT: Adopt Resolution No. 2025-11 approving an amendment to Resolution No. 92-25, reducing the individual public comment time limit from five (5) minutes to three (3) minutes per speaker.
RECOMMENDATION
Motion to Adopt Resolution No. 2025-11 approving an amendment to Resolution No. 92-25, reducing the individual public comment time limit from five (5) minutes to three (3) minutes per speaker.
BACKGROUND
City Councils and other legislative bodies of local government agencies exist to conduct City business. City Council meetings serve as the primary mechanism by which the public can observe the deliberations and decisions of the City Council. These open meetings also provide an opportunity for the public to engage the City Council through the Public Comments portion of the meeting to make requests, provide input, and generally participate in the City's business.
City Council meetings are governed by the Ralph M. Brown Act (Brown Act), which establishes the public’s right to:
• Receive public notices in advance of meetings,
• Access meeting agendas informing the public of the items being considered, • Review materials associated with agendized items that are provided to the City Council, • Participate in time set aside for public comments, and • Observe all City Council votes, except in specific closed session matters.
6.1 Packet Pg. 31
While the Brown Act establishes the public’s rights and the general framework for City Council meetings, legislative bodies may adopt reasonable meeting standards and regulations on public testimony and the conduct of public meetings to facilitate the handling of the City's business.
Resolution No. 92-25, adopted on April 21, 1992, established policies for public participation in City Council meetings, including a five-minute per-speaker time limit for public comment.
ANALYSIS
The City of Patterson values public participation and encourages residents to provide input on matters affecting the community. The City also recognizes the need to balance public engagement with the effective and efficient conduct of City Council meetings, as well as meetings of City commissions, boards, and other advisory bodies.
In addition to in-person public comments, the City has recently implemented virtual public comment options, significantly increasing public participation by making it more convenient for individuals who may have scheduling conflicts, mobility limitations, or other barriers to attending meetings in person. Given this increase in participation, managing public comment time efficiently is even more crucial to ensuring meetings remain productive and accessible to all participants.
To evaluate best practices, the City Clerk conducted a survey of cities across California to determine their public comment time limits. The results showed that the majority of cities have adopted a three-minute limit per speaker, aligning with the recommended change to improve meeting efficiency while maintaining meaningful public engagement.
Based on the survey findings:
• The proposed reduction to three minutes aligns with the public comment limits in most California cities.
• Reducing the time limit will provide more opportunities for speakers while ensuring meetings remain efficient.
• The presiding officer will still retain discretion, as outlined in Resolution No. 92-25, to adjust public comment duration based on meeting circumstances.
FISCAL IMPACT
There is no budget impact associated with this item.
