ITEM NO: 5.6
SUBJECT: Informational Item - Results of 2024 National Flood Insurance Program (NFIP) Community Rating System (CRS) Cycle Visit.
RECOMMENDATION
Informational Item. No action needed.
BACKGROUND
The NFIP’s Community Rating System (CRS) is a voluntary program that encourages communities to exceed the minimum floodplain management standards set by the NFIP. In exchange, participating communities receive discounts on flood insurance premiums, reflecting the reduced flood risk resulting from their proactive measures. The CRS has three main goals:
. Minimize flood damage to insurable properties
. Enhance and support the insurance elements of the NFIP . Promote a comprehensive approach to floodplain management Communities earn credit points through various activities, which determine their CRS classification. There are 10 CRS Classes, with Class 1 offering the highest premium discount (45%) and requiring the most credit points, while Class 10 represents no participation or failure to meet the minimum point threshold, resulting in no premium reduction.
The CRS classes are based on the completion of 19 creditable activities, which are grouped into four categories:
. Public Information
. Mapping and Regulations
. Flood Damage Reduction
. Warning and Response
ANALYSIS
During the August 2024 CRS five-year cycle visit conducted by the Insurance Services Office, Inc. (ISO), the City of Patterson successfully maintained its CRS Class 8 rating, which provides a 10% reduction in flood insurance premiums for both residents and businesses. To retain this rating, the city must adhere to stricter floodplain standards than those required by the NFIP. A verification visit from ISO confirmed that Patterson continues to implement the programs that contributed to its Class 8 rating. Additionally, this visit provided an opportunity for the city to submit further activities that could potentially lead to a higher rating.
Throughout this five-year cycle, Patterson earned an additional 260 points toward its score through enhancements in areas such as Map Information Services, Outreach Projects, Hazard Disclosure, Flood Protection Information, Higher Regulatory Standards, Flood Data Maintenance, Stormwater Management, Floodplain Management Planning and Drainage System Management. Please refer to the attached Verification Report from FEMA for more details.
