RECOMMENDATION
Motion to Approve Resolution No. 2025-16 Appointing Cynthia Homen to Serve on the Stanislaus County Animal Services Agency (SASA) Advisory Committee for a 2-Year Term.
BACKGROUND
The Stanislaus Animal Services Agency provides animal services for Stanislaus County and its city partners Modesto, Patterson, Ceres, Waterford, and Hughson. Through a Joint Powers Agency known as Stanislaus Animal Services Agency (SASA), they operate and manage an animal shelter for the partners and provide animal services needed or requested by each partner, pursuant to the Joint Powers Agreement dated October 27, 2009.
They provide a wide range of services including field services, licensing, adoption, rescue, quarantine, and enforcement of animal codes. SASA has been appointed to be the department of animal services for the county.
Just like any other government and/or public agency, animal services have a board and committees that advise and make recommendations to the Board of Directors through public meeting forum. For many years, SASA Animal Advisory Committee has not had any participation. With the new Executive Director starting in April, SASA has asked for volunteer community members and Cynthia Homes was the only applicant from Patterson.
ANALYSIS
The SASA Animal Advisory Committee was established to protect and enhance the quality of life for animals and residents of Stanislaus County. Responsibilities include educating the community on animal care; public relations; and serving as a resource. • Serve as an advisor to the SASA Board and Executive Director • Promote a public awareness of the Stanislaus Animal Services Agency • Develop methods to promote adoption of animals at the shelter. • Develop methods to decrease the number of animals entering shelter. ▪ Continue efforts to increase and encourage volunteer participation at the shelter.
At this time, the city is recommending approval of the attached resolution assigning Cynthia Homen to be on the SASA Committee for the term of two years. If approved, the item would be presented to the SASA Board who would confirm this appointment.
