RECOMMENDATION
Motion to Approve Resolution No. 2025-15, Approving the State Department of Transportation (Caltrans) Program Supplemental Agreement No. F039 for the Sperry Avenue Bike and Pedestrian Improvements: on Sperry Avenue from American Eagle and Baldwin Road Project No. CML-5244(044), and Authorize the City Manager to Execute the Agreement and all Future Documents for this Project on the City’s Behalf.
BACKGROUND
The City of Patterson has been approved to receive $109,000 of funding through the Congestion Mitigation and Air Quality Improvement Program for Sperry Avenue Bike and Pedestrian Improvements; between Sperry Avenue from American Eagle to Baldwin Road Project No.
CML-5244(044).
This project consists of upgrading sidewalk on the north and south side of Sperry Avenue between American Eagle Avenue and Baldwin Road to a Class I Bike Path. The proposed bike path segment has been identified as a key gap in Patterson’s existing bicycle path in Patterson’s 2022 Active Transportation Plan, as there are currently no bicycle facilities along Sperry Avenue. The proposed bike path will create a key connection to existing bike paths such as the Salado Creek Bike trail, the Calvinson bike trail, and the Ward Ave bike trail, thus creating a continuous bike path that will enables bicyclists to access major destinations such as job sites, schools, parks, and commercial areas/grocery stores.
However, in order to receive funds from Caltrans, the City Council must authorize an official to execute a Program Supplemental Agreement. This agreement sets forth the requirements for use of the Federal funds. Caltrans requires that this type of agreement be executed for each project by the agency receiving the funds. Once the agreement is signed, Caltrans will issue an “Authorization to Proceed” which allows the City to proceed with the work for the project.
ANALYSIS
Attached for review and approval are the Program Supplemental Agreement and the Resolution that will need to be approved by the City Council. If approved, the City Manager would execute the agreement and submit it along with the resolution to Caltrans.
FISCAL IMPACT
This item does not carry any fiscal impacts with it. Each phase of work will be brought before the Council at a later date with a clear financial breakdown and request for contract approval.
