City Council Agenda Report

MEETING DATE: April 15, 2025
ITEM NO: 7.1
SUBJECT: Accept all bids for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award construction to Auburn Constructors, LLC., authorize Staff to execute the Contract and authorize the Finance Department to allocate additional funds.

RECOMMENDATION
Motion to Accept all bids for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award construction to Auburn Constructors, LLC., authorize Staff to execute the Contract and authorize the Finance Department to allocate additional funds.

BACKGROUND
The City’s existing Wastewater Quality Control Facility (WQCF) is located at the easterly end of Walnut Avenue, approximately 1.5 miles east of city limits. The WQCF consists of three separate processes: The North Activated Sludge Treatment System (NASTS), the Advanced Integrated Pond System (AIPS), and the South Activated Sludge Treatment System (SASTS).

The key objective of the planned improvements for the WQCF is to elevate the treatment capacity of all three treatment systems.

The Patterson WQCF Phase 3A Expansion increases the overall treated design flow capacity and maintains the effluent quality. To meet the future increased flow requirements and higher quality effluent, upgrades are being made to both the primary, secondary filtration and disinfection treatment processes of the existing WQCF. The WQCF Phase 3A expansion will be a Membrane Bioreactor (MBR) treatment system. The MBR treatment system shall include all necessary appurtenances associated for its implementation to the City’s existing WQCF treatment system.

In addition to the MBR treatment system, Phase 3A expansion will include improving the screens at the influent pump station to accommodate the MBR treatment process, new oxidation ditch aeration diffusers, the addition of a screw press for sludge dewatering and an additional pump within the effluent pump station.

ANALYSIS
The WQCF Admin Phase 3A Wastewater Treatment Expansion Project was advertised on the Valley Builder Exchange, the City’s website, and the Patterson Irrigator Newspaper. Bid opening was held on February 19, 2025 at 2:00 P.M. The City received three (3) bids for this project. The three bids received are listed below from lowest to highest:

BIDS
Auburn Constructors, LLC. $28,488,300.00
Clark Bros $32,688,583.45
Steve P. Rados $35,373,500.00
The Engineer’s Estimate for construction was expected to be around $17,088,835. When the bids were opened, the construction costs were substantially higher than expected. City Staff worked with the design team to verify and update the Engineer’s Estimate to better reflect the current construction market. During this update, it was also found some items were erroneously excluded from the estimate. The estimate was found to be $26,348,704, which is in keeping with the construction bids received.

Unfortunately, the cost for construction was higher than anticipated. Therefore, staff is recommending that City Council adjust the budget as shown below.

FISCAL IMPACT
After reviewing the bid documents, Auburn Constructors, LLC., was deemed the lowest responsible bidder.
