Any member of the audience desiring to address the Council regarding a matter not on the agenda, please raise your hand or step to the podium, or if using the zoom app by pressing *9 on your cell phone at the time the item is announced by the Mayor. The public wishing to address the Council on items that do not appear on the agenda may do so; however, Council will take no action other than referring the item to staff for study and analysis and may place the item on a future agenda (Resolution 92-25)
In order that all interested parties have an opportunity to speak, any person addressing the Council will be limited to a maximum of three (3) minutes unless the Mayor grants a longer period of time (Resolution 2025-11)
6. Consent Calendar
All items are approved by a single action. Any item may be removed from the Consent Calendar for separate discussion upon request from a member of the Public, Staff and/or Councilmember.
6.1. Motion to Waive Readings - All Readings of Ordinances and Resolutions, Except by Title are hereby waived.
6.2. Approve Minutes of Special Meeting/Closed Session - April 15, 2025 (6:00 PM)

6.4. Adopt Resolution No. 2025-18, in Concurrence with the Stanislaus Urban County and Stanislaus HOME Consortium Fiscal Year (FY) 2025-2026 Annual Action Plan (AAP) and the Consolidated Plan for Fiscal Years 2025-2029 and Support of Submission to the U.S. Department of Housing and Urban Development (HUD), and authorize the Finance Department to make the necessary budget adjustments.
6.5. Approve the proposal from Provost & Pritchard for Design Services for American Eagle Avenue Pavement Rehabilitation Project and authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $177,784.00, and authorize the Finance Department to make the necessary budget adjustments.
6.6. Accept all bids for the 2025 Slurry Seal Project, award construction to American Pavement Systems, Inc., authorize Staff to execute the Contract, and authorize the Finance Department to make the necessary budget amendments.
6.7. Accept all proposals for SCADA for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award SCADA Programming to PACE Advanced Water Engineering, authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments.
6.8. Accept all Proposals for the Construction Management and Contract Administration for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award Construction Management and Contract Administration to HDR, Engineering, Inc., authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments.
6.9. Approve Resolution No. 2025-27 Accepting the Public Improvements for Villages of Patterson, Clayton Shire Ph 2 Offsite Improvements as Complete; Authorizing the City Clerk to File the Notice of Completion; and Begin the OneYear Warranty.
6.10. Approve Resolution No. 2025-28 Approving the Landscape and Stormwater Treatment Control Measures (SCMs) Maintenance & Access Agreement with Dan Vander Pol for the Oak Harbor Freight Project; Authorizing the City Manager or his Designee to Execute the Agreement; and Authorizing the City Clerk to Record the Agreement.
7. Presentation/Action Item
7.1. Engineering, Building, and Capital Projects - Approve one of the two different prototype sign design options that will serve as a base for the City of Patterson’s Wayfinding Sign Program, and authorize staff to proceed with the award of a Small Value Contract for the fabrication of the prototype signs to Third Floor North.
