SUBJECT: Accept all bids for the 2025 Slurry Seal Project, award construction to American Pavement Systems, Inc., authorize Staff to execute the Contract, and authorize the Finance Department to make the necessary budget amendments.
RECOMMENDATION
Motion to Accept all bids for the 2025 Slurry Seal Project, award construction to American Pavement Systems, Inc., authorize Staff to execute the Contract, and authorize the Finance Department to make the necessary budget amendments.
BACKGROUND
The project consists of removing existing traffic striping and markings, crack sealing, applying Type II Slurry Seal, and restoring traffic striping and markings for approximately 453,275 SqYds of various streets within the City of Patterson.
ANALYSIS
Over the past years, the City has been collecting fees from multiple Benefit Assessment Districts (BAD’s) to help pay for the maintenance of streets located within these BADs which include Patterson Gardens, Walker Ranch, Heartland Ranch, Keystone Business Park, and Patterson Gardens Annexation 1. The City has budgeted $2,557,537.61 in FY 2023/24 for the slurry seal project.
FISCAL IMPACT
This project was advertised on the Valley Builders Exchange, the City’s website, and the Patterson Irrigator Newspaper. Bid opening was held on April 2, 2025, at 2:00 P.M. The City received Six (6) bids for this project. The Six (6) bids received are listed below from lowest to highest:
