ITEM NO: 6.7
SUBJECT: Accept all proposals for SCADA for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award SCADA Programming to PACE Advanced Water Engineering, authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments.

RECOMMENDATION
Motion to Accept all proposals for SCADA for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award SCADA Programming to PACE Advanced Water Engineering, authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments.

BACKGROUND
The City’s existing Wastewater Quality Control Facility (WQCF) is located at the easterly end of Walnut Avenue, approximately 1.5 miles east of city limits. The WQCF has a permitted wastewater treatment capacity of 2.25 MGD, with an approximate 2.25 MGD of reliable treatment capacity, and an existing average Dry Weather Flow of approximately 1.75 MGD.

The WQCF consists of three existing separate processes: The North Activated Sludge Treatment System (NASTS), the Advanced Integrated Pond System (AIPS), and the South Activated Sludge
Treatment System (SASTS), with a Phase 3 expansion, concurrent with this project, to incorporate
a pre-fabricated packaged Membrane Bioreactor (MBR) treatment system with a minimum treatment capacity of 0.625 MGD and all necessary appurtenances associated for its integration to
the City’s WQCF.

The WQCF uses PLC, PLC2, and SCADA hardware and programming system for industrial automation, allowing the City to monitor, control, and analyze the processes of the WQCF that are
outdated. The current system consists of outdated Allen Bradley hardware and PLC programs.

This project consists of upgrading all hardware and migrating programs to versions compatible with new hardware, including any programming and integration to WQCF components, to bring the SCADA system up to date.

ANALYSIS
A request for proposals (RFP) was prepared and advertised in the Patterson Irrigator, on the City’s website, and with the Valley Builder Exchange.

The City received three proposals from the following firms:
• PACE Advanced Water Engineering
• Telstar Instruments
• Agilitech
Proposals were screened by a selection committee and rated on a scale of 1-10:
• Understanding of work to be performed
• Experience with similar types of work
• Quality of staff for work to be done
• Capability of developing innovative or advanced techniques • Financial Responsibility
• Demonstrated Technical Ability
The proposals were clear, concise, and showed good understanding of the project, while also meeting the requirements set forth in the RFP. City Staff also conducted interviews with the top three ranked firms. While all consultants interviewed exhibited good comprehension of the project, PACE Advanced Water Engineering, was the top ranked consultant. Therefore, staff recommends PACE Advanced Water Engineering for the programming of SCADA for this project based on the evaluation of their qualifications and experience.

FISCAL IMPACT
Staff negotiated with PACE Advanced Water Engineering to an agreeable scope and fee of $478,170. The total cost for the contract includes all tasks 1-4 as listed in the RFP. Staff recommends awarding the design to PACE Advanced Water Engineering for this amount and authorizing the budget with our standard 10% contingency. $478,170.00 PACE Advanced Water Engineering
$47,817.00 10% Contingency
$525,987.00 Total Phase Project Cost
Contingency will only be utilized if needed.

Budget for this Project is as follows:

Four hundred dollars of funding is already included in the FY25 budget in account # 605-790- 7550. The additional funding needed in the amount of $125,987, will be funded by interest earned in Fund 191 (CFD 2005-1). Amounts will be transferred from Fund 191 to Fund 605 as they are incurred.
