ITEM NO: 6.8
SUBJECT: Accept all Proposals for the Construction Management and Contract Administration for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award Construction Management and Contract Administration to HDR, Engineering, Inc., authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments.

RECOMMENDATION
Motion to Accept all Proposals for the Construction Management and Contract Administration for the WQCF Admin Phase 3A Wastewater Treatment Expansion Project, award Construction Management and Contract Administration to HDR, Engineering, Inc., authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments.

BACKGROUND
The City’s existing Wastewater Quality Control Facility (WQCF) is located at the easterly end of Walnut Avenue, approximately 1.5 miles east of city limits. The WQCF has a permitted wastewater treatment capacity of 2.25 MGD, with an approximate 2.25 MGD of reliable treatment capacity, and an existing average Dry Weather Flow of approximately 1.75 MGD.

The WQCF consists of three separate processes: The North Activated Sludge Treatment System (NASTS), the Advanced Integrated Pond System (AIPS), and the South Activated Sludge Treatment System (SASTS). The treated effluent is then pumped to percolation ponds for groundwater recharging. The current capacity for the NASTS is 0.8 MGD, AIPS is 0.2 MGD and the SASTS is 1.25 MGD. The remaining scope of this project includes construction inspections, contract administration, and material testing.

ANALYSIS
A Request For Proposals (RFP) was prepared and advertised in the Patterson Irrigator, listed on the City’s website, and on the Valley Builder Exchange website.

The City received four proposals from the following firms:
• HDR Engineering, Inc.
• Consolidated Construction
• Mountaineering Engineering, Corp
• Cecil and Cecil
Proposals were screened by a selection committee and rated on a scale of 1-10:
• Understanding of work to be performed
• Experience with similar types of work
• Quality of staff for work to be done
• Capability of developing innovative or advanced techniques • Financial Responsibility
• Demonstrated Technical Ability
The proposals were clear, concise, and showed good understanding of the project, while also meeting the requirements set forth in the RFP. City Staff also conducted interviews with the top three ranked firms. While all consultants interviewed exhibited good comprehension of the project, HDR Engineering, Inc., was the top ranked consultant. Therefore, staff recommends HDR Engineering, Inc., for the Construction Management and Contract Administration of this project based on the evaluation of their qualifications and experience.

FISCAL IMPACT
Staff negotiated with HDR Engineering, Inc., to an agreeable scope and fee of $1,696,413. The total cost for the contract includes all tasks 1-5 as listed in the RFP. Staff recommends awarding the Construction Management and Contract Administration to HDR for this amount and authorizing the budget with our standard 10% contingency. $1,696,413.00 HDR Engineering, Inc.
$ 169,641.30 10% Contingency
$1,866,054.30 Total Phase Project Cost
Contingency will only be utilized if needed.

Budget for this Project is as follows:

Funding is available from CFD 2005-1 (Fund 191) from previously assessed Direct Funding of Facilities and previously recorded interest income. Project costs will be housed in Fund 606 (Acct # 606-306-7576) and amounts will be transferred as incurred.
