City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Fernando Ulloa, City Manager
BY: Bryan Stice, Community Development Director
MEETING DATE: May 6, 2025
ITEM NO: 6.4
SUBJECT: Adopt Resolution No. 2025-18, in Concurrence with the Stanislaus Urban County and Stanislaus HOME Consortium Fiscal Year (FY) 2025-2026 Annual Action Plan (AAP) and the Consolidated Plan for Fiscal Years 2025-2029 and Support of Submission to the U.S. Department of Housing and Urban Development (HUD), and authorize the Finance Department to make the necessary budget adjustments.

RECOMMENDATION
Motion to Adopt Resolution No. 2025-18 in concurrence with Stanislaus Urban County and the Stanislaus HOME Consortium Fiscal Year (FY) 2025-2026 Annual Action Plan and Consolidated Plan for Fiscal Years 2025-2029 and in support of submission to the HUD, and authorize the Finance Department to make the necessary budget adjustments.

BACKGROUND
The City in partnership with Stanislaus County (that together with the cities of Ceres, Hughson, Newman, Oakdale, Riverbank, and Waterford) form the Stanislaus Urban County for purposes of receiving U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG) and Emergency Solutions Grants (ESG) Program funding. Stanislaus County is the lead entity with responsibility for implementing and administering CDBG and ESG funding.

Stanislaus County is also the lead entity for the Stanislaus HOME Consortium, established on July 1, 2023, that includes all the Stanislaus Urban County member cities and the City of Turlock. Participation in the Stanislaus Urban County and the Stanislaus HOME Consortium enables the County and participating jurisdictions to access funds directly from the federal government for the Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs, rather than compete for funds through the State. The Consolidated Plan outlines the goals and objectives for funding for the next five years of 2025- 2029 to assist low-income households and persons in the areas of housing, public infrastructure, public services and homeless assistance and prevention. The Consolidated Plan may be found at the following link.
https://www.stancounty.com/planning/cdbg/documents/consolidated/2025-2029-consolidatedplan-draft-2.pdf The FY 2025-2026 Annual Action Plan covers CDBG, ESG and HOME projects and funded programs for the upcoming fiscal year. As of the date of this staff report the final HUD allocations for the CDBG, ESG and HOME programs had not been released. Once released, the funding allocations for all members of the Urban County and Consortium will be adjusted proportionally. The estimated funding allocations in the draft AAP are based on the Fiscal Year 2024-2025 HUD funding and are only used as projections per HUD guidance. The 2025-2026 Annual Action Plan may be found at the following link.

For Fiscal Year 2025-2026, it is anticipated that the City of P a t t e r s o n will be allocated approximately $181,638.00 under the Community Development Block Grant (CDBG) Program (see attached allocation chart). The goals of the CDBG program as established under the federal CDBG programs guidelines are as follows: 1) to provide decent housing; 2) to provide a suitable living environment; and 3) to expand economic opportunities.

The City of Patterson's CDBG allocation for FY 2025-2026 will be utilized towards the engineering costs of the Apricot Estates Infrastructure Project and the E Street & 9th Street Improvement Project.

HOME
For Fiscal Year 2024-2025, it is anticipated that the City of Patterson will be allocated approximately $98,737.00, under the Home Investment Partnership (HOME) Program (see attached allocation chart). The goal of the Consortium as established under the federal HOME program guidelines is to further affordable housing activities benefiting low-income households.

PUBLIC PARTICIPATION
The Stanislaus County Planning and Community Development Department, as the Consortium administrator, leads the preparation of the Annual Action Plan (AAP), including meeting the public participation requirements established by HUD guidelines. As part of this process, a series of public meetings were held across the Urban County and its Consortium members’ jurisdictions. The City of Patterson conducted two community outreach meetings to gather input from residents. The first community meeting regarding the Annual Action Plan and Consolidated Plan was held on April 9, 2025, at 5:30 p.m., followed by a second meeting on April 24, 2025 at 5:00 pm at the Council Chambers.

In addition, the Draft FY 2025-2026 Annual Action Plan and Consolidated Plan for Fiscal Years 2025-2029 has been available for public review in the Stanislaus County Planning and Community Development Department, as well as various locations throughout the County, for over a month. To date, the city has not received any verbal or written comments regarding the Annual Action Plan and the Consolidated Plan for Fiscal Years 2025-2029.

Any public comments received by members of the City Council will be forwarded to the County Board of Supervisors for inclusion in the final FY 2025-2026 Annual Action Plan and Consolidated Plan being submitted to HUD by the County.

FISCAL IMPACT
Funds are derived from the Federal Community Development Block Grant Program (CDBG) and the Home Investment Partnership (HOME) Program; there is no impact to the City General Fund.

The HOME amount allocated to the City of Patterson in the amount of $98,737 will be added to the Fiscal Year 2025 budget in Fund 311 upon authorization.

The CDBG amount allocated to the City of Patterson in the amount of $181,638 will be included in the Fiscal Year 2026 budget brought to Council as part of the total Fiscal Year 2026 budget adoption.
