2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PATTERSON 4 ADOPTING THE CITY’S SANITARY SEWER MANAGEMENT PLAN (SSMP) 5 6
7 WHEREAS, the State Water Resources Control Board (SWRCB) adopted Order 8 No. 2006-0003 DWQ on May 2, 2006, which established a Statewide General Waste 9 Discharge Requirement for Sanitary Sewer Systems, and most recently updated by Order 10 2022-0103 DWQ on December 6, 2022; and
11 12 WHEREAS, the City of Patterson adopted its original Sanitary Sewer 13 Management Plan (SSMP) on April 21, 2009, with Resolution No. 2009-24 to comply 14 with the 2006-0003 DWQ State requirements; and
15 16 WHEREAS, the Waste Discharge Requirement (WDR) regulates discharge of 17 Sanitary Sewer Overflows (SSO) to receive waters and requires electronic reporting of all 18 SSOs and the development of a Sanitary Sewer Management Plan (SSMP); and 19 20 WHEREAS, the purpose of the SSMP is to properly manage, operate, and 21 maintain all portions of the agency’s Wastewater Collection System provide adequate 22 capacity to convey peak wastewater flows, minimize the frequency of SSOs, mitigate 23 impacts of SSOs that may occur and meet all the notification and reporting requirements; 24 and
25 26 WHEREAS, the City of Patterson has prepared the 2025 SSMP updated that will 27 incorporate data from internal audits completed in 2022 & 2024 as well as align it to the 28 current regulatory requirements. The 2025 SSMP addresses eleven (11) Key Program 29 Elements required by the SWRCB, which include:

35 5. Design and Performance Provisions
36 6. Spill Emergency Response Plan
37 7. Sewer Pipe Blockage Control Program
38 8. System Evaluation and Capacity Assurance and Capital Improvements 39 9. Monitoring, Measurement, and Program Modifications 40 10. Internal Audits
41 11. Communication Program
42 43 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 44 Patterson that it adopts the 2025 Sanitary Sewer Management Plan (SSMP) and 45 authorizes City staff to move forward with the implementation. 46 47
