2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PATTERSON 4 ADOPTING THE MEASURE L MASTER FUNDING AGREEMENT FOR
5 FISCAL YEARS 2025 – 2030 AND AUTHORIZE THE CITY MANAGER TO 6 EXECUTE THE AGREEMENT
7 8 WHEREAS, on November 8, 2016, the voters of Stanislaus County, approved 9 Measure L thereby authorizing the Stanislaus Council of Governments (StanCOG), 10 acting as the Stanislaus County Transportation Authority, to administer the proceeds from 11 the one-half cent transaction and use tax (“Measure L”); and 12 13 WHEREAS, the duration of the Measure L sales tax will be 25 years from the 14 initial year of collection, which began April 1, 2017, with the tax to expire on March 31, 15 2042; and
16 17 WHEREAS, the City of Patterson, is a recipient of Measure L funds; and 18 19 WHEREAS, the Measure L Master Funding Agreement delineates the 20 requirements of the Measure L funds that are allocated to the jurisdictions within 21 Stanislaus County for local streets and roads, traffic management and bike and pedestrian 22 improvements, (collectively referred to as “Local Control Funds”) and Transit Provider 23 funds for Transit Services, as authorized by the Measure L Expenditure Plan; and 24 25 WHEREAS, each of the member agencies of StanCOG (Stanislaus County and the 26 cities of Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock, 27 and Waterford) will be required to enter into the Measure L Master Funding Agreement 28 prior to receiving Measure L fund disbursements; and 29 30 WHEREAS, the term of the Measure L Master Funding Agreement is five (5) 31 years from July 1, 2025, through June 30, 2030.
32 33 NOW, THEREFORE BE IT RESOLVED that the Measure L Master Funding 34 Agreement is hereby adopted.
35 36 BE IT FURTHER RESOLVED that the City Manager or his Designee is 37 authorized to execute a Measure L Master Funding Agreement with StanCOG. 38 39 The foregoing resolution was introduced at a regular meeting of the City Council of the City of Patterson, held on the 17th 40 day of June 2025 by , who 1 moved its adoption, which motion was duly seconded by and the 2 resolution adopted by the following vote:
