City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Fernando Ulloa, City Manager
BY: Tiffany Rodriguez, Engineering, Building, and Capital Projects Direct MEETING DATE: July 15, 2025
ITEM NO: 6.11
SUBJECT: Reject all bids for the Ward Avenue Sewer Water Lift Station Rehabilitation Project and direct staff to re-advertise at a later date with a revised scope.

RECOMMENDATION
Motion to Reject all bids for the Ward Avenue Sewer Water Lift Station Rehabilitation Project and direct staff to re-advertise at a later date with a revised scope.

BACKGROUND
City of Patterson’s sewer lift station at Ward Avenue and Vicky Lynn Lane requires regular repair and is in need of replacement of pumps, as well as other equipment. This project consists of replacement of pumps, electrical panels, recoating, vaults etc. The purpose of the rehabilitation of the sewer lift station is to promote efficiency and reduce costs by eliminating the maintenance costs associated with outdated, worn equipment. The lift station site improvements will include a prepackaged submersible lift station, onsite piping, electrical service, motor control center, and demolishing the existing sewer station.

ANALYSIS
The plans and specifications of this project were prepared by GDR Engineering and advertised on Valley Builders Exchange, the City of Patterson’s website, and with the Patterson Irrigator.

Solicitation for bids were first advertised on March 9, 2023, and bids were opened on April 5, 2023. Bids were rejected due to the construction costs being well over the engineer’s estimate.

The project was readvertised on May 1, 2025, bids were opened on May 12, 2025. The City received one bid.

The bid is as follows:

Rolfe Construction Inc. $1,010,43
Electric Additive Alternate $63,485.00
The submission of a single bid does not constitute a competitive bidding process; therefore, staff recommends rejecting the bid and re-advertising at a later date. This will allow staff the opportunity to restructure the project scope and develop a budget that accounts for changes and current market costs.

FISCAL IMPACT
There is no Fiscal Impact at this time.
