ITEM NO: 5.1
SUBJECT: Approve Resolution No. 2025-52, Authorizing the Submittal of Individual Grant Applications for Stanislaus Council of Governments (StanCOG) Congestion Mitigation and Air Quality Improvement (CMAQ) and the Surface Transportation Block Grant (STBG) Federal Programs.

RECOMMENDATION
Motion to Approve Resolution No. 2025-52, Authorizing the Submittal of Individual Grant Applications for Stanislaus Council of Governments (StanCOG) Congestion Mitigation and Air Quality Improvement (CMAQ) and the Surface Transportation Block Grant (STBG) Federal Programs.

BACKGROUND
The Stanislaus Council of Governments (StanCOG) administers two federal grants that support the region’s long-term transportation plan. The Congestion Mitigation and Air Quality Improvement Grant (CMAQ) funds transportation projects and related initiatives that help reduce traffic congestion and improve air quality. The Surface Transportation Block Grant (STBG) provides a variety of funding sources for projects that enhance the regional transportation system.

Acting as the region’s federally designated Metropolitan Planning Organization (MPO), StanCOG is in the process of programming future federal transportation revenues that are estimated to come to the Stanislaus region in Federal Fiscal Years (FFY) 2027, 2028, 2029, and 2030. Approximately $96 million is available for programming. Approved projects from this Call for Projects will be programmed in the Federal Transportation Improvement Program.

Applicants are limited in the number of projects that they can request funds for. Small projects are considered $2 million or less with a maximum of up to five projects. Large projects are considered over $2 million up to $5 million with a maximum of up to up to three projects with an

11.47% non-federal match.

ANALYSIS
A presentation has been prepared with a list of projects being considered for CMAQ and STBG funds along with a Resolution for City Council approval.

FISCAL IMPACT
This item does not carry any fiscal impacts with it. Each phase of work will be brought before the Council at a later date with a clear financial breakdown and request for contract approval.
