SUBJECT: Approve Resolution No. 2025-75 approving the Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report for Fiscal Year 2024-2025.
Motion to Approve Resolution No. 2025-75 approving the Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report for Fiscal Year 2024- 2025.
BACKGROUND
As required by HUD, the Stanislaus County Consortium (which includes the Cities of Patterson, Oakdale, Hughson, Newman, Ceres, Waterford, and Stanislaus County) has prepared a Consolidated Annual Performance and Evaluation Report (CAPER) to document progress made in accomplishing goals set forth in the Consolidated Plan and Action Plan. The report includes the accomplishments of the individual jurisdictions participating in the Stanislaus County Community Development Block Grant Program (CDBG) Consortium, also known as the Stanislaus Urban County, for FY 2024-2025. Access to the entire report is available online at the following link: https://www.stancounty.com/planning/cdbg/documents/caper/2024-2025-caperdraft-updated-20250819.pdf
ANALYSIS
The Draft CAPER was made available for a 15-day review and comment period which began on August 8, 2025, and will end on September 26, 2025. As part of the CAPER citizen participation process, federal regulations require a public hearing be held to solicit comments relative to the CAPER. Local Jurisdictions are required to submit a Resolution of Concurrence for the respective CAPER. Public hearings are held by the Stanislaus County Board of Supervisors. The CAPER is a report, required by HUD Entitlement Jurisdictions, on the accomplishments and progress toward fulfilling the goals of the adopted Consolidated Plan (Con Plan).
The Stanislaus Urban County Consortium, consisting of the cities of Ceres, Hughson, Oakdale, Riverbank, Patterson, Newman, Waterford, and the County receives annual allocations of funds for Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) activities. The Stanislaus Urban County and the City of Turlock form the Stanislaus HOME Consortium and receive an annual allocation of HOME Investment Partnership Act funds. A requirement of the program is for the administering jurisdiction (Stanislaus County) to:
1) Prepare a Consolidated Annual Performance Evaluation Report (CAPER) 2) Make the CAPER available for a 15-day public review period 3) Allow any member of the public who wishes to speak on the matter 4) Submit the CAPER to the United States Department of Housing and Urban Development (HUD) for review
The FY 2024-2025 CAPER outlines the projects that were undertaken by the Stanislaus Urban County members as well as various public service agencies that were funded. For FY 2024- 2025, the City of Patterson was allocated $178,635.75 for CDBG program activities and related administration funds for the Washburn Infrastructure project.
The CDBG program has been very effective in providing communities with resources to address a wide range of unique community development needs for low-income persons within Stanislaus County. In the City of Patterson, the program has been utilized over the last several years to provide infrastructure improvements such as: new drainage, curbs, gutters, and sidewalks in predominately low-income census tracts. These infrastructure improvements are based upon the community’s needs and priorities, as outlined in the FY 2024-2025 Annual Action Plan.
FISCAL IMPACT
There is no direct impact to the City General Fund. All administration costs are paid for by CDBG allocations.
