City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Fernando Ulloa, City Manager
BY: Marie Guillory Jones, Director of Human Resources
MEETING DATE: September 2, 2025
ITEM NO: 6.6
SUBJECT: Approve the Job Descriptions for the Fleet Services Supervisor and the Building Services Supervisor Positions, and the Corresponding Salary Schedule.

RECOMMENDATION
Motion to Approve the job descriptions for the Fleet Services Supervisor and the Building Services Supervisor positions, and the corresponding salary schedule.

BACKGROUND
Fleet Services is a unit of the Public Works Department. This group of equipment mechanics is responsible for the inspections, diagnoses, and mechanical repairs of the City’s powered automotive, heavy construction, and other power-driven equipment, and for the ongoing maintenance and repair of the City’s vehicles and apparatuses. This unit consists of an Equipment Mechanic Crew Leader, one Equipment Mechanic II, one Equipment Mechanic I, and a part-time Maintenance Worker. The Equipment Mechanics and the Crew Leader report directly to a Deputy Director of Operations. Over time, the tasks for the Crew Leader have evolved to include managing staff, inventory, procurement, and providing budget recommendations. The Equipment Mechanic Crew Leader position has been studied, and it has been determined that the duties of this position are not reflective of its current classification, and it should be reclassified to Fleet Services Supervisor.

Building Services reports directly to the Director of Community Development and is a part of the Community Development Department. Permit Technicians are an integral part of Building Services. They are responsible for administrative duties to support the unit's operations. This includes permitting processes, plan review, fee calculations, and frequent public contact with homeowners, builders, engineers, developers, and architects regarding building requirements.

Building Services consists of one Permit Technician II, two Permit Technician I’s, as well as contracted Building Inspectors and a Building Official. A supervisory position is needed to provide more day-to-day guidance and authority over the team.

ANALYSIS
Fleet Services
As the City has grown in population, and commensurate city-wide staffing to support this growth, the number of City vehicles and power-driven heavy equipment to be tracked, maintained, serviced, and repaired has also increased.

Compliance and reporting are other aspects of this Fleet Services unit, both of which have also increased. This unit is responsible for California Air Resources Board (CARB), Bureau of Automotive Repair (BAR), and Biennial Inspection of Terminals (BIT) reporting and ensuring that all existing vehicles and purchases comply with federal, state, and local regulations. As state mandates for zero-emission cars increase, so will the compliance and regulatory components of the Fleet Services Unit.

This overall growth in complexity has evolved into an operational need for responsibilities that are currently being performed informally without proper classification. Management of this unit requires a designated role focused on cost-effective means for ensuring safe and reliable vehicles, oversight and management of personnel tasks such as training, assignments, and evaluations, and proper handling of increasing compliance and reporting demands.

Building Services
The Building Services unit is responsible for all plan check reviews and inspections related to the City's commercial and residential construction projects. As development activity in the City of Patterson continues to grow, so does the workload and responsibilities of the Building Services team, including the Permit Technicians. Permitting services play a crucial role within the unit, supporting the overall efficiency and effectiveness of the City’s development process.

Given the anticipated increase in construction and development, adding a dedicated Permit Services Supervisor is essential to maintaining smooth and efficient operations. This position will oversee the day-to-day activities of the permit technician staff, including scheduling, reviewing work, handling more complex permitting and fee-calculating tasks, and conducting performance evaluations.

The Permit Services Supervisor will serve as a key layer of supervision between staff and the department head, providing vital leadership and guidance. This role will also ensure that permitting processes remain timely, streamlined, and comply with all applicable codes and regulations, helping the City meet the demands of ongoing growth while maintaining high service standards.

Both classifications will be a part of the Patterson Management and Mid-Management Employee Association (PMMEA).

There is no fiscal impact associated with this item. This action is to approve the job descriptions and the corresponding salary schedule. The salary for both positions is incorporated into the current year's budget.
