SUBJECT: Approve budget appropriation in the amount of $198,000 for city contributions to the construction of Baseball Field #3 at the TW Patterson Sports Complex and authorization for the Finance Department to make the necessary Budget Adjustments
RECOMMENDATION
Motion to Approve budget appropriation in the amount of $198,000 for city contributions to the construction of Baseball Field #3 at the TW Patterson Sports Complex and authorization for the Finance Department to make the necessary budget adjustments.
BACKGROUND
The City of Patterson, in collaboration with a private developer, will begin construction of Baseball Field #3 at the TW Patterson Sports Complex. This project is structured as a cooperative effort in which the developer will provide certain improvements at their cost, while the city will complete additional tasks using city forces and standard procurement procedures where outside services or materials are required.
Developer responsibilities include:
· Installation of fencing and backstop
· Concrete placement
· Grass and hydroseed installation
· Channel drain installation
· Grading and drainage improvements
· Irrigation installation
City responsibilities include:
· Demolition of existing concrete, grass, and weeds
· Land preparation and site prep
· Temporary construction fencing
· Infield installation and grading/leveling
· Installation of amenities, including drinking fountains, trash receptacles, bleachers, benches, bases, bat holder, cabinet for electrical, and concrete mow band · Tractor work, soil amendments, and edging around the park · Support for channel drain installation
· Tree grates, landscaping, and tree installation
· Preparation of water and electrical infrastructure
· Regulatory Compliance/Implementation Plan
The project was originally estimated at over $1,000,000. By utilizing developer contributions alongside city labor and resources, the overall cost to the city will be substantially reduced. The city’s role will be carried out in compliance with all applicable procurement and contracting requirements, with city staff performing work in-house where appropriate and competitively sourcing materials and services as needed.
The goal is to complete the field in time for the upcoming baseball season, providing the community with an additional high-quality recreational amenity at a fraction of the original projected cost.
ANALYSIS
The city’s portion of the project will require the purchase of materials and, in some cases, supplemental contracted services. All city tasks will be carried out either by Public Works staff or through vendors and contractors procured under the City’s established purchasing policies and procedures.
· Developer Tasks: All developer responsibilities will be performed at the developer’s expense and under their direction.
· City Tasks: Public Works crews will complete the majority of city responsibilities inhouse. Where additional labor or materials are needed beyond city capacity, staff will follow established procurement practices to secure competitive and cost-effective resources.
· Project Delivery: Utilizing city labor reduces the overall need for contracted services and helps contain costs, while ensuring compliance with applicable labor standards and workplace safety requirements.
This partnership model maximizes community benefit, maintains fiscal responsibility, and ensures the project can be delivered efficiently while respecting all city and legal requirements.
The city’s contribution to this project is estimated at $198,000. If approved, these funds will cover the city’s responsibilities, including materials, amenities, and installation support.
Appropriations will be drawn from the General Fund and assigned to the Sports Park Maintenance budget account # 100-705-7550 for FY 2025-26.
While this project was not included in the originally adopted budget, staff has reviewed available resources and determined that adequate funding capacity exists to support this adjustment.
Approval of the requested appropriation will provide the necessary budget authority for timely delivery of the city’s scope of work.
