City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Fernando Ulloa, City Manager
BY: Aracely Alegre, City Clerk
MEETING DATE: September 16, 2025
ITEM NO: 7.2
SUBJECT: Approve First Reading and Introduction of Ordinance No. 884, Amending Section 2.48.040 of Chapter 2.48 of the Patterson Municipal Code to Revise the Regular Meeting Time of the Economic Strategic Commission.

RECOMMENDATION
Motion to approve first reading and introduction of Ordinance No. 884, amending Section

2.48.040 of Chapter 2.48 of the Patterson Municipal Code (“P.M.C.”) to revise the regular meeting time of the Economic Strategic Commission from 11:30 a.m. to 6:00 p.m.

BACKGROUND
The Economic Strategic Commission was established under Chapter 2.48 of the P.M.C. to advise the City Council on matters related to economic development and strategic growth within the City of Patterson.

Currently, Section 2.48.040 of the P.M.C. requires the Commission to hold its regular meetings on the third Thursday of the month beginning at 11:30 a.m. in the City Council Chambers.

However, feedback from Council members has indicated that the morning meeting schedule poses challenges for working residents who may wish to attend meetings or serve as Commissioners. To increase accessibility and public participation, staff recommends revising the meeting time to 6:00 p.m.

ANALYSIS
Amending the Commission’s regular meeting time will provide several benefits:
· Increased Accessibility: Evening meetings allow a broader segment of working residents to attend and participate in Commission meetings. · Enhanced Recruitment: Adjusting the time increases the pool of potential applicants who may otherwise be unable to serve due to work obligations during the day. · Public Engagement: A later start time provides an opportunity for greater community input on economic development and strategic planning matters.

The amendment is limited in scope and does not alter the purpose, duties, or structure of the Commission. The Commission will continue to meet on the third Thursday of the month, but at 6:00 p.m. instead of 11:30 a.m.

FISCAL IMPACT
There is no fiscal impact associated with this ordinance.
