BACKGROUND
The City of Patterson has been approved to receive $194,000 of funding through the Local Carbon Reduction Program for the Las Palmas Safety Corridor: from 9th Ave to SR 33 and 6th St to F St Project No. CRPL-5244(049).

This project consists of constructing a safety corridor, replacing and upgrading 36 ADA curb ramps, replacement and infill of 1,400 linear feet of sidewalk, installing a signalized crosswalk, and constructing 0.75 miles of new Class II bicycle lanes. The corridor will serve as a main route for residents within three schools, four churches, two StanRTA bus stops, the City of Patterson’s Community Complex, and to the City’s downtown area.

ANALYSIS
A Request for Proposals (RFP) for Engineering and Design Services was prepared and advertised
with the Patterson Irrigator, Valley Builder Exchange, and on the City of Patterson’s website. 3 proposals were submitted by the following firms:

Provost & Pritchard Consulting Group
Sanbell
Westwood Professional Services
The proposals received were evaluated using the Caltrans Local Assistance Procedures Manual Exhibit 10-B. All of the proposals were very clear and concise and showed good understanding of the project, while also meeting the requirements set forth in the RFP.

Although all of the firms who submitted proposals are capable of completing this project, based on the evaluation of their qualifications and experience, staff recommends Sanbell for the design of this project. Chapter 10 of the Caltrans Local Assistance Procedures Manual allows City Staff to negotiate a contract with the highest ranking firm so that both sides agree on exactly what work is to be completed in order to fulfill the requirements of the contract.

FISCAL IMPACT
Staff negotiated with Sanbell to an agreeable scope and fee of $190,794. Staff recommends awarding the design to Sanbell for this amount and authorizing the budget with our standard 10% contingency.
