4. Items from the Public
Jacqueline Sudduth addressed the Council regarding ongoing harassment and property vandalism she has experienced over the past 20 years. She expressed frustration at not being able to schedule a meeting with Police Chief Hill despite multiple attempts. Ms. Sudduth described damage to her property, including a new gate with pushed-in nails and chemical damage. She also mentioned a "video blocker" device that she believes her neighbor is using to prevent his activities from being recorded by her security cameras. Ms. Sudduth requested help from the City to resolve these issues, stating she needs peace as a senior citizen.
Mayor Clauzel directed Police Chief Hill to address the situation the following morning. Chief Hill responded that he was aware of the history of complaints dating back to 2011 and offered to schedule a meeting with Ms. Sudduth through the proper channels.
Adolfo Virgen, a member of the Parks, Recreation & Beautification Commission, reminded attendees that the commission meets on the third Wednesday of every month and encouraged public participation. He inquired about the appointment of new commissioners as the terms had expired in May. Councilmember Hernandez clarified that new commissioners had been announced at the previous Council meeting.
Cee Cee Howell provided a comment via Zoom regarding a potential Brown Act violation related to a third-party assessment of complaints against Fire Chief Frye. Ms. Howell expressed concern that a fire department captain had claimed to know the results of the confidential assessment during a previous Council meeting. She requested either publication of the assessment or an investigation into how the information was potentially leaked.
Mayor Clauzel asked City Manager Ulloa about a timeline for releasing the assessment to the public. City Manager Ulloa stated that the report remains confidential with no timeline for public release to protect the confidentiality of those interviewed. Mayor Clauzel committed to look into Ms. Howell's concerns about potential information leaks.

-ORApprove Resolution No. 2025-65 Denying the appeal of Conditional Use Permit #2025-07 for a Motor Vehicle Dealership located at 254 Sperry Avenue.
City Planner Andrews reviewed his report.
Key concerns raised included:
• Concerns with pedestrians
• The applicant's original proposal to use 12 on-site spaces for vehicle display, which would reduce available parking for other tenants.
• Circulation issues when moving vehicles between the gravel area and the parking lot. • Potential confusion for customers of other businesses due to car sales signage, balloons, and other visual elements typical of dealerships
At 7:32 p.m. Mayro Clauzel opened the Public Hearing.
Zenaida Ledezma, Platinum Motor Sports Owner – Addressed council in support of approving the conditional use permit.
At 7:35 p.m. with no further comments, Mayor Clauzel closed the public comment period.
Mayor Clauzel raised concern about compliance with California Code Regulation Title 270.08, which requires that display areas for dealerships must be for the exclusive use of the dealer for display purposes only. He questioned how the state could have approved a dealership in a shared parking lot, as it would not meet this standard.
After discussion, Mayor Clauzel moved to deny the appeal (Resolution No. 2025-65).
Councilmember Mora, District C motioned to approve Resolution No. 2025-65. The motion was seconded by Councilmember Roque, District D and Approved by a 5-0 roll call vote.
