Dennis Beougher, a former municipal attorney, addressed the Council regarding an alleged Brown Act violation at the March 17, 2026 City Council meeting, wherein the Mayor failed to properly report a Closed Session decision related to the BIA of Greater Valley v. City of Patterson case. He noted that a cure and correct letter was submitted to the City Clerk on April 24, 2026, and stated that the City's ongoing legal expenditures — approximately $3 million over the past two years — and the pending appeal warranted consideration of hiring in-house city attorney. He further noted that Mayor Pro Tem Roque had requested this item be placed on the agenda on three separate occasions without result.
