Item 6.8 – Resolution No. 2026-31: Authorizing the Appropriation and Transfer of Funds from the Affordable Housing In-Lieu Fee Fund was pulled for discussion.

Ms. Weyhrauch questioned how a payment of approximately $200,000 had been made from the wrong fund.

City Manager Ulloa explained that an approved Memorandum of Understanding with Self Help for Affordable Housing had authorized a reimbursement, but the payment was inadvertently drawn from the General Fund rather than the designated affordable housing fund. Staff identified the error, verified with legal counsel that all proper channels were followed, and confirmed that the affordable housing funds remain intact. The action before the Council was to correct the appropriation.

Ms. Weyhrauch expressed satisfaction with the explanation and requested clearer language on future consent calendar items of this nature.
