Mayor Clauzel advised the public that, pursuant to Government Code Section 54954.3, general public comment is not permitted at a special meeting. With the consensus of the Council, Item 4 was removed from the agenda, and public comment was reserved for the item listed on the agenda per standard procedure.

5. City Staff Reports

5.1. Discussion and action to select a method to fill a City Council vacancy due to the resignation of Councilmember Jessica Romero, and potential action on an immediate appointment to fill the vacancy.

Staff Report City Attorney Goldstein reviewed her report.

The Council discussed the structure of the appointment process, ultimately agreeing on a hybrid approach: a formal application period would be opened, followed by individual interviews conducted in a no-more-than-two-to-one format (no more than two Councilmembers meeting with each candidate at a time) in order to comply with the Brown Act, with the final appointment to be made by the full Council in open session pursuant to Government Code Section 36512. City Attorney Goldstein noted that a standard set of questions used in prior similar processes would be prepared, circulated to Council members for input, and applied consistently to all candidates. The target date for the final Council vote was identified as August 4, 2026, providing a buffer before the August 15, 2026 statutory deadline.

At 6:08 p.m Mayor Clauzel opened the item to public comments.

Sheryl Lex, City of Patterson, inquired about the format of candidate interviews.

At 6:10 Mayor Clauzel closed the public comment.

Motion to open an application process for the vacant City Council seat, direct the City Clerk to publish notice of the vacancy and application period with an open date of July 1, 2026 and a closing date of July 28, 2026, schedule applicant interviews with the City Council in a two-by-two format, and make the final appointment in open session pursuant to Government Code Section 36512 and the Brown Act, was made by Councilmember Mora and seconded by Councilmember Hernandez. The motion carried 4-0.
