MEETING DATE: September 1, 2026
ITEM NO: 7.1
SUBJECT: Approve & Authorize the City Manager to Award a Task Order with Woodard & Curran, Inc. For Preliminary Engineering Services Associated with the City's Hexavalent Chromium Treatment Project in an Amount Not to Exceed $99,990, Under the City's Existing Professional Services Agreement (PSA).
RECOMMENDATION
Motion to authorize the City Manager to Award a Task Order with Woodard & Curran, Inc. For Preliminary Engineering Services Associated with the City's Hexavalent Chromium Treatment Project in an amount Not To Exceed $99,990, Under the City's Existing Professional Services Agreement (PSA).
BACKGROUND
The City of Patterson (City) has been evaluating alternatives to address hexavalent chromium (Chromium-6) in its groundwater supplies and meet applicable drinking water requirements. As part of this evaluation, the City considered different treatment and facility configurations to identify an approach that best balances treatment effectiveness, cost, constructability, operations and the City's longer-term water management needs.
As the alternatives were evaluated in greater detail, the City identified a slab-mounted wellhead treatment configuration as a potential approach for addressing the City's immediate Chromium-6 compliance needs. The proposed approach includes individual, slab-mounted wellhead treatment utilizing Weak Base Anion (WBA) exchange at Wells 5, 7, 8, 9, 11 and 14.
At the time of the City's Chromium-6 workshop, Well 5 was identified as an optional well in the preliminary cost estimate, resulting in a projected project cost of approximately $20,352,000 for the proposed slab-mounted treatment approach. Following the workshop, staff determined Well 5 should be included as a required component of the project rather than remain optional. This determination was made by staff based on the operational flexibility needed to support the City's water system.
Because this determination was made after the Chromium-6 workshop, the proposed project configuration has changed from the information presented at the workshop. The revised project configuration includes Wells 5, 7, 8, 9, 11 and 14. The project configuration and associated costs remain subject to further refinement through preliminary engineering and design.
The proposed approach is based on the City's review of the 2025 Chromium-6 Feasibility Study Update and the more detailed 2026 analysis conducted to further evaluate alternatives, refine costs and define the project. The individual wellhead alternative was also presented as part of the City's recently held Chromium-6 workshop.
To advance the project, the City is seeking preliminary engineering services to establish the sitespecific technical information and design criteria needed to further evaluate and develop the proposed approach.
Woodard & Curran, Inc. submitted a proposal dated August 20, 2026, for this work. Woodard & Curran was previously selected through the City's competitive Request for Proposals (RFP) process to establish a pool of qualified professional engineering consultants, and on April 7, 2026, the City Council approved a Professional Services Agreement (PSA) with the firm. The proposed preliminary engineering services will be authorized as a task under the existing PSA.
ANALYSIS:
The preliminary engineering services are intended to provide the field, survey, geotechnical, electrical and treatment information necessary to further define the project and confirm the sitespecific requirements for the proposed wellhead treatment systems.
The work will also identify existing site conditions and potential improvements or modifications that may be necessary at Wells 5, 7, 8, 9, 11 and 14 before the project proceeds into subsequent design.
Preliminary Engineering Scope
The proposal from Woodard & Curran is focused on obtaining the technical information necessary to advance the project. The work is organized into three primary tasks:
Task 1 – Project Management and Coordination
This task includes project administration, progress reporting, meetings and coordination, quality assurance/quality control, and an internal Senior Technical Approach Review (STAR) workshop.
Task 2 – Preliminary Investigation
The preliminary investigation includes:
• Collection and review of existing well information, including record drawings, pump curves and cut sheets, electrical equipment information, flow and pressure data and other available technical information.
• Site investigations at Well 5, 7, 8, 9, 11 and 14 to evaluate existing equipment, especially electrical infrastructure and identify potential improvements or modifications. • Preliminary geotechnical evaluation, including review of available geologic, soil, groundwater, seismic, well and existing subsurface information; field review; identification of potential geotechnical constraints; and recommendations for future exploration where warranted.
• Topographic surveying at the six well sites to establish survey control and document existing site features needed to support preliminary design.
The geotechnical scope is specifically limited to preliminary desktop review and field observation.
Subsurface exploration, drilling, laboratory testing and site-specific geotechnical analysis are not included in the current authorization. If those activities are determined to be necessary, they can be incorporated into a subsequent authorization.
Task 3 – Preliminary Design
The preliminary design work will establish the initial technical basis for the proposed WBA treatment systems at Wells 5, 7, 8, 9, 11, and 14. The work will include preliminary treatment criteria, equipment sizing and configuration, preliminary process hydraulic calculations, and Preliminary Process Flow Diagrams for each well site.
As the preliminary investigations identify site-specific requirements, additional design services may be added as needed under a subsequent authorization. These services may include equipment and site layout development; chemical, structural, electrical, instrumentation and controls, piping and hydraulic design; additional modeling; incorporation of survey and geotechnical information; and preparation of the Preliminary Design Report, 30% design drawings, and updated Opinion of Probable Construction Cost.
The current $99,990 task order is limited to the initial preliminary investigations and engineering described in this scope and does not authorize construction or additional design services.
Woodard & Curran proposes the following schedule for the initial preliminary engineering services:
Milestone Proposed Completion
Notice to Proceed September 1, 2026
W&C Site Visit By September 18, 2026
Preliminary Geotechnical
Evaluation
By October 31, 2026
Survey Work By October 31, 2026
The proposal does not establish a final completion date for the Preliminary Design Report because development of the report, 30% preliminary design drawings, and Opinion of Probable Construction Cost will occur after the initial investigation and preliminary design activities further define the necessary scope but it is likely it can be completed by December 31, 2026.
FISCAL IMPACT
Woodard & Curran's proposed fee for the initial preliminary engineering services is $99,990, to be performed on a time-and-materials basis under the City's existing PSA. Funding for the proposed services has already been budgeted and is available in Account No. 610-790-7586. No additional appropriation is requested at this time.

RE: Proposal to Provide Preliminary Engineering Design Services for Wellhead Hexavalent Chromium Treatment
Dear Ms. Encinas:
Woodard & Curran (W&C) is pleased to provide the City of Patterson (City) with the following letter proposal to provide preliminary engineering design services for wellhead Hexavalent Chromium treatment at five to six existing drinking water wells located within the City of Patterson. The project includes developing the preliminary design criteria, a preliminary design report, and 30% preliminary design drawings, which can be used to scope final design services for the wellhead treatment. W&C is utilizing Crawford & Associates, Inc. to complete the preliminary geotechnical investigation and R.E.Y. Engineers to complete the topographic survey.
PROJECT BACKGROUND
On July 1, 2014, the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW) adopted a maximum contaminant level (MCL) for Chrome 6 of 0.010 mg/L. Although the MCL was later rescinded in 2017, the State subsequently re-initiated rulemaking starting on June 16, 2023, and held a public hearing on August 2, 2023 to receive oral comments, with written comments due August 18, 2023. In August of 2024, the State Water board adopted the same Chrome 6 MCL of 0.010 mg/L with an effective date of October 1, 2024.
The water quality of the City's water supply has generally remained unchanged since then; the seven groundwater wells that constitute the entirety of its potable supply all exceed the proposed MCL of 10 ug/L. As such, DDW has issued a Compliance Order (CO) to the City requiring the City to take measures to meet compliance with the new MCL, including submitting an updated Corrective Action Plan, which was submitted for Well No. 7 in August 2025. Future groundwater treatment will need to consider the increasing levels of nitrate and Total Dissolved Solids (TDS) in the City’s potable wells as well as the Chrome 6 concentrations. However, this scope focuses only on Hexavalent Chromium treatment for Well Nos. 5, 7, 8, 9, 11, and 14.
The City reviewed the treatment options in the 2025 Feasibility Study Update, as well as the subsequent, more detailed analysis conducted by W&C in 2026 to refine costs and project definition, and has decided that they will pursue individual wellhead treatment using Weak Based Anion exchange (WBA).
