1. CALL TO ORDER: 6:00 P.M.
Mayor Vargas called the Special City Council meeting to order at 6:01 p.m.
2. ROLL CALL:
Present: Rabb, Rogers, Corona, Vargas
Absent: Nava
Staff member's present for all items: City Manager Miramontes, Assistant City Manager Bugtai, Deputy City Manager Reyna, City Attorney Khuu (via Zoom), Assistant City Attorney Vargas, Director of Development Services Phung, City Engineer Pourkazemi Staff member's present for Items 1. through 4. and Item 6.: City Clerk Salazar and Assistant City Clerk Haughney Staff member present for Item 5.A.: Deputy City Attorney Carson (via Zoom)
3. PLEDGE OF ALLEGIANCE:
Councilmember Rabb led the Pledge of Allegiance.
4. PUBLIC COMMENT:
The Mayor called for Public Comment. There was no Public Comment.
5. CLOSED SESSION:
Assistant City Attorney noted that the City Council would meet in Closed Session to discuss the Closed Session items listed on the agenda.
The City Council adjourned to Closed Session at 6:02 p.m.

Conference with Legal Counsel - Potential Litigation - Government Code Section 54956.9 (d)(2) - 1 case

Conference with Legal Counsel – Existing Litigation – Government Code Section 54956.9(d)(1); 3 cases:
1. City of Menifee v. City of Perris CVRI2203040
2. Panattoni Development Company, Inc. v. City of Perris CVRI2203028
3. City of Perris v. City of Menifee, et al CVR12303456 The City Council reconvened in open session at 6:20 p.m.
Assistant City Attorney Vargas announced that with respect to Item 5.A. the City Council voted 4-0, with Councilmember Nava absent, to approve (and authorize the City Manager to sign) an agreement with Joe McKay and JM Realty Group.
The agreement delays the running of the deadline, by 90 days, to file a Clean Water Act case arising out of the Notice received by the City found under Attachment 1 of the agenda packet.
With respect to Items 5.B.1, 5.B.2., and 5.B.3., no reportable action was taken.
6. ADJOURNMENT:
There being no further business Mayor Vargas adjourned the Special City Council meeting at 6:21 p.m.
