CALL TO ORDER
Mayor McDonnell called the special meeting to order at 6:00 p.m.

1. Review Proposed Fiscal Year 23-24 Operating and Capital Budgets and Revised Long-Term General Fund Operating Forecast
City staff presented the Capital Improvement Projects (CIP) budget.
Councilmembers asked questions of staff regarding the CIP budget.
Mayor McDonnell opened public comment for the CIP budget.

Councilmembers provided comments on the CIP budget.
Mayor McDonnell called for a five-minute recess at 9:04 p.m. and thereafter reconvened the meeting at 9:09 p.m.
City staff presented the general fund and department budget overviews.
Vice Mayor Cader Thompson moved, Councilmember Barnacle seconded, and the Council unanimously voted to continue the meeting past 11:00 p.m.
