Item #12 - Fiscal & Organizational Sustainability Implementation • Question: Street Pavement Options 1 - 4 are each funded via CIP budget, but if the $ goes to the option choice where does the shortfall go in the other areas of the CIP budget?
o Response: Any shortfalls remain unfunded and increase each year based on the depreciation / degradation of the assets over time, unless they can be funded with other sources such as grants that staff routinely search and apply for annually for a variety of capital projects. For streets specifically, only certain funding sources can be invested on streets – gas tax, SB 1, traffic impact fees, general fund, measure u, etc.

• Question: Other deferred Maintenance needs - didn’t see downtown bathrooms? Bathrooms that already exist that City maintains.
o Response: This is a facility maintenance issue, similar to the other 40+ facilities that the City is responsible for that have deferred maintenance accumulating.

• Question: Keller St. Parking garage - Needs a power wash and major paint work etc.

Remove the porta potties? Need an update on downtown bathrooms. Need to add to the list?
o Response: Yes, those could both fall into the Safe Public Spaces and Recovery category. Those both also fall into the broader economic development and downtown focus that is in the City Council’s Goals and Priorities.

• Question: Future new Downtown bathrooms would fall into what category? Safe Public Spaces & Recovery? Also lighting for a more vibrant night experience downtown?
o Response: We have put together a plan for cleaning / power washing the garage which will be happening in the next month or so. Other deferred maintenance on the garage is currently an unfunded need.

• Question: Slide 5 says Utilities is 37%'; slide 6 says Utilities is 20% - what's the difference?
o Response: Slide 5 is expenditures and slide 6 is revenues. Since utility expenditures also include all Utilities-related capital project expenditures, including some substantial projects such as the PIPS forcemain, the Utilities funds encompass a larger share of expenditures than they do revenues.

• Question: Slide 7 says Measure U is 17% of $78m Gen Fund. Doesn't Measure U bring in $18m/year? What fund does the other $5m go? Estimated Measure U revenues in 2024/25 are $15.6 million.

o Response: The portion showing on slide 7 is only the amount of Measure U that is transferred into the General Fund. Other uses of Measure U may be direct funding of capital projects or priority initiatives / programs as well as funding of the debt service on the lease revenue bonds used for roads.
