Open Space ..
An opportunity exists to transfer the property title for Paula Lane to a public entity with restoration of the Nature Preserve project of PLAN, restructuring the residential rental component, providing the intended well managed amenity in the. Community, and restoring habitat for safe return of the wildlife. Property values in the area would increas, not decrease.
The City should embrace such an opportunity . I understand the Open Space District would favorably view a property title transfer..All decisions and actions by the City Manager and her staff and the City Attorney have resulted in immense destruction and harm to the open space and wildlife.
A fire prevention program was created and efficiently carried out 2012-2019 for $600 annually, and each year completed in 2.5 hours

Domestic animals should not be brought onto the Paula Lane open space land to graze.
Similar to the Wetlands, this grassland open space has its own priorities such as prey base availability and stability, habitat access for wildlife, and ensuring balance at this protected wild land. Sheep would also be a new prey source for coyotes. This land does not need grazing to try and "regenerate" soil for native
grasses and plants.
All interior fencing you have installed, obstructing wildlife movement and destroying the open space aesthetic should be removed. And only wildlife friendly 2 strand tensile wire interspersed with hedge rows, to prevent human encroachment and facilitate wildlife movement, was to be installed
as perimeter fencing. The completely contraindicated
BARBED WIRE fence you installed, and at what expense, should never ever have been placed at this property
You have been too influenced by persons with personal negative agendas and very dysfunctional politics related to the Paula Lane open space land.
The harm caused to the badgers of Paula Lane, with the only badger sanctuary in California, has been severe and egregious
