Decorum
In accordance with the City of Petaluma’s Decorum and Order Policy for Public Meetings (Adopted by Resolution No. 2025062 N.C.S.), all participants—including members of the public, legislative body members, and City staff—are expected to maintain respectful and orderly conduct. City meetings are limited public forums where all viewpoints relevant to the legislative body's subject matter jurisdiction may be expressed. However, disruptions to the orderly conduct of business are prohibited. This includes interrupting others, speaking out of turn, using profane, threatening, or defamatory language, disregarding the Presiding Officer’s direction, or engaging in behavior that creates a hostile environment.

Speakers must address the legislative body as a whole and focus comments on issues, not individuals. Personal attacks, harassment, and knowingly false allegations are not tolerated. The Presiding Officer has the authority to warn or remove individuals who violate these standards. This policy ensures that all voices can be heard in a safe and civil forum and reinforces the City's commitment to fair and productive public discourse.

Animals in Council Chamber
No animals shall be allowed at or brought in to a public meeting by any person except (i) as to members of the public or City staff utilizing the assistance of a service animal, which is defined as a guide dog, signal dog, or other animal individually trained to provide assistance to an individual with a disability, or (ii) as to police officers utilizing the assistance of a dog(s) in law enforcement duties.
