Mayor McDonnell called the meeting to order at 5:00 p.m.

PUBLIC HEARINGS AND MATTERS FOR CONSIDERATION
1. Finalization of FY26-28 Work Plan and Direction to Staff
City Manager Peggy Flynn introduced the presentation of the staff report.
Mayor McDonnell opened the public comment period and seeing no one request to speak, he closed it.

WORKSHOP
2. Presentation of Fiscal Year 2026/27 Work Plan, Update on Recent Accomplishments, and Provide Direction to Staff
The Mayor explained that the budget presentation would be split into two sections, first Operating Budget Overview, followed by the Capital Improvement Program (CIP), and there would be a public comment for each section.
City Manager Peggy Flynn introduced the presentation of the staff report.
Mayor McDonnell opened the public comment period on the Operating Budget.
