1. Receive and file the FY 2022-23 Budget Assumptions for the General Fund and provide direction to staff.

Recommendation:
1. Discuss and provide direction to staff regarding the business license modernization & fairness project alternatives for redesign and recommended improvements to the business license tax (BLT) ordinance; and
2. Direct the City Manager to acquire polling services from a qualified firm to research and test the public opinion about a Business License Fee restructuring measure for inclusion in the November 2022 ballot.
