City of Pico Rivera | Non CIP No. 30056 | Historic Whittier Blvd. Bike/Pedestrian Bridge Feasibility Study
December 14, 2022
Kenner Guerrero, Assistant Engineer
City of Pico Rivera
Public Works Department
6615 Passons Blvd
Pico Rivera, CA
SUBJECT: REQUEST FOR PROPOSAL FOR PROFESSIONAL ENGINEERING SERVICES FOR HISTORIC WHITTIER BOULVEVARD BIKE/PEDESTRIAN BRIDGE FEASIBILITY STUDY | NONCIP NO. 30056 Dear Kenner,
This project is the gateway to the City's vision for the Historic Whittier Blvd Revitalization Program and a bridge between the first and last mile connection providing a pathway to transit for the community including the safety of public streets.

The City of Pico Rivera (City) is currently seeking a qualified consultant for professional engineering services to develop feasibility study, alternatives analysis, and conceptual designs for a new Class-I bicycle and pedestrian bridge adjacent to the Historic Camino Real (State Route 72 - Whittier Boulevard).

The Whittier Blvd Pedestrian Bridge Feasibility Study Project would enhance a downtown as a “Gateway” to the City, upgrading to make it a destination for the surrounding communities and provide a better environment for the local businesses to thrive. This project is very important to the local community and will promote multimodal mobility, access, safety, and comfort in the corridor areas and nearby neighborhoods, and a large cycling contingent who frequent the area on weekends.

Our Team has preliminarily evaluated three alternatives we would like to discuss with the City as a starting point. During this discussion, we will collaborate with the City Staff to explore other viable alternatives the City may have already considered.

Upon reviewing these alternatives, the BKF Team will expound on the three alternatives the City has approved to progress into the Feasibility Report with a Preferred Alternative identifies to progress into Final Design.

SUMMARY OF ALTERNATIVES: Summary of alternatives.
▪ Alternative 1: Pedestrian Bridge
▪ Alternative 2: Bridge Restriping with the Proposed Ramp Access ▪ Alternative 3: Bridge Restriping with Modifications to existing Trail Access While Alternative 1 provides the Class I Bikeway the City desires, we would like to explore with the City Alternative 2 and Alternative 3, which provides the Class IV Separated Bikeway and are the most cost effective. We have been seeing the pattern of increased construction costs with our project by at a minimum 20%. Understanding that we need to be costconscious while meeting the City’s goals for their community, we will work with City Staff to expound on options that meet both.

Our team understands the required Project components including roadway design, environmental impact analysis, right of traffic safety that connects a complete network for bicyclists and pedestrian users of transit. Our combined experience and commitment to project success should give the City peace of mind that our team was built for this Project, and we will get this project built.

UNDERSTANDING SCOPE OF SERVICES
City of Pico Rivera | Non CIP No. 30056 | Historic Whittier Blvd. Bike/Pedestrian Bridge Feasibility Study
The City of Pico Rivera envisions the construction of a regional connectivity by creating a multi-purpose trail from the Rio Hondo Channel Trail to the San Gabriel River Trail through the Class IV Bikeway on Mines Avenue, and constructing the Pedestrian Bridge over the San Gabriel River connecting to the Pio Pico State Historic Park. The Historic Whittier Boulevard Bike/Pedestrian Bridge Feasibility Study Project (Project) intends to evaluate viable alternatives for the Class I Bikeway (Bike Path) connectivity over the San Gabriel River at the Historic Whittier Boulevard Bridge. The City also intends to extend the Project goals to include:
▪ Equitable engagement with the public, especially with the under-served communities, to build trust and confidence to be proactive and participate in civic decision-making processes. ▪ Increase accessibility to cultural centers, historic landmarks, parks, open and recreation spaces with the intent to enhance the Disadvantaged Communities.
▪ Expand the Class I Regional bikeway network
▪ Transition the Historic Whittier Boulevard from a vehicle-focused corridor to a more Complete Street that is multimodal and active transportation corridor ▪ Encourage climate resilience through education, restoration of natural habitats, improvement of water quality, reduction of greenhouse gases, and utilization of renewable energy and reusable/recyclable materials.

As part of the original project, the City of Pico Rivera Regional Bikeway Project, the Pedestrian Bridge crossing the San Gabriel River was to be constructed to connect the Rio Hondo Channel Trail and the San Gabriel River Trail providing intercity connectivity and promoting active transportation in modes of bicycling and walking. The Pedestrian Bridge at its current proposed location (approximately 1,000 feet south of the Whittier Boulevard Bridge), bisects properties owned in fee or easement by Los Angeles County Flood Control District (LACFCD), and Southern California Edison (SCE). See Illustration 1. The City and BKF in communications with LACFCD and SCE were successful in obtaining concurrence from LACFCD, but not with SCE. SCE was not in agreement with having a vertical obstruction, the Pedestrian Bridge, within their easement due to their anticipated future infrastructure project.

PROJECT UNDERSTANDING
ILLUSTRATION 1
Based on our experience with SCE on the Pico Rivera Regional Bikeway Project, and our Jeffrey Open Space Trail Project with the City of Irvine, SCE is likely to not provide concurrence with any vertical components of the project within their right of way. With that understanding, the BKF Team will explore at least three (3) alternatives, no more than five (5), and expound on the three (3) most viable alternatives of their project needs to comply with and satisfy federally-funded project requirements.

ILLUSTRATION 2 – RIGHT OF WAY
We evaluated three alternatives preliminarily, as shown on Illustration 3 - Pico Rivera Whittier Bridge Alternatives (shown on next page) with cross sectional views of each alternative, based on the Bridge Inspection Record Information System (BIRIS) of the Whittier Boulevard Bridge, existing right of way within the San Gabriel River, the National Register and California Register for historic bridges, field review of the existing conditions for accessibility to the existing San Gabriel River Trail and the conditions of the bridge abutments include:

1. ALTERNATIVE 1: Pedestrian Bridge south of the Whittier Boulevard Bridge over the San Gabriel River for a Class I Bikeway,

2. ALTERNATIVE 2: Bridge Restriping with the Proposed Ramp Access just west/east of the existing bridge abutments for a Class IV Separated Bikeway,

3. ALTERNATIVE 3: Bridge Restriping with the Modification of the existing Trail Access for a Class IV Separated Bikeway.

ALTERNATIVE 1. The separate pedestrian bridge will be similar to the prefabricated steel truss bridge proposed for the Pico Rivera Regional Bikeway in our current project with the City. As shown on Illustration 2 – Right of Way, we have identified three property owners in fee or easement: LACFCD (APNs 6376-025-902 and 8174-001-910), SCE (APNs 6376-025-800 and 6376-025-801) and Union Pacific Railroad (UPRR, APN 8174-001-800). Alternative 1 proposes for the pedestrian bridge to conform along the existing trail east and west of the San Gabriel River, which are owned by LACFCD, and omit any vertical obstruction within the SCE right of way. Illustration 3 - Pico Rivera Whittier Bridge Alternatives) depicts the conforms for Alternative 1 at the San Gabriel River bank trails and connect to the existing main trail just west of bridge conform. Since we have already secured concurrence from LACFCD for the Pico Rivera Regional Bikeway Project, we anticipate obtaining concurrence for the similar prefabricated steel truss bridge at this location. With no vertical obstruction within SCE’s right of way, we also anticipate to obtain concurrence for the separate pedestrian bridge at this location from SCE. For this alternative, we will coordinate and discuss the conform of the pedestrian bridge with SCE and LACFCD, and work with the City to obtain concurrence as part of the Feasibility Study to ensure that the pedestrian bridge at this location will progress to Final Design.

Based on previous conversations with the City with Alternative 1 Pedestrian Bridge, the City wishes to incorporate a decorative finish that will illuminate the Pedestrian Bridge, see Illustration 4 Illuminated Bridge , at night with art work, such as The Starry Night by Vincent Van Gogh, with the use of glow stones within the concrete aggregate. We have researched manufacturers, such as AGT (Ambient Glow Technology), that can provide the glow stones within the concrete aggregate, and have been in communications with them to understand the advantages and disadvantages of incorporating this feature within the bridge.

ALTERNATIVE 3. Alternative 3, as shown Illustration 3 - Pico Rivera Whittier Bridge Alternatives, proposes the same bridge cross section with the Class IV Separated Bikeway as Alternative 2. The main difference between the two alternatives, is that Alternative 3 proposes to utilize the existing access to the San Gabriel River Trail that is approximately 100 feet from the bridge. This alternative will need to modify the existing access points to satisfy the width requirement for a multi-purpose trail, preserves the locations of access to the San Gabriel River Trail along Whittier Boulevard, and is the least impactful and cost effective .

Alternative 2 and Alternative 3 have the potential to eliminate the need for new piers within the San Gabriel River, and the reduced environmental footprint minimizes the interface/approvals required by LACFCD. Utilizing the existing Historic Whittier Boulevard Bridge may potentially reduce the design cost as well. Depending on the geotechnical data of the existing bridge, the need to perform borings into the San Gabriel River may be omitted. Without needing to bore into the river, the project schedule may also be reduced, since the 408 Permit to bore is no longer required.

The BKF Team also had the opportunity to research the National and California Registers for historic bridges. Based on our findings, the existing Whittier Boulevard Bridge over the San Gabriel River is not eligible for listing in the National Register.

However, the bridge is 54 years old and may be eligible for listing in the California Register. In addition, our Team is aware that the United States Army Corps of Engineers (USACE) is in the process of evaluating the entire San Gabriel River channel, and it is possible that bridges constructed a part of the channelization of the river could be found contributors to the river, even if a bridge is not individually eligible. While this formal determination has not been made, we understand that the river channel itself is 45 years old and it is likely the channel will be found formally eligible. ESA, our environmental subconsultant, has experience working with the USACE to move through the environmental process on another project that had potential impacts to the river given the pending internal evaluation of this resource.

Existing Access (West)
Westerly Abutment Existing Access (East)
ALTERNATIVE 2. Alternative 2, as shown on Illustration 3 - Pico Rivera Whittier Bridge Alternatives, proposes to utilize the existing width of the Historic Whittier Boulevard Bridge (Br. No. 53C2302), modify the pavement striping, reconstruct the sidewalk providing a two-way multi-purpose trail, upgrade the concrete bridge barrier, and install a MASH-compliant concrete barrier and crash cushion to serve as a vertical separation between motorists and pedestrians/bicyclists, classifying this segment as a Class IV Separated Bikeway. Based on our initial assessment of the BIRIS and field investigations, the proposed Class IV Separated Bikeway may be accommodated without widening the bridge from its current width of 96 feet.

As part of Alternative 2, we propose to evaluate the construction ramps immediate west of the westerly abutment and modification of the existing access ramp at the easterly abutment , as show on Illustration 3 - Pico Rivera Whittier Bridge Alternatives. This alternative will reduce the impacts to Whittier Boulevard west of the bridge with the transition tapers of the concrete curb and pavement striping, since the widened sidewalk (Class IV Separate Bikeway) with the MASHcompliant concrete barrier will terminate immediately after the bridge.

City of Pico Rivera | Non CIP No. 30056 | Historic Whittier Blvd. Bike/Pedestrian Bridge Feasibility Study
As part of the Feasibility Memo, ESA would identify resources, including the bridge and the river channel, that would need to be evaluated for eligibility as part of the environmental document phase. Therefore, the timing of the Corps formal determination will not affect our approach, since we’ll consider it as eligible due to its age regardless.

Alternative 2 and Alternative 3 are still viable options with the modifications and upgrades on the bridge regardless of these resources potentially being considered eligible for listing, meaning we are still able to make improvements within the Historic Whittier Boulevard Bridge. Our Team will work closely with the USACE and Caltrans to design a project that maintains, preserves and enhances the existing historic character/historic features.

The BKF Team will prepare the Feasibility Report incorporating for each viable alternative:
▪ Utility impacts and identifying utility relocation requirements ▪ Right of Way impacts, and provide the Right of Way Requirements Map and Matrix ▪ Hydraulics/Hydrologic Analysis
▪ Conceptual Plans with Probable Construction Costs
▪ Structural Design with Probable Construction Costs
▪ Traffic Analysis and Traffic Management Plan
▪ Preliminary Geotechnical Engineering as required for each alternative ▪ Environmental Clearance requirements: CEQA, Technical Studies, Permitting Requirements Our Team understands the City’s overarching goals for the Project. Arellano Associates (AA), our public outreach subconsultant, is a full-service communications firm that specializes in developing equitable stakeholder engagement and public outreach programs for transportation, planning, and public infrastructure projects throughout Southern California.

AA excels at developing outreach programs that reflect a technical understanding of the Project, while maintaining an equitable and inclusive approach to communications and public engagement. We strive to educate the public of important projects being proposed in their communities and provide opportunities to provide valuable comments and feedback to improve those projects, using both digital and analog communication tools and tactics.

AA has led outreach specifically for bridge development and grade separation projects, including public engagement for the California High-Speed Rail Authority grade separation design studies from Burbank to Anaheim, Rosecrans/Marquart Grade Separation Project, Doran Street and Broadway/Brazil Safety and Access Grade Separation Project, OC Bridges Grade Separation Program for the Orange County Transportation Authority as well as multiple grade separation projects with the Alameda Corridor East Construction Authority and San Bernardino Associated Governments.

AA is currently leading public outreach for Metro’s Eastside Transit Corridor Phase 2 Project, the adjacent I-605 Corridor Improvement Project, and more recently the City of Pico Rivera’s Telegraph Road Bridge Project. With these current projects within the City of Pico Rivera, our team works to ensure that all local communities, key stakeholders, as well as the greater commuter population are made aware of the projects while also having the opportunity to provide feedback.

For this project, AA will ensure that we continue to create a transparent and equitable outreach program that positions the project to attain maximum public participation and support, while maximizing access to engagement for everyone, including disenfranchised communities and bring forth awareness to increase access to cultural centers, historic landmarks, parks, open and recreation spaces. AA has been instrumental in support several agencies in implementing equitable programs, including a Community-Based Organization (CBO) program for Metro’s Eastside Transit Corridor Project Phase 2.

Our team will draw from our firsthand experience in conducting outreach campaigns for the projects listed above to provide cost-effective, strategic outreach campaigns. AA will work to engage Spanish-speaking residents, youth, and bicycle and pedestrian groups to provide opportunities to learn more about the project and collect feedback. AA will ensure all project materials are easy-to-read and are available in Spanish. A simultaneous Spanish interpreter will also be present at each workshop, along with Spanish-speaking staff. To engage users of the San Gabriel River Trail and Rio Hondo Channel Trail, AA will also conduct direct outreach to cycling groups, install project signage along the bikeways to promote the project, and utilize targeted social media ads.

TASK 2: UTILITY, RIGHT OF WAY AND FIELD RESEARCH AND REVIEW EPIC, our subconsultant for right of way services, will obtain property ownership and boundary GIS data for the project area and provide the data to PRIME for inclusion in design base mapping. Additionally, EPIC will coordinate with the CITY to obtain records of any existing third-party leases or licenses (“prior rights”) that may be affected by the proposed project.

Once preliminary designs are complete, EPIC will work with the design team to identify potential acquisition or easement impacts resulting from the design.

TASK 3: HYDRAULIC/HYDROLOGIC ANALYSIS.

BKF will obtain Record Drawings and hydraulic design data from the Los Angeles County Department of Public Works (LACDPW) for the reach of the San Gabriel River (River) inclusive of Whittier Boulevard. BKF will then assemble a baseline HEC-RAS hydraulic model of the river based on the Record Drawings. The hydraulic model will be analyzed to determine existing flow depths, velocities, and freeboard values within the River. This data will be analyzed against LACDPW and Army Corps of Engineers design criteria to determine if any existing design deficiencies exist within the River. The baseline model will then be modified to reflect the separate pedestrian bridge option including its support piers. The results of this modified model will be analyzed to determine the hydraulic impacts of the proposed bridge on existing condition hydraulic characteristics. Preliminary scour calculations will also be performed in accordance with Hydraulic Engineering Circular No. 18 (HEC-18) for use in the bridge foundation quantity/cost estimates. The results of these analyses and determinations will be summarized and included in the Feasibility Report.

The report will include a narrative describing the derivation of the relevant hydraulic variables such as watershed measurements, loss rates, times of concentration, and lag times. Each alternative will include a narrative describing the hydraulic viability of the alternative.

TASK 4: PREPARE PRELIMINARY CONCEPTS.

The BKF team will prepare three conceptual alternatives to study to determine the preferred alternative to progress to Final Design. BKF will layout the Pedestrian Bridge, the modifications of the Whittier Boulevard Bridge and the re-striping of Whittier Boulevard to accommodate the cross section that achieves the City’s goals. We will provide:
▪ Input on structure types, configurations, and existing bridge structural modifications in developing conceptual plans for each alternative. The bridge substructure will be coordinated with the geotechnical engineer. ▪ Input on construction access and utility conflict considerations. For the standalone bridge alternative, construction access considerations will include a structural assessment of whether prefabricated steel bridge members can be placed via crane from the existing Whittier Ave Bridge. ▪ General Plan sheets for each alternative. General Plans will consist of plan, section, and elevation views of the bridge alternatives.
▪ Order of magnitude cost estimates will be prepared for each alternative.

TASK 5: COMMUNITY OUTREACH.

TASK 5.1: PUBLIC WORKSHOP #1 & TASK 5.2: PUBLIC WORKSHOP #2 The BKF Team will coordinate two (2) public meetings to provide the opportunity for the Project Team to share project information, goals, and findings; engage with the community and gather valuable input. We recommend the following approach:
▪ Public Workshops (up to 2): Our Team will strategize the workshops alongside the City and Project Team.

Depending on current public health guidelines related to COVID-19 restrictions, we will proactively coordinate with the Project Team to determine if the public workshops will be held virtually or in-person. We will oversee all logistics, including selection of a meeting date, researching and booking a publicly accessible and convenient venue, coordinating dry-run rehearsals, booking Spanish interpreter, and set-up and break-down the day of the workshops. We will support with the development of the presentation, agenda, and display boards. We will staff both workshops, prepare meeting materials (sign-in sheets, comment cards, name badges and directional signage, etc.), provide refreshments, take photos during the workshop, and prepare workshop summaries, which would include a summary of feedback provided by attendees.

Workshop #1 will focus on presenting the project and goals and discuss potential locations for the bridge. Workshop #2 will present Study findings, review feedback provided at Workshop #1, and identify bridge alternatives and design recommendations. We recommend both meetings take place on a weekday during evening hours to accommodate residents’ work schedules.
▪ Workshop Notification: Advanced Geographic Information System (GIS) will be used to determine the appropriate outreach radius. We will use tools like Parcel Quest and Mailer’s Haven to develop up-to-date lists of non-owner-occupied parcels. The BKF Team is prepared to notify the identified area for the public workshops using the following methods:
• Door-to-Door: Considering there are multiple residential areas within a ¼ mile or 10-minute walking distance from the project site, We recommend a door-to-door campaign to notify local residents of each workshop. • Direct Mail: AA recommends conducting a direct mail campaign for each public workshop targeting owner non-occupants within ¼ mile of the project site. Mail to owner non-occupants and database contacts, up to 2,000 properties.
• City Website and Social Posts: We will prepare promotional content to place on the City webpage and social platforms.
• Social Media Ads (up to 2 campaigns): We will advertise the workshops on social media based on geotargeting using available demographics and behavior data to specifically target cyclists.

• E-blasts: A cost-effective method to reach the project stakeholder database and inform them of upcoming workshops and project status (up to 10).
• Distribution of flyers: Provide printed notification materials to city hall, the Pico Rivera Chamber of Commerce, local businesses, libraries, etc.

TASK 5.3: CITY AD-HOC / COUNCIL MEETINGS
It is important to keep City staff and its elected officials apprised of the project during the project’s feasibility study. We will meet with City staff to prepare discussion points and updates for City Ad-Hoc Meetings (up to 2) and one City Council Meeting. We will plan to attend each meeting.

To help prepare for each meeting, We will provide supporting documentation regarding outreach, such as the number of workshop attendees, the number of contacts in the stakeholder database, eblast open rates, etc. Our Team is available to support with development of meeting invitations, conducting reminder phone calls and emails, and documenting the meetings.

We recommend City Ad-Hoc meetings are conducted during business hours, and we propose additional key stakeholder be invited to participate in these meetings, including the Rivers and Mountains Conservancy, Active SGV, Army Corps of Engineers, and the Los Angeles Sheriff’s Department
Website Support
We will work with the city to develop content to place within the City Plans & Projects section of the city’s new virtual city hall website. A new tab will be created for this project and will serve as the public portal for all project information, including the project purpose, benefits, project schedule, photos or conceptual plans, and downloadable resources such as the fact sheet. Graphics will also be developed for placement on the city’s homepage to lead visitors to the project tab to learn more. We will work with the City to keep the website updated with the latest project information.

Community Events and Pop-Ups
To reach community members where they are, we recommend participating in popular community events to host an information table to provide information on the project. Depending on the public workshop schedule, we may recommend hosting a pop-up information table. Pop-ups may take place at youth sporting events, grocery markets, popular shopping destinations, parks, or schools. AA will research, coordinate participation, and staff up to 5 events or pop-ups in the city.

Events/pop-ups will take place in the weeks just before each Public Workshop to invite residents to attend. All logistics will be coordinated by AA, including set-up, equipment, and printing of materials. We recommend participating at the city’s following annual events:

1. Easter Eggstravaganza, April

2. Summer Street Fest, August

3. Fiestas Patrias, September

4. Spooktacular, October

5. Tree Lighting and Holiday Festival, December
Stakeholder Database
The BKF Team recommends the development of a project-specific database to store contact information for interested community members, nearby businesses, city staff, elected officials, bicycle and pedestrian groups, cultural groups, youth groups, community-based organizations, and other agencies who may be interested in the project. We will rely on existing contacts lists provided by the city and will augment the database with contacts sourced from other nearby projects led by the BKF Team (including the Metro Eastside Transit Corridor Phase 2 and the city’s Telegraph Rd Bridge Project). Other contacts that will be added include LA County Flood Control, Southern California Edison, the Pico Rivera Chamber of Commerce, the Pico Rivera History and Heritage Society, and City of Whittier elected officials and Public Works staff (due to proximity of the bridge).

The database will be maintained throughout the life of the project and will be updated after workshops, email campaigns, and upon receiving inquiries. Project communications (i.e., eblasts and mailings) will target project database contacts to ensure interested stakeholders are remaining informed.

Branding and Collateral Development
Developing project-specific branding, collateral materials and other targeted outreach pieces are essential to helping the public recognize the project and remain well-informed throughout the feasibility study process. The BKF Team has experience in creating project identity and clear and concise communication materials, such as: fact sheets, frequently asked questions (FAQ), digital materials/presentations, signage, flyers, notices, and other project materials. As part of our outreach effort, we will create a suite of materials to be used in all external communications. All materials will be bilingual English/Spanish and will serve to communicate with the community in a visual and impactful way. With guidance from the city, we will design project branding to place on all project materials, including the fact sheet, presentations, notices, eblasts, handouts, and promotional web images. We will also develop content for a project fact sheet and will finalize design and layout. The fact sheet will be posted on the project website as well as distributed in hard copy at events.

Inquiry Matrix and Final Outreach Summary Report
For public awareness and transparency, we will also develop a comment matrix to track all public comments received from the website, project email, public workshops, or events/pop-ups. This matrix will be regularly updated and shared with the Project Team. The BKF Team will also develop a Final Outreach Summary Report to capture all public involvement activities and will include copies of notes for the City Ad Hoc and council meetings, the workshop presentations and materials, the database, comment matrix, collaterals, and notification materials.

TASK 6: PREPARE FEASIBILITY REPORT
Traffic Management Plan
Stantec will prepare a feasibility study Traffic Analysis/Traffic Management Plan (TMP) section to evaluate potential operational impacts to Whittier Boulevard, other surrounding roadways, existing pedestrian and bicycle facilities, and to reduce potential impacts during the project construction phase of a new Class-I bicycle and pedestrian bridge adjacent to the Historic Camino Real (State Route 72 - Whittier Boulevard). The traffic analysis will document existing weekday and weekend day volumes on Whitter Boulevard at the San Gabriel River Bridge. Two (2) new 24-hour directional traffic counts, one weekday and one weekend day, will be conducted for the study. The volumes will be used to inform the development and preliminary design of project alternatives and evaluation of potential construction impacts associated with each alternative.

The analysis will also provide a discussion of vehicle miles traveled (VMT) impacts, as applicable, based on the type of improvements associated with the proposed alternatives. The California Environmental Quality Act (CEQA) requires a roadway improvement project that would induce a measurable and substantial increase in vehicle travel to conduct a vehicle miles travelled (VMT) analysis identifying the amount of vehicle travel produced by the project. The proposed pedestrian/bicycle project improvement alternatives included in this study are not considered to be vehicle travel inducing and detailed VMT analysis is not included in this scope of work.

Project alternatives will be evaluated giving consideration to avoiding/mitigating construction-related traffic conflicts and impacts, detours as required that minimize duration and delay, ensuring traffic control/stage construction provides safe and efficient vehicular, pedestrian, and bicycle flow throughout the project area during all phases of construction, and promoting worker and adjacent stakeholder(s) safety and access. TMP elements to be considered for the project alternatives as applicable include, but are not limited to, public awareness and notification campaign, advance construction signage, peak hour restrictions on lane closures, restrictions on work hours and days of the week, suggested alternate routes with local arterial and trails signing (signed detours), portable changeable message signs, temporary traffic control devices, signs and barricades, project phasing, and contingency planning. An estimate of preliminary TMP cost will be developed for as appropriate for identified project alternatives.

Environmental Approach
ESA will prepare an Environmental Screening Memorandum (Memo), which will provide the necessary environmental analysis required for the Feasibility Study. The analysis provided in this Memo will provide the City with a preliminary understanding of the previous environmental documentation related to the Project; environmental setting; anticipated environmental compliance requirements including the anticipated level of documentation required for compliance with CEQA, anticipated technical studies, potential NEPA requirements, and a preliminary list of anticipated permitting requirements; and an anticipated schedule for environmental clearance for all three project alternatives.

EXHIBIT A - 013
10 BKF ENGINEERS

METHODOLOGY AND WORK PLAN
City of Pico Rivera | Non CIP No. 30056 | Historic Whittier Blvd. Bike/Pedestrian Bridge Feasibility Study
The analysis included in the Memo will be qualitative and no modeling or quantitative analysis will be conducted as part of this scope of work. No visual simulations are included as part of this scope of work. For the purposes of this Memo, the Project will consist of three (3) preliminary alternatives. Changes to the design of the preliminary set of alternatives that require rework of the environmental analysis will be considered beyond this scope of work.

ESA understands the current Project is state and locally funded. Therefore, the analysis will be prepared to consider the City as the lead agency under CEQA. In addition, due to the Project site location over the San Gabriel River potentially involving U.S. Army Corps of Engineers (USACE) jurisdiction, and the previous involvement with Caltrans through the use of Caltrans Active Transportation Program (ATP) funds as part of the original alignment, ESA’s approach will also consider the potential for a federal nexus with these agencies to ensure the Feasibility Study provides an accurate analysis of the potential environmental requirements under NEPA and the Caltrans Local Assistance Procedures Manual (LAPM). This will also provide an accurate list of environmental requirements if the Project receives future federal funds through Caltrans.

Surveys and Background Research
To support the Memo, ESA will conduct a desktop survey of the Project site, review available environmental site records and databases, and review available environmental documentation from the Mines Avenue Regional Bikeway Project.

Environmental Screening Memo
Based on preliminary surveys and background research, ESA will prepare the Memo, which will identify the anticipated level of environmental documentation to be required, including studies and technical memoranda that would be required to satisfy the requirements of CEQA, and potential relevant environmental permits. Potential NEPA requirements will also be identified. The Memo will include an anticipated milestone schedule for environmental clearance to inform the overall project delivery schedule.

Based on a preliminary review of the Project site and available documentation, ESA has identified primary species of concern that may require specific study, including bank swallow (Riparia riparia; State-Threatened species) and bats (e.g., western mastiff bat, Eumops perotis californicus). ESA also anticipates that surrounding land that may be affected by project construction could be considered wetlands under federal and/or state jurisdiction (e.g., San Gabriel River, Rio Hondo Channel). ESA will conduct a desktop analysis and search of the California Natural Diversity Database (CNDDB) to identify the potential for presence of the suitable habitat for these species and jurisdictional features and the associates aquatic resources in order inform the anticipated species specific surveys and technical reports required for environmental clearance and permitting. The anticipated milestone schedule will take into consideration biological survey windows.

Based on ESA’s knowledge of the Project Site, ESA anticipates cultural resources, including both historic and archaeological resources may be affected by potential project alternatives. Although the Project Site is mostly surrounded by modern development, a State Historic Park is located directly adjacent to the Project Site and there may be archaeological sensitivity associated with historic river floodplain of the San Gabriel River. ESA will utilize our library of existing cultural and historic materials, knowledge of the area, to address the feasibility for project and impacts to cultural resources including archaeological and historic architectural resources and sensitivity.

In addition to biological and cultural topics, the Memo will include a qualitative discussion of potential environmental considerations of all 20 environmental topics included in the State CEQA Guidelines Appendix G Checklist. A section will also be included regarding potential NEPA and Caltrans LAPM requirements.

To complete the Environmental Screening Memo, ESA’s Project Manager, Christina Maxwell, and Project Director, Tamseel Mir, will build on their substantial experience completing environmental evaluations and permit acquisitions for bridge and pedestrian/bikeway projects, including projects in Los Angeles County, to preliminarily identify environmental resources in the project area and accurately identify anticipated environmental technical evaluations and documentation required, anticipated regulatory permit requirements, and anticipated environmental schedule and costs.

QUALITY ASSURANCE PROGRAM: BKF will utilize Jeff Wang, PE as our dedicated Quality Assurance/Quality Control Manager. Jeff’s key role is to assure the Quality Control procedures delineated below are closely followed and the procedure documented.

LEVEL 1: INTERNAL REVIEW - EACH DISCIPLINE IS REQUIRED TO CONDUCT AN INTERNAL REVIEW PERFORMED PRIOR TO EACH MILESTONE SUBMITTAL.

A senior staff member at the firm, other than on the design team, shall review the documents prepared by the design team. This review will require that all items on the documents be highlighted in yellow indicating the review has occurred and there are no exceptions to the document. This process is for the entire document (i.e. north arrows, station call-outs, profile grid designation, etc.).
• If the reviewer identifies an item on the document that is not correct, then it is marked in red. If the reviewer has comments for clarifications, then it is marked in green. • After the review is complete, the document is returned to the design team with a signature (documentation) indicating the review is complete.
• The design team will review and address all items in red and meet with the reviewer on the items in green until a clarification allows for the reviewer to yellow the item, or a red mark is added. • The design team will then resolve the red marks and return the reviewers original mark-up along with a clean print. The reviewer will document the comments that have been addressed by yellowing out the original red mark and placing yellow on the clean set, and signing the document.

LEVEL 2: INTER-DISCIPLINARY REVIEW - THIS REVIEW IS TO CONFIRM THAT THERE ARE NO INTERDISCIPLINARY CONFLICTS AND OCCURS AT THE 95% AND FINAL SUBMITTAL MILESTONES. • All disciplines provide their plans to BKF for collation. BKF will assemble the sets and distribute to the design team.
• Each discipline will review the others and similar to the process delineated in Level 1 above, marking in yellow, red, or green, and return to BKF for collation.
• A meeting will be held with all the disciplines in attendance, and the documents with all red or green comments will be discussed and resolved between disciplines. • The resolutions will be marked in red and returned to the designer for incorporation as described above in the Level 1 procedure.

RELEVANT EXPERIENCE
City of Pico Rivera | Non CIP No. 30056 | Historic Whittier Blvd. Bike/Pedestrian Bridge Feasibility Study
BKF Engineers is leading the civil design for the Pico Rivera Bikeway Project, a 1.5- mile bicycle facility that will add a connection over the San Gabriel River. The project includes a Class IV bike path along Mines Ave. from the Rio Hondo Channel to the San Gabriel River, a new bridge structure located north of Mines Ave. spanning the San Gabriel River and Class I and II bike lanes along Dunlap Crossing Rd. from the San Gabriel River to Norwalk Blvd. The alignment will connect an existing publicly accessible bike path to the San Gabriel River Mid Trail.

Additionally, there is a complete streets improvement along Mines Avenue from the Paramount Boulevard to the San Gabriel River. The improvements on Mines Ave. include but are not limited to removing and replacing the pavement, installing bioswales, reconfiguring the roadway with a Class IV Bikeway, and constructing a pedestrian bridge over the San Gabriel River. This project will connect the trails from the City of Long Beach to the City of Whittier. BKF recently completed the PA/ED phase, and received approval from Caltrans to move forward with the PS&E Phase of the Project.

During Project Approval/Environmental Document (PA/ED) phase of the City of Pico Rivera Regional Bikeway Project, multiple iterations of the roadway geometric cross sections were presented to the City and residents through public outreach meetings. BKF conducted these public outreach meetings, where we presented the project concept and residents were able to provide input and concerns. From these public outreach meeting, the geometry was revised in response to some of the residents’ input. Based on the preferred geometry, the BKF Team prepared the probable cost associated with the revised geometry of Mines Avenue.

The environmental document prepared was an IS/MND with AB52 consulting was performed with five native tribes for consensus. The pedestrian bridge over the San Gabriel River component of the Project required several environmental permits, including the 408 for the geotechnical borings within the river footprint.

RELEVANT EXPERIENCE
City of Pico Rivera | Non CIP No. 30056 | Historic Whittier Blvd. Bike/Pedestrian Bridge Feasibility Study
Both the Magnolia Avenue and Olive Avenue Bridges connecting downtown Burbank with the west side of the City have numerous deficiencies. Mitigations to the deficiencies include replacement of the sub-standard rail barrier, installing seismic retrofitting measures, and widening of the bridges for standard shoulders and sidewalks. BKF is taking the lead on all civil and surveying tasks during this initial feasibility study. Since these bridges span 2 frontage roadways, I-5 corridor, and Metrolink tracks, BKF utilized High Definition Scanning (HDS) for gathering existing features. This method of surveying allowed for all the information to be collected remotely in a “data cloud” without the need to obtain a right of entry for the railroad or Caltrans encroachment permit. BKF generated numerous geometric alternatives to address the deficiencies, while minimizing right of way impacts and utility relocations.

Traffic operations on the east touchdown near First Street were analyzed both in the current lane configurations and for each alternative. Findings were discussed with the City along with the impacts (right of way and utilities). A unique challenge for each bridge was the one-way roadways directly adjacent to the bridge that provide the circulation link to the properties under the bridge and the Burbank Metrolink Station.

The widening of the bridge footprints encroached onto these roadways and BKF evaluated various alternatives such as the reduction in sidewalk width, elimination of parking and potentially cantilevering a portion of the widening of the structure.

BKF worked on the design of the Glen Helen Parkway Bridge. Glen Helen Parkway is located south of the Interstate 15 and 215 convergence in the community of Devore and crosses the Cajon Wash and the BNSF/UPRR railroad tracks. Glen Helen Parkway is vital to the community and is used to access the Glen Helen Regional Park and the San Manuel Amphitheatre. It is also often used by commuters to bypass freeway congestion during rush hour traffic. The previous existing bridge carried two lanes of traffic over the Cajon Wash and had a low flow crossing, prone to flooding under large storm events. The HBP funded project is constructing a bridge that conveys the 100-year design storm event, and will provide additional roadway capacity to handle the anticipated increase in future traffic, and will provide a connection for the multi-purpose path across the Cajon Wash. With the addition of a center median and turning lanes, vehicular circulation at the entrances to the San Manuel Amphitheater during events will be greatly improved. BKF designed the re-grading of the wash for post demolition of the existing road and incorporated environmental mitigation measures for the San Bernardino Kangaroo Rat Habitat.

The intersection of Los Alisos Boulevard and Muirlands Boulevard is within a residential and community/regional park area, with Los Alisos Boulevard classified as a Major Arterial and Muirlands Boulevard as a Primary Arterial. With Muirlands being heavily travelled and used as an alternate route to the Interstate 5-Freeway during peak hours, the City saw the need and intends to construct second left turn lanes for all legs of the intersection. In order to accommodate the dual left lanes for the Los Alisos Boulevard/ Muirlands Boulevard Intersection Improvements Project.

The existing Muirlands Boulevard Bridge will be modified to eliminate the sidewalks on both sides, modify the striping, upgrade the bridge barriers to MASH compliant concrete bridge barriers, and modify the curb returns to accommodate the omitted sidewalks, upgrade the ramps to ADA compliant curb ramps. Without widening the Muirlands Blvd Bridge, and with the Los Alisos Intermediate School and El Toro Park on the upstream side of the Muirlands Bridge over the Los Alisos Creek, the Project will construct two bicycle/pedestrian bridges, one on each side of Muirlands Boulevard to provide a safe passage for the community.

From: City Manager
Meeting Date: February 28, 2023
Subject: PUBLIC SAFETY COORDINATOR
Recommendation:

1. Authorize the City Manager to establish a pilot program to explore the best use of a Public Safety Coordinator. This position should be filled by a Public Safety expert responsible for providing the City with recommendations and processes to ultimately enhance public safety outcomes in the community while coordinating efforts between law enforcement and community stakeholders.

Fiscal Impact:

It is estimated that this contract consultant’s services would cost about $50,000 over a 12- month period. Sufficient funds exist within the General Fund (Administration) to properly fund for this project. No additional appropriations are needed.

Background:

In many cities, law enforcement services are provided by the Los Angeles County Sheriff's Department through a contract with the city. Under this arrangement, the Sheriff's Department provides a certain number of deputies and other personnel to patrol the city and respond to calls for service. The city pays the Sheriff's Department for these services, typically based on the number of personnel assigned to the city and the number of hours worked, including supplemental services and officers.

The City of Pico Rivera’s current agreement with the Los Angeles County Sheriff’s department for law enforcement services is for a 5-year period, beginning July 1, 2019, through June 30, 2024. Projected costs for law enforcement services provided by the Sheriff’s department in fiscal year (FY) 2022-23 are $12.8 million, inclusive of liability fees and equipment. The FY 2022-23 Sheriff’s contract assigns 39.6 sworn officers and two (2) civilian personnel for public safety services in the City. To address emerging issues with homelessness and ensure city parks are safe environments for residents, the City amended the scope of services to assign deputies to assist with homelessness intervention and patrol city park facilities.
11 CITY COUNCIL AGENDA REPORT – MEETING OF FEBRUARY 28, 2023

PUBLIC SAFETY COORDINATOR

Page 2 of 3 ends

Discussion:

The City Council recognizes the importance of public safety and the need for effective coordination between law enforcement agencies and community stakeholders. As such, the City Council has proposed a pilot program to determine whether a Public Safety Coordinator position can enhance community safety and serve as a staff member dedicated to public safety initiatives and liaising between the LA County Sherriff’s staff dedicated to the City, City staff, and community stakeholders.

Goals and Objectives
The primary goal of the Public Safety Coordinator pilot program is to determine if this position can improve public safety and emergency response by coordinating efforts between law enforcement, fire, emergency medical services, emergency management personnel, and other community stakeholders to strategically allocate resources, and identify priorities and opportunities for enhancements. Utilizing best practices such as leveraging data, crime statistics, and program evaluation can help ensure if a Public Safety Coordinator position is deployed, that it is structured and implemented effectively to improve public safety outcomes within the city. The following are the objectives of this position and the goals of the pilot program:

If implemented, the Public Safety Coordinator Position would be developed to satisfy the following objectives:

1. Strengthen Public Safety/Community Relationships: The Public Safety Coordinator will work closely with law enforcement agencies and other community stakeholders to strengthen relationships with public safety personnel and the community based on mutual respect and trust. This will help to foster collaboration and cooperation between different groups, leading to improved public safety outcomes.

2. Improve Communication: The Public Safety Coordinator will serve as a liaison for community members, law enforcement agencies, fire, emergency response personnel, emergency medical services and other stakeholders. The goal is to improve communication between these groups, ensuring that everyone is informed of important public safety issues and initiatives and allow for preparedness and timely responses.

3. Collaborate with other departments: The Public Safety Coordinator will work closely with other departments within the city, such as public works, parks and recreation, and code enforcement, to identify and address public safety issues that may be impacted by their respective areas.

4. Develop and Implement Community Safety Plans: The Public Safety Coordinator will work with community stakeholders, LA County Sherriff, LA County Fire, and City Emergency Operations staff to develop and implement community safety plans.

This will involve identifying key public safety issues and developing strategies to CITY COUNCIL AGENDA REPORT – MEETING OF FEBRUARY 28, 2023

address them. The coordinator will also track progress and report on the effectiveness of these strategies to the City Council.

5. Coordinate Resources: The Public Safety Coordinator will work to coordinate and prepare recommendations for staffing levels and resources from law enforcement agencies. This will help to ensure that resources are used efficiently and effectively to address public safety issues. Additionally, the Public Safety Coordinator will be tasked with identifying, applying to, and securing additional resources to supplement community safety efforts from grant opportunities or other available sources of funding.

6. Use data to inform decisions: The Public Safety Coordinator will use data and analytics to identify and prioritize public safety issues within the community. This will ensure that efforts are focused on the most pressing issues and that progress can be measured and evaluated over time.

Should the pilot program be determined successful, staff will return to City Council with a recommendation for the future of this position and a proposed timeline for implementation.

Conclusion:

Staff recommends the City Council approve a pilot program to determine the need for a public safety coordinator. The proposed Public Safety Coordinator position will be dedicated to improving public safety outcomes in our community. By building strong relationships, improving communication, developing, and implementing community safety and emergency response plans, and coordinating resources, the Public Safety Coordinator will help to create a safer and more secure community for all residents. Staff will return to the City Council with a recommendation following an evaluation of the pilot program.
