230.40.4030-54500 (Contracted Services) to pay expenses related to emergency tree removal services. The FY 2025-26 Adopted Budget includes adequate appropriations to cover the annual cost of $455,000 for Amendment No. 4 under Account No. 230.40.4030- 54500. There is no fiscal impact to the General Fund.
Discussion:
The Public Works Department is responsible for maintaining trees citywide. The City of Pico Rivera (City) has approximately 12,500 street, park, and parkway trees comprising its urban forest, having an estimated value of approximately $36,000,000. Tree trimming is carried out systematically in a predesignated grid, allowing for efficient block trimming and cost savings.
On August 10, 2021, the City Council awarded West Coast Arborists, Inc. (WCA) a threeyear maintenance services agreement for tree maintenance services for $1,200,000, or $400,000 annually. The agreement included two (2) one-year optional extensions based on a mutual agreement between WCA and the City. WCA has provided tree maintenance services since 2019 and possesses in-depth knowledge and insight into the various tree species found throughout the city.
On July 9, 2024, the City Council approved Amendment No. 1 to Agreement No. 21-2018 to exercise the first of two (2) one-year optional extensions. The agreement amendment included a negotiated 10% rate increase for the extension, resulting in an annual cost of $440,000, as WCA had not raised its rates since the original agreement was awarded.
On October 8, 2024, the City Council approved Amendment No. 2 to Agreement No. 21- 2018 in the amount of $65,000 for the pruning of large Ficus trees on Rosemead Boulevard in conjunction with the median and parkways beautification project.
Additionally, Amendment No. 3 was executed February 20, 2025, for tree and stump removal services on Washington Boulevard in the amount of $11,682, also associated with the major corridors median beautification project.
On March 13, 2025, the City experienced a severe weather tornado that caused significant damage to trees in a residential area. Staff contacted WCA to assist in addressing the damage and provide tree removal services for compromised and heavily damaged trees. WCA responded promptly and delivered quick, efficient services to help mitigate the damages. The emergency services provided by WCA were outside of the routine maintenance services and not budgeted, with total costs for the services amounting to approximately $45,000.
The work provided by WCA has consistently been of high quality. They have been responsive and have assisted with emergency services, as well as supported the Capital Improvement Projects and emergency tree-related services. Staff has established a CITY COUNCIL AGENDA REPORT – MEETING OF JUNE 10, 2025
APPROVE AMENDMENT NO. 4 TO AGREEMENT NO. 21-2018 WITH WEST COAST ARBORISTS, INC. FOR TREE MAINTENANCE SERVICES
strong relationship with WCA and they have tailored their services to meet the needs of Pico Rivera.
At this time, under mutual agreement, the City and WCA would like to exercise the second of two (2) one-year optional extensions. The City and WCA have negotiated a 3% rate increase, which is aligned with the regional Consumer Price Index, for the final one-year extension. The recommended Amendment No. 4 to Agreement No. 21-2018 in the amount of $455,000, for services through FY 2025-26, reflects the negotiated 3% increase. Additionally, it is recommended to appropriate and approve the payment notto-exceed $45,000 for expenses related to emergency tree removal services provided in FY 2024-25.
Conclusion:
Staff recommends approving an appropriation of $45,000 for emergency tree removal services in FY 2024-25. Additionally, approve Amendment No. 4 to Agreement No. 21- 2018 with West Coast Arborists Inc., for a not-to-exceed amount of $500,000 to cover the $45,000 emergency tree removal expenses and to exercise the second of two (2) oneyear optional extensions for tree maintenance services in the amount of $455,000 for services in FY 2025-26.

Strategic Priority:
4 - Health, Wellness & Safety - Create a safe and thriving City with low crime and high standards for health and wellness
Strategy:
4.3 Maintain a clean, safe, attractive environment to sustain a high quality of life for residents.
Fiscal Impact:
Amend the fiscal year (FY) 2024-25 Adopted Budget by appropriating $55,000 from the Air Quality Fund (Fund 200) unassigned fund balance to Account No. 200.40.4033.57310 (Vehicle/Equipment Purchases) to pay for the purchase of one (1) vehicle for the Public Works Department. There is no fiscal impact to the General Fund. 15 CITY COUNCIL AGENDA REPORT – MEETING OF JUNE 10, 2025
PROCUREMENT OF ONE ELECTRIC VEHICLE FOR PUBLIC WORKS DEPARTMENT
Discussion:
Vehicle Unit No. 109 is over 18 years old, has over 100,000 miles, has higher fuel consumption, and requires more extensive maintenance and repairs. The following table shows the vehicle unit number, year, make, and model of the vehicle to be replaced, current vehicle mileage, proposed vehicle replacement, and quoted price.

Staff conducted a bid process, and Raceway Ford of Riverside was the only local dealership with the available inventory to deliver the 2025 Ford F-150 Lightning Super Crew Pro- Series within the desired specifications and delivery date. Staff requested additional quotes from three (3) other local dealerships to assess the region's current inventory and ensure that the City of Pico Rivera (City) gets the best value. Staff received one (1) response from a local dealership that quoted the vehicle units at a higher price and the third dealership did not provide a quote.
Since 1991, local cities have received AB 2766 Subvention Funds to implement programs that reduce air pollution from motor vehicles. The Department of Motor Vehicles collects a Motor Vehicle Registration fee surcharge of $6 per vehicle that the local South Coast Air Quality Management District (AQMD) disburses to local cities. The City receives approximately $75,000 annually in AQMD funds. These funds are available for various programs, including purchasing and leasing alternative fuel and zero-emission fleet vehicles and equipment.
Abiding by the AQMD mandate for air pollution reduction, staff have researched various makes and models of passenger zero-emission vehicles for function and overall value.
The 2025 Ford F-150 Lightning Super Crew Pro Series was selected for its functionality and compatibility with operational needs.
The aged vehicle being replaced is recommended to be disposed of by auction to recover any residual value. Pico Rivera Municipal Code Section 3.20.100 allows the City to sell aged and inoperable vehicles with professional auctioneers. Utilizing an auction process enables the City to secure the highest possible price for the vehicle, as competitive bidding may result in a higher resale value. It is therefore recommended that the City Council authorize the City Manager to proceed with the sale of the surplus vehicles at auction to achieve efficiency and maximize resale value.
CITY COUNCIL AGENDA REPORT – MEETING OF JUNE 10, 2025
PROCUREMENT OF ONE ELECTRIC VEHICLE FOR PUBLIC WORKS DEPARTMENT
Conclusion:
Staff recommend that the City Council authorize the purchase of one (1) 2025 Ford F150 Lightning Super Crew Pro-Series electric vehicle in the amount not-to-exceed $55,000, authorize the appropriation from FY 2024-25 Air Quality Funds (Fund 200) unassigned fund balance for this expense, and authorize the City Manager, or his designee, to execute all related documents for the purchases of the vehicle. Additionally, authorize the City Manager, or his designee, to execute any agreements necessary to facilitate the sale or disposal of aged vehicles and equipment.

Meeting Date: June 10, 2025
Subject: CANCELLATION OF REGULAR CITY COUNCIL MEETINGS OF AUGUST 12, 2025, AND AUGUST 26, 2025
Recommendation:
1. Approve the cancellation of the August 12, 2025 and August 26, 2025 City Council Regular meetings; and
2. Direct the City Clerk to post a Notice of Cancellation for both meetings.
Strategic Priority:
1 - Fiscal & Organizational Sustainability - Create a City government build to adapt to change
Strategy:
1.3 Improve organizational effectiveness to reduce costs and streamline efforts.
Fiscal Impact:
There is no fiscal impact to the General Fund associated with the recommended actions.
Background:
On September 8, 2015 the City Council approved and passed Resolution No. 6827, which states that the second meetings of July, November, and December will be cancelled. This decision was made in consideration of vacations and holiday schedules.
Both the City Council (Council) and City staff (staff) have been actively participating in efforts that require more travel than in prior years. As a result, the suggested meeting cancellations will provide Council and staff members with additional time throughout the summer months to advance high-priority projects and programming during the remainder of August, ensuring that it does not conflict with the scheduled Council meetings. 14 CITY COUNCIL AGENDA REPORT – MEETING OF JUNE 10, 2025 CANCELLATION OF REGULAR CITY COUNCIL MEETINGS OF AUGUST 12, 2025, AND AUGUST 26, 2025
Discussion:
After conferring with staff, City Management has confirmed that there are no pressing deadlines or pending items that could not be dealt with at the next regularly scheduled meeting of September 9, 2025. Removing the meetings scheduled for August this year will not cause any disruptions or delays to the City’s business operations or the decisionmaking process. Should urgent matters arise during the break, special meetings may be called.
In efforts to provide an alternate channel for public participation, constituents have the option of providing public comment by emailing the City Clerk’s office during the break and be read into the record at the following regularly scheduled meeting. Additionally, constituents are encouraged to engage with the Council in more informal settings such as the City’s summer programming and City events.
The City’s goal is to maintain a high performing organization that values fiscal sustainability, transparency, accountability, and organizational efficiency and simultaneously mitigating a balance between legislative responsibilities and personal time which is crucial in creating an effective functioning Council and staff.
Conclusion:
It is recommended that the City Council authorize the cancellation of the August 12, 2025 and August 26, 2025 City Council regular meetings and direct the City Clerk to post a Notice of Cancellation for both meetings ensuring that the necessary posting and noticing requirements are met and that a timely communication about the recess has been provided to the public.

Recommendation:
1. Approve Amendment No. 4 to Agreement No. 23-71, in a form approved by the General Counsel and authorize the Executive Director to execute Amendment No. 4 for a not-to-exceed amount of $13,100;
2. Authorize the Executive Director to execute Amendment No. 4 in a form approved by the General Counsel; and
3. Authorize the Executive Director to process change orders, as needed, for an additional amount of $27,000 revised total contingency not-to-exceed $45,000 (approximately 25% of the total contract amount) for design and technical construction-support contingency.
Strategic Priority:
3 - Infrastructure - Plan, fund, build, and maintain reliable and cost-effective infrastructure that contributes to enhancing quality of life.
Strategy:
3.3 Complete construction of necessary infrastructure projects to implement master plans in a timely manner.
Fiscal Impact:
The fiscal year (FY) 2024-25 Adopted Budget includes sufficient funding in Water Authority Funds (Fund 550) Account No. 550.70.7340.54500-CIP50078 for the 16 WATER AUTHORITY AGENDA REPORT – MEETING OF JUNE 10, 2025 AMENDMENT NO. 4 TO PROFESSIONAL SERVICES AGREEMENT NO. 23-71 WITH TETRA TECH, INC. FOR THE WATER MAIN REPLACEMENT PROJECT – CIP NO. 50078
amendment. The total design budget is $697,150. No additional funding is required at this time. The table below summarizes the estimated design and technical construction support cost:
Project Activity Estimated Cost
Original Design and Technical Construction Support $180,000 Design Contingency Previously Approved (10%) $18,000
Additional Requested Design Contingency (15%) $27,000
Total Design Cost $225,000
Discussion:
The Water Main Replacement Project (CIP No. 50078) consists of upsizing approximately 2,000 linear feet of existing 4-inch diameter water main pipe to 8-inch diameter; replacing approximately 4,600 liner feet of existing 10-inch diameter water main pipe and upsizing 3,500 linear feet of existing 17-inch diameter water main pipe to 18-inch diameter.
The project is currently progressing successfully through the construction phase.
However, due to the complexities of underground pipeline work and unforeseen conditions including unmarked utilities, abandoned infrastructure, proximity to existing structures, and variable subsurface conditions, ongoing and extensive involvement from the design team is critical to ensure continued success. Consequently, an amendment to the existing professional services agreement is needed to provide continued construction support including a one-year extension to the term of the agreement. The table below provides a summary of the current amendments:
Amendment
No. Amendment Description Amount
1 Additional Survey Services $6,100
2 Prepared Waiver Documentation-Division of Drinking Water (DDW) $8,100 3 DDW Waiver Documentation Revisions $5,700
4 Additional Construction Support Services $13,100
Amendments Total $33,000
Conclusion:
Staff recommend approving Amendment No. 4 to Tetra Tech’s Agreement No. 23-71 for a not-to-exceed amount of $13,100 and authorize the Executive Director to execute the amendment and change orders, as needed, in an amount not-to-exceed of $45,000 in WATER AUTHORITY AGENDA REPORT – MEETING OF JUNE 10, 2025 AMENDMENT NO. 4 TO PROFESSIONAL SERVICES AGREEMENT NO. 23-71 WITH TETRA TECH, INC.
