Subject: EASEMENT FOR STREET RIGHT-OF-WAY AND PUBLIC
SIDEWALK PURPOSES AT 7105 PARAMOUNT BOULEVARD
Recommendation:
1. Approve a resolution accepting an easement for street right-of-way and public sidewalk purposes at 7105 Paramount Boulevard; and

4.3 Maintain a clean, safe, attractive environment to sustain a high quality of life for residents.
Fiscal Impact:
There is no fiscal impact to the General Fund as a result of this recommendation.
Background:
On March 25, 2020, the Zoning Administrator approved the Precise Plan of Design (PPD) No. 548 for the expansion of an existing industrial building located at 7105 Paramount Boulevard. As part of the Conditions of Approval, Diamond Wealth Properties, LLC, (Owner) is required to construct public improvements on Paramount Boulevard and Canford Street, including a curb ramp and a public sidewalk. 3 CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 23, 2025
EASEMENT FOR STREET RIGHT-OF-WAY AND PUBLIC SIDEWALK PURPOSES AT 7105 PARAMOUNT BOULEVARD
Discussion:
On August 28, 2025, Diamond Wealth Properties, LLC submitted an Irrevocable Offer of Dedication for the easement required for the public improvements.
The easement will allow ample space for the developer to construct an ADA compliant curb ramp at the northwest corner of Paramount Boulevard and Canford Street, and a public sidewalk along Paramount Boulevard.
Acceptance of this easement is essential to facilitate completion of the required public improvements and ensure compliance with the approved PPD. Staff has reviewed the Irrevocable Offer of Dedication and finds it to be acceptable for recordation.
Environmental Analysis:
Pursuant to the provisions contained in the California Environmental Quality Act (CEQA), the Community and Economic Development Department has analyzed the proposed project and has found that this project is not subject to CEQA and is therefore categorically exempt from the provisions of CEQA guidelines under Class 32 (a) – (e) Infill Development.
Conclusion:
Staff recommend that the City Council approve the resolution accepting the Irrevocable Offer of Dedication and authorize the City Manager to execute the Certificate of Acceptance for street right-of-way and public sidewalk purposes.

Meeting Date: September 23, 2025
Subject: AMENDMENT NO. 1 TO AGREEMENT NO. 22-2137 WITH
ROSENOW SPEVACEK GROUP, INC. FOR MOBILEHOME RENT
CONTROL SERVICES
Recommendation:
1. Approve Amendment No. 1 to Professional Services Agreement No. 22-2137 with Rosenow Spevacek Group, Inc. (RSG) to extend the term of the agreement for two (2) additional years, through October 11, 2027, for continued provision of mobilehome rent control implementation and administration services; and
2. Authorize the City Manager to execute the amendment in a form approved by the City Attorney.
Strategic Priority:
1 - Fiscal & Organizational Sustainability - Create a City government build to adapt to change
Strategy:
1.1 Build a more transparent and sustainable fiscal system to improve trust and efficiency.
Fiscal Impact:
There is no fiscal impact to the General Fund as a result of this action. The proposed amendment extends the agreement term by two (2) additional years, with no change to the existing not-to-exceed contract amount.
Background:
On January 11, 2022, the City Council adopted Ordinance No. 1153, establishing the Mobilehome Rent Stabilization and Mobilehome Owner Protections program (amended March 11, 2025, by Ordinance No. 1190).
4 CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 23, 2025 AMENDMENT NO. 1 TO AGREEMENT NO. 22-2137 WITH ROSENOW SPEVACEK GROUP, INC. FOR MOBILEHOME RENT CONTROL SERVICES
The program establishes both consumer protections for mobile homeowners and pathways for fair return for park owners, balancing community affordability with financial sustainability.
In October 2022, the City Council approved a 3-year agreement with RSG, Inc. to provide professional consulting services to support implementation of the ordinance. RSG was selected based on its expertise and experience administering mobilehome rent stabilization programs in Carson, El Monte, Escondido, Oceanside, and Santa Ana.
Since 2022, RSG has assisted the City in:
• Reviewing park registration packets and base rent determinations. • Providing technical support to City staff, mobilehome park owners, and residents. • Assisting with revisions to the ordinance to ensure compliance with state law and local objectives.
• Preparing procedures for Consumer Price Index (CPI) adjustments, capital improvement pass-throughs, and fair return applications. • Developing application forms and procedures for fair return, CPI adjustments, and capital improvement cost recovery.
• Assisting in determining the fees for processing applications to ensure fairness and program sustainability.
• Supporting the City in the establishment of the Mobilehome Park Rental Review Board.
• Drafting the Mobilehome Rent Review Board Guidelines to provide clarity and consistency in Board operations.
• Conducting outreach and training on the revised ordinance, including separate workshops for tenants and landlords on July 30, 2025.
RSG has consistently demonstrated responsiveness and professionalism in assisting with implementation of this complex and highly regulated program.
Discussion:
On October 11, 2025, the initial 3-year contract term is set to expire. Extending the agreement for two (2) additional years will ensure continuity in program administration during a critical period that includes:
• Establishment and training of the Mobilehome Park Rental Review Board. • Processing of potential fair return and capital improvement applications. • Continued monitoring of CPI adjustments, registry updates, and compliance enforcement.
CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 23, 2025 AMENDMENT NO. 1 TO AGREEMENT NO. 22-2137 WITH ROSENOW SPEVACEK GROUP, INC. FOR MOBILEHOME RENT CONTROL SERVICES
• Ongoing outreach and support to residents and park owners.
Given RSG’s familiarity with Pico Rivera’s ordinance and successful track record with other cities, staff recommends extending the contract term through October 11, 2027.
Environmental Analysis:
The proposed action is not a “project” under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5), as it is an administrative activity of government that will not result in direct or indirect physical changes in the environment. Alternatively, the action is exempt under the commonsense exemption provided by Section 15061(b)(3), as it can be seen with certainty that there is no possibility the extension of a professional services agreement may have a significant effect on the environment.
Conclusion:
Staff recommends that the City Council approve Amendment No. 1 with RSG, Inc. to extend the agreement for an additional two (2) years to provide ongoing mobilehome rent stabilization implementation and administration services.

Subject: AMENDMENT NO. 3 TO AGREEMENT NO. 23-2206 WITH
CASCADIA CONSULTING GROUP FOR THE DEVELOPMENT OF
A CLIMATE ACTION AND ADAPTATION PLAN
Recommendations:
1. Approve Amendment No. 3 to Agreement No. 25-2206 to extend the contract performance term of Professional Services Agreement (PSA) No. 23-2206 to January 31, 2026; and
2. Authorize the City Manager to execute the amendment in a form approved by the City Attorney.
Strategic Priority:
4 - Health, Wellness & Safety - Create a safe and thriving City with low crime and high standards for health and wellness
Strategy:
4.3 Maintain a clean, safe, attractive environment to sustain a high quality of life for residents.
Fiscal Impact:
There is no fiscal impact to the General Fund. The project remains fully funded, and no additional appropriation is needed at this time.
Background:
In February 2022, the City of Pico Rivera (City) adopted its Five-Year Strategic Plan, prioritizing the establishment of Pico Rivera as an environmentally friendly, sustainable community. As part of this initiative, the City embarked on the development of its firstever Climate Action and Adaptation Plan (CAAP), which will serve as a roadmap to achieving carbon neutrality by 2045.
5 CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 23, 2025 AMENDMENT NO. 3 TO AGREEMENT NO. 23-2206 WITH CASCADIA CONSULTING
GROUP FOR THE DEVELOPMENT OF A CLIMATE ACTION AND ADAPTATION PLAN
On June 27, 2023, the City entered into Agreement No. 23-2206 with Cascadia Consulting Group, Inc. (Cascadia) to develop the first phase of the CAAP. On February 13, 2024, the City executed Amendment No. 1 to add additional services with corresponding increases in compensation. Through a combination of City allocations, grant awards, and external contributions, the project received a total of $310,010 for the second phase of the project. On November 15, 2024, Amendment No. 2 was executed to extend the term of the agreement to September 30, 2025.
To date, major deliverables of Phase I and Phase II have been completed, including the City’s Greenhouse Gases (GHG) Inventory, Reduction Targets, GHG Forecast, community engagement initiatives, vulnerabilities assessment, CEQA compliance review, and the initial CAAP Dashboard framework. In January 2025, the City Council formally adopted the completed CAAP.
Discussion:
Amendment No. 2 extended the project timeline to September 30, 2025, to allow for completion of the remaining deliverables. However, delays related to the development of the Climate Action Dashboard have necessitated an additional extension. The dashboard is an online public-facing platform that will track the City’s progress on CAAP goals, including emissions reductions and community benefits. It will support continuous monitoring, reporting, and effective oversight of CAAP implementation. Amendment No. 3 will extend the agreement term through January 31, 2026, with the understanding that this will serve as the final extension with Cascadia.
Conclusion:
Staff recommends the approval of Amendment No. 3 to Agreement No. 23-2206 with Cascadia Consulting Group, Inc., and authorization for the City Manager to execute the amendment.

The enclosed statements include transactions of the City’s investments with the Local Agency Investment Fund (LAIF), Chandler Asset Management, and Commercial Bank of California (Enclosures 1, 2, and 3).
6 CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 23, 2025 TREASURER’S MONTHLY INVESTMENT TRANSACTION REPORT AS OF AUGUST 31, 2025
On May 16, 2025, Moody’s downgraded the U.S. credit rating from Aaa to Aa1 and revised the outlook to Stable, reflecting concern over rising government debt and fiscal challenges. Agency bonds and securities generally carry the same rating as the U.S. government, which is currently rated Aa1 by Moody’s, and AA+ by both S&P and Fitch Ratings. Staff will continue to monitor and work with the City’s investment advisor to ensure the investment portfolio is sound.
Conclusion:
As of August 31, 2025, the City’s portfolio remains highly rated, liquid, and stable. All investments are maintained in accordance with California Government Code Section 53601 and the City’s investment policy, which was approved by the City Council on April 8, 2025.

INC. AND DORECK EQUIPMENT RENTALS INC. FOR ON-CALL
EMERGENCY WATER SYSTEM REPAIRS AND SERVICES
Recommendation:
1. Approve Amendment No. 1 to Professional Services Agreement No. 22-67 with W.A Rasic Construction Co. Inc., for a two-year term extension;
2. Approve Amendment No. 1 to Professional Services Agreement No. 22-68 with Stephen Doreck Equipment Rentals Inc., for a two-year term extension;

4. Authorize the Executive Director to execute Amendment No. 1 to Professional Services Agreement No. 22-68, in a form approved by the General Counsel.
Strategic Priority:
3 - Infrastructure - Plan, fund, build, and maintain reliable and cost-effective infrastructure that contributes to enhancing quality of life
Strategy:
3.4 Facilitate a high-level of maintenance of City infrastructure to reduce increased costs from prolonged deferral.
Fiscal Impact:
The existing contract amount for each company is not-to-exceed $2,000,000 for a term of three (3) years for emergency water system repair and services. Pico Rivera Water Authority (PRWA) is requesting an additional two (2) year extension for emergency repair services for each firm. No increase to contract amount is needed. The average cost for the last three (3) years has been $261,000 per fiscal year. Sufficient funding is currently appropriated in the Water Authority (Fund 550) fiscal year 2025-26 Budget under Account 8 PICO RIVERA WATER AUTHORITY AGENDA REPORT - MEETING OF SEPTEMBER 23, 2025
AMENDMENT NO. 1 WITH W.A. RASIC CONSTRUCTION CO. INC. AND DORECK EQUIPMENT RENTAL INC. FOR ON-CALL EMERGENCY WATER SYSTEM REPAIRS
AND SERVICES
No. 550.40.4920-54500 (Contracted Services) for on-call emergency water systems repairs and services. No additional appropriations are required at this time.
Discussion:
The Public Works Department, Water Division, is responsible for overseeing the maintenance of water systems throughout the City of Pico Rivera (City). On June 28, 2022, a Request for Proposals (RFP) was posted on the City’s bidding platform, PlanetBids, accessible through the City’s website. On July 19, 2022, the City received proposals from two (2) companies in response to the RFP. On September 27, 2022, Pico Rivera Water Authority Board awarded professional services agreements of three (3) years in the total amount not-to-exceed $2,000,000.
Extending the Professional Services Agreements is necessary to ensure the continuous recovery and rebuilding for unforeseen water related emergencies within the PRWA water distribution system. Services will consist of emergency water system construction services, including contractor’s project management, community-outreach notification, construction surveying, utility construction coordination, construction of repairs and asbuilt construction documentation. The services will be provided on an as-needed basis.
PRWA is satisfied with the work performed within the last three (3) years and is requesting to extend the term of the agreements for an additional two (2) years for both contractors.
No increase to the contracts amount is needed.
Conclusion:
Staff recommend the Mayor approve Amendment No. 1 with W. A. Rasic Construction Co. Inc, for a two-year term extension and approve Amendment No 1 with Doreck Construction Rentals Inc, for a two-year term extension; and authorize the Executive Director to execute Amendment No. 1 for W. A Rasic Construction Co Inc., and Doreck Construction Rentals Inc., in a form approved by General Council.
