authority dedicated to grade separations, where the road goes over or under railroads.

The grade separation projects were intended to mitigate vehicle delays and collisions at rail-roadway crossings resulting from growing freight rail traffic.

The Durfee Avenue Grade Separation Project (Project) separates the roadway and the railroad tracks on Durfee Avenue in the City of Pico Rivera. A roadway underpass was constructed on Durfee Avenue between Beverly Road and Whittier Boulevard under the Union Pacific railroad tracks with retaining walls and a new railroad bridge. Major construction activities began in February of 2020 with the closure of Durfee Avenue for underpass and bridge construction. The Project was completed in May 2022.

The Durfee Avenue Grade Separation Project included retaining walls to preserve the foundation of the commercial business located at 4754 Durfee Avenue (Fiesta Hall). The retaining walls also provide support for the Union Pacific railroad bridge, allowing trains to travel freely over Durfee Avenue. As a result of the Grade Separation Project, the portion of public alleyway outlined in red as shown in the image below, is no longer accessible from Durfee Avenue.

Image 1
The disposition of the remnant alleyway will consist of it being divided 50% to SGVCOG and 50% to the real property located at 4754 Durfee Avenue. Image 2 below shows satellite imagery from 2019, when the alleyway was used as alternative access to Fiesta Hall and the homes located at 9314 and 9316 Walnut Avenue. As part of the grade separation project, a cul-de-sac was constructed to replace the former north–south alley, and the subject alleyway (outlined in red) was reconfigured to its current use as part of a drive aisle providing access to Fiesta Hall.

Residents of the property at 9314 Walnut Avenue can now access their parking space via the newly constructed cul-de-sac (New Street). Similarly, the parking space for the property at 9316 Walnut Avenue is accessible from the cul-de-sac that connects to the existing alley south of the property. The final configuration of the area is shown in the 2025 image below.

Discussion:

On February 24, 2025, the Planning Commission approved Resolution No. 1322 (Enclosure 2) and therein made findings that the vacation and disposition of the public alleyway is in conformance with the following goals and policies of the General Plan:
• Policy 5.1-2 Serve All Users. Provide a safe, efficient, and accessible transportation network that meets the needs of all users in the community, including seniors, youth, and the disabled, and contributes to the community’s quality of life by: Balancing the needs of all users of the public rights-of-way by providing safe and convenient travel and access for bicyclists, transit riders, freight and motor vehicle drivers, and people of all ages and abilities. • Policy 5.1-3 Complete Streets. Accommodate other modes of travel such as bicycling and walking when implementing roadway improvements, where feasible. • Policy 5.3-2 Rail. Work with railroad operators to facilitate the transport of goods by rail through the city when compatible with city traffic flows and other community priorities.

Surplus Land, Disposition, and Summary Vacation
The California Surplus Land Act (Government Code Section 54220 et seq.) requires local agencies to prioritize affordable housing when disposing of publicly owned property that is no longer needed for agency use. Prior to sale or long-term lease, the Act requires the City to declare the property surplus or exempt surplus at a noticed public meeting, notify eligible affordable housing entities, and engage in a good-faith negotiation process if interest is received. The Act is administered by the California Department of Housing and Community Development and includes enforcement provisions and financial penalties for noncompliance.

Government Code Section 54221 (f)(1)(B) and (E) allows for an exemption from the SLA for land, “that is less than one-half acre in area and is not contiguous to land owned by a state or local agency that is used for open-space of low-and moderate-income housing purposes.” Because the subject alleyway is less than one-half acre it is considered exempt surplus land, and the City is not required to negotiate with a developer to construct affordable housing. The proposed Resolution has been reviewed by the Department of Housing and Community Development (HCD) finding that the alleyway qualifies as “exempt surplus land” under Government Code section 54221, subdivision (f)(1)(B) and (E). The compliance letter from HCD is included with this Agenda Report as Enclosure 3.

Pursuant to Section 8356 (a) of the Streets and Highways Code, the City may, by Resolution, convey its interest in the alleyway to the adjacent property owners in a manner it deems equitable. If approved, the Resolution will declare the alleyway as exempt surplus land, convey it to the two adjacent properties at zero fee, and authorize the vacation in accordance with the findings in Section 8335 (b)(1)-(5) of the Streets and Highways Code.

Environmental Analysis:

The proposed action is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15312 (Class 12 – Surplus Government Property Sales), as the subject property has been declared surplus, is not located in an environmentally sensitive area, and no development is authorized as part of this action.

Conclusion:

Staff recommends that the City Council approve a resolution declaring the alleyway as exempt surplus land, approving no fee disposition of the alleyway, authorizing a summary vacation, and finding that the actions are exempt from the provisions of CEQA.

ACT, AUTHORIZING THE DISPOSITION OF SAID PROPERTY, AND

APPROVING A SUMMARY VACATION OF A PUBLIC ALLEYWAY

PURSUANT TO THE CALIFORNIA STREETS AND HIGHWAYS CODE
WHEREAS, the City Council of the City of Pico Rivera (“City”) is authorized under Streets and Highways Code sections 8330 through 8336 to summarily vacate streets, alleys, or public service easements when certain statutory conditions exist; and WHEREAS, the City owns certain real property, which consists of approximately 825 square feet and commonly known as the Durfee alleyway (“Property”) as described and depicted in Exhibits “A” and “B”; and
WHEREAS, City staff has evaluated the Property and determined that it is no longer necessary for the City’s use or the provision of municipal services; and WHEREAS, Government Code § 54220 et. seq., known as the Surplus Land Act establishes requirements for local agencies when disposing of land owned in fee, unless such land is determined to be “exempt surplus land” pursuant to Government Code Section 54221(f); and
WHEREAS, City staff has reviewed the criteria for exempt surplus land and determined that the Property qualifies as exempt surplus land because the property is less than .5 acres; and
WHEREAS, on February 24, 2025, the Pico Rivera Planning Commission approved Resolution No. 1322, and found that the summary vacation and disposition of the alleyway is consistent with the City’s adopted General Plan pursuant to Government Code Section 65402; and
WHEREAS, on December 19, 2025, the Department of Housing and Community Development (HCD) confirmed the proposed Property vacation meets the requirements for a Surplus Land Act exemption; and
WHEREAS, the proposed vacation qualifies for summary vacation under California Streets and Highways Code Section 8333 et seq., because the Property was vacated in connection with the Alameda Corridor-East (ACE) Construction Authority grade separation project that was completed in May of 2022; and WHEREAS, the City has received verification from all applicable public utility providers that they have no existing facilities at the alleyway or have otherwise consented to the summary vacation; and

RESOLUTION NO. _____

Page 2 of 3 ends

WHEREAS, the City Council finds that the statutory prerequisites for a summary vacation have been satisfied, will not negatively affect the public interest and are consistent with the City’s General Plan, circulation policies, and long-term land objectives, and
WHEREAS, the City Council now desires to make the required findings, declare the Property exempt surplus land, authorize its disposition, and approve the summary vacation of the alleyway.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pico Rivera, as follows:

SECTION 1. The City Council finds that the foregoing recitals are true and correct and incorporated herein by reference.

SECTION 2. The City Council finds that the Property satisfies the criteria for “exempt surplus land” pursuant to Government Code Section 54221(f)(1)(B) and (E) for the reasons stated herein. The Property is hereby declared exempt surplus land under the Surplus Land Act because (1), the Property is not necessary for roadway circulation; (2) the Property is less than one-half acre and not contiguous to land owned by a state or local agency that is used for open-space or low-and moderate-income housing purposes; (3) the Property is a former street, right-of-way, or easement, and is conveyed to an owner of an adjacent property pursuant to Government Code Section 54221 (f)(1)(E); and (4) the Property is not within a coastal zone, adjacent to a historical unit of the State Parks System, listed on, or determined by the State Office of Historic Preservation to be eligible for, the National Register of Historic Places, or within the Lake Tahoe region as defined in Section 66905.5, and therefore no notice of availability of the Property for open space purposes is required pursuant to Government Code Section 54221 (f)(2).

SECTION 3. The City Council authorizes the City Manager, or designee, to proceed with the disposition of the Property, including executing and recording a certified copy of this Resolution, together with Exhibit “A” and Exhibit “B”, in the Office of the County Recorder. The vacation shall not be effective until such recordation.

SECTION 4. The City Council hereby approves the summary vacation of the Property described and depicted in Exhibits “A” and “B”, pursuant to California Streets and Highways Code sections 8330 to 8336. Upon recordation of this Resolution, which is the operative conveyance, the Property shall be vacated, and title shall revert back to the adjacent property owners by operation of law.

SECTION 5. Pursuant to Section 8356 (a) of the Streets and Highways Code, notwithstanding Section 8311, the City’s public right, title and interest in the alleyway automatically reverts to the adjoining property owners to the north and south up to the portion of the centerline of the alleyway as described and depicted in Exhibits “A” and “B” at no cost.

RESOLUTION NO. _____

Page 3 of 3 ends

SECTION 6. The City Council hereby finds that the alleyway is consistent with the goals and policies of the City’s General Plan as it meets the following General Plan policies:

1. Policy 5.1-2 Serve All Users. Provide a safe, efficient, and accessible transportation network that meets the needs of all users in the community, including seniors, youth, and the disabled, and contributes to the community’s quality of life by:

Balancing the needs of all users of the public rights-of-way by providing safe and convenient travel and access for bicyclists, transit riders, freight and motor vehicle drivers, and people of all ages and abilities.

2. Policy 5.1-3 Complete Streets. Accommodate other modes of travel such as bicycling and walking when implementing roadway improvements, where feasible.

3. Policy 5.3-2 Rail. Work with railroad operators to facilitate the transport of goods by rail through the city when compatible with city traffic flows and other community priorities.

SECTION 7. The City Council FINDS that the Property qualifies as exempt surplus land and is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15312 - Class 12. Class 12 consists of sales of surplus government property except for parcels of land located in an area of statewide, regional, or areawide concern identified in Section 15206(b)(4). And (a) The property does not have significant values for wildlife habitat or other environmental purposes, and (b) (1) The property is of such size, shape, or inaccessibility that it is incapable of independent development or use; or (2) The property to be sold would qualify for an exemption under any other class of categorical exemption in these Guidelines; or (3) The use of the property and adjacent property has not changed since the time of purchase by the public agency.

SECTION 8. The City Clerk shall certify the passage of this Resolution, and it shall thereupon be in full force and effect.

APPROVED AND PASSED this 10th day of February 2026.

CITY COUNCIL AGENDA REPORT – MEETING OF FEBRUARY 10, 2026

GENERAL SERVICES AGREEMENT WITH INLAND EMPIRE, LTD FOR PARKS AND

RECREATION TRANSPORTATION SERVICES

Page 2 of 3 ends

Background:

The Parks and Recreation Department offers a wide range of programs and services, including youth and senior programming, adaptive recreation, camps, classes, and community excursions. Many of these activities require safe, reliable, and accessible transportation to serve children, seniors, and individuals with disabilities.

The City of Pico Rivera has historically relied on contracted transportation providers to support a variety of programs and events, including youth recreation programs, the REACH Program, the Outdoor Equity Grant Nature Program, seasonal camps, Senior Center excursions, adaptive recreation trips, and community-wide events and outings.

Transportation services are required on weekdays, weekends, evenings, and holidays, with destinations throughout Los Angeles County and neighboring counties, including Orange, Riverside, San Bernardino, and Ventura.

In recent years, continued growth in program offerings, participation, and service locations has increased the department’s transportation needs in both scale and complexity. Transportation services are essential to multiple programs, including two (2) grant-funded programs that depend on consistent and reliable transportation to meet program goals and funding requirements. Issuing a Request for Proposals (RFP) allowed the City to competitively solicit qualified transportation providers and secure services that support current operations while accommodating future growth.

Discussion:

On October 30, 2025, a Notice Inviting Bids (NIB) was posted on PlanetBids via the City’s website. On November 26, 2025, the following four (3) bids were received:

Proposals were evaluated by staff based on the following criteria:
• Cost/Overall Price Competitiveness.
• Adherence to Specifications and RFP Requirements.
• Vendor’s Experience and Qualification in Providing Similar Services. • Safety, Compliance, and Service Reliability.

Following a thorough review of the submitted proposals, staff have identified Inland Empire, LTD as the most qualified transportation service provider. They have Company Average Score Rank

demonstrated history of delivering safe, reliable, and professional charter bus services for municipalities, school districts, and public agencies across Southern California. The selected firm has provided well-maintained 40-55 passenger buses, ADA-accessible vehicles, and fully licensed drivers who meet all CHP, DOT, DMV, and ADA requirements.

Their proposal reflects a strong operational capacity to support the City’s transportation needs for youth programs, senior excursions, adaptive recreation services, and community trips. Inland Empire, LTD offers timely scheduling practices, dependable driver communication, and the ability to accommodate weekday, weekend, evening, and holiday service demands. In addition, they maintain contingency resources—including backup vehicles and drivers—to ensure continuity of service during peak periods, special events, or unforeseen emergencies.

The combination of service quality, safety performance, regulatory compliance, and competitive pricing positions Inland Empire, LTD as the best suited to meet the City’s asneeded transportation requirements while providing flexible and cost-effective options for the Parks and Recreation Department.

The cost of transportation services is funded through existing appropriations and disbursed across the following accounts:

Budget Amount
Proposition A – Account No. 205.80.8410-54500 $40,000
Outdoor Equity Grant – Account No. 699.80.8100-54500 $26,000 REACH – Account No. 690.80.8105-54500 $11,000
Trips & Tours – Account No. 100.80.8290-54500 $3,000
TOTAL $80,000
Conclusion:

Staff recommends awarding a General Services Agreements to Inland Empire, LTD, in an amount not-to-exceed $240,000 for an initial three-year term, with a not-to-exceed amount of $80,000 per year, and an option to extend for an additional two (2) years by a written executed agreement.

In no event shall Contractor be entitled to receive more than the amount that would be paid to Contractor for the full performance of the services required by this Agreement.

14.3 By executing this document, Contractor waives any and all claims for damages that might otherwise arise from City’s termination under this Section.

14.4 Should the Agreement be terminated pursuant to this Section, City may procure on its own terms services similar to those terminated.

15.INDEMNIFICATION.

15.1 The Parties agree that City, its officers, agents, elected and appointed officials, employees, affiliated public agencies, and volunteers should, to the extent permitted by law, be fully protected from any loss, injury, damage, claim, lawsuit, cost, expense, attorneys’ fees, litigation costs, or any other cost arising out of or in any way related to the performance of this Agreement. Accordingly, the provisions of this indemnity provision are intended by the Parties to be interpreted and construed to provide the fullest protection possible under the law to City. Contractor acknowledges that City would not enter into this Agreement in the absence of Contractor’s commitment to indemnify and protect City as set forth herein.

Notwithstanding the foregoing, to the extent Contractor’s services are subject to Civil Code section 2782.8, the above indemnity shall be limited, to the extent required by Civil Code section 2782.8, to claims that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of Contractor.

15.2 To the full extent permitted by law, Contractor shall indemnify, hold harmless and defend City, its officers, agents, elected and appointed officials, employees, affiliated public agencies, and volunteers from and against any and all claims, demands, lawsuits, causes of action, losses, costs, or expenses for any damage due to death or injury to any person and injury to any property resulting from or arising out of any alleged intentional, reckless, negligent, or otherwise wrongful acts, errors, or omissions of Contractor or any of its officers, employees, servants, agents, or subcontractors in the performance of this Agreement. expenses shall include reasonable attorneys’ fees incurred by counsel of City’s choice, expert witness fees, and Contractor’s fees.

15.3 City shall have the right to offset against the amount of any compensation due Contractor under this Agreement, any amount due City from Contractor as a result of Contractor’s failure to pay City promptly any indemnification arising under this Section 15 or related to Contractor’s failure to either: (i) pay taxes on amounts received pursuant to this Agreement or (ii) comply with applicable workers’ compensation laws.

15.4 The obligations of Contractor under this Section 15 will not be limited by the provisions of any workers’ compensation act or similar act. Contractor expressly waives its statutory immunity under such statutes or laws as to City, its officers, agents, employees, and volunteers.

15.5 Contractor agrees to obtain executed indemnity agreements with provisions identical to those set forth here in this Section 15 from each and every sub-contractor or any other person or entity involved by, for, with, or on behalf of Contractor in the performance of this Agreement. In the event Contractor fails to obtain such indemnity obligations from others as required herein, Contractor agrees to be fully responsible and indemnify, hold harmless and defend City, its officers, agents, elected and appointed officials, employees, affiliated public agencies and volunteers from and against any and all claims, demands, lawsuits, causes of action, losses, costs or expenses for any damage due to death or injury to any person and injury to any property resulting from or arising out of any alleged intentional, reckless, negligent, or otherwise wrongful acts, errors or omissions of Contractor’s subcontractors or any other person or entity involved by, for, with or on behalf of Contractor in the performance of this Agreement. Such costs and expenses shall include reasonable attorneys’ fees incurred by counsel of City’s choice, expert witness fees, and Contractor’s fees.

15.6 City does not, and shall not, waive any rights that it may possess against Contractor because of the acceptance by City, or the deposit with City, of any insurance policy or certificate required pursuant to this Agreement. This holds harmless and indemnification provision shall apply regardless of whether or not any insurance policies are determined to be applicable to the claim, demand, damage, liability, loss, cost, or expense.

Strategy:

3.4 Facilitate a high-level of maintenance of City infrastructure to reduce increased costs from prolonged deferral.

Fiscal Impact:

The Project Budget includes $800,000 in the CIP Fund (Fund 400) budgeted under Account No. 400.70.7300-54500.CIP50069 as part of the City of Pico Rivera’s (City) Capital Improvement Program.

Subject to the City Council’s approval, $943,000 will be transferred from the General Fund (100.98.9800-56900) to the CIP Fund (400.00.0000-47900). In total, $1,243,000 will be appropriated to CIP No. 50069 (Account No. 400.70.7300.54500-CIP.50069), consisting of $300,000 from the CIP Fund balance and $943,000 from the General Fund transfer.

Background:

This Project is intended to improve temperature control, occupant comfort, and operational reliability at two essential community recreation facilities: the Pico Park Gymnasium and the Rivera Park Gymnasium. Both facilities currently operate without mechanical cooling systems, resulting in elevated indoor temperatures and inadequate thermal comfort during peak summer conditions. These conditions present potential heatstress risks to occupants and periodically limit the functional use of the facilities.

To address these deficiencies, the Project proposes the installation of modern, energyefficient HVAC systems designed to provide appropriately sized mechanical cooling, ventilation, and air distribution. The proposed improvements will support safe, continuous, year-round operations while improving overall facility performance and user comfort.

Discussion:

The Project includes the furnishing and installation of new, energy-efficient HVAC systems at both gymnasiums.

At the Rivera Park Gymnasium, the existing roofing system has reached the end of its useful service life. To support the new rooftop mechanical equipment and improve thermal performance, the Project includes full roof replacement, installation of new insulation, and structural supports for new rooftop HVAC and air-handling equipment. In addition, the attached Rivera Park office building will undergo a complete HVAC system retrofit. This work includes removal of existing equipment and installation of modern, code-compliant mechanical cooling and ventilation systems. The office building will also CITY COUNCIL AGENDA REPORT – MEETING OF FEBRUARY 10, 2026

receive new roofing, insulation, and ductwork. New indoor ceiling systems will be installed to accommodate revised duct routes, supply and return air diffusers, and required mechanical clearances. Interior improvements further include the installation of energy-efficient LED lighting fixtures coordinated with the new ceiling layouts.

Construction Contract:

On November 7, 2025, the Notice Inviting Bids was advertised in the Los Cerritos Newspaper and was posted on Planet Bids through the City’s website on November 4, 2025. On January 8, 12026, a total of ten (10) bids were received via Planet Bids and publicly opened on the City’s approved electronic platform. The following summarizes the bids received:

CONSTRUCTION COMPANY BID AMOUNT

1. Elegant Construction, Inc. $1,307,800.00

2. The Nazerian Group $1,388,123.00

3. Monet Construction $1,411,983.00

4. YMC $1,426,450.00

5. NKS Mechanical Contracting, Inc. $1,552,402.00

6. United Mechanical Contractors $1,619,000.00

7. AC Pros Inc $1,661,000.00

8. Allison Mechanical, Inc. $1,788,850.00

9. Ramsa Construction Inc $1,895,000.00

10. A. O. Reed & Co. $2,120,181.00
Following a thorough review of the submitted proposals, staff identified Elegant Construction Inc. as the lowest responsive and responsible bidder. Reference checks confirmed that the company has experience constructing projects of similar size and scope. Elegant Construction Inc. has recently completed similar size projects for the City of Huntington Beach, the City of Irvine, and the Orange County Community College District.

Upon contract award, the required bonds, insurance documents, and a valid City business license will be submitted for review. The contractor’s license is currently active and in good standing.

Construction Management and Inspection Services
Staff solicited task proposals from pre-qualified firms under the City’s on-call agreements to provide construction management and inspection services for the project. Following the review process, Z&K Consultants was selected to perform these services. Z&K Consultants’ proposal includes a scope of work to be performed on an hourly basis, anticipated not-to-exceed $290,000, based on the estimated construction duration.

On December 9, 2025, staff presented the FY 2024-25 Annual Comprehensive Financial Report to the City Council and recommended retaining the $3.7 million unassigned General Fund balance in reserve to support both future operating and infrastructure needs. Staff committed to returning to the City Council with recommendations on any future allocations. Consistent with that commitment, staff now recommend allocating $943,000 from the unassigned General Fund balance to complete project funding for the installation of the HVAC at both Pico Park and Rivera Park gymnasiums.

Environmental Analysis:

The project has been reviewed for environmental compliance. Pursuant to the CEQA guidelines, the Project is categorically exempt under Class 1 - Section 15301(c) for existing facilities.

Conclusion:

Staff recommend awarding a construction contract to Elegant Construction Inc. for a notto-exceed amount of $1,307,800 and authorize the City Manager to execute the contract in a form approved by the City Attorney. In addition, authorize the City Manager or his CITY COUNCIL AGENDA REPORT – MEETING OF FEBRUARY 10, 2026

NEW GENERATIONS) PROGRAM

Page 2 of 3 ends

Background:

The Parks and Recreation Department offers a wide range of programs and services, including youth and senior programming, adaptive recreation, camps, classes, and community excursions. As the department continues to evaluate community needs, staff have identified an opportunity to expand creative and artistic programming for teens in Pico Rivera.

The proposed S.O.N.G. Program is a music and arts-based enrichment initiative designed for underserved youth who are interested in pursuing careers in the music and entertainment industries. The program aims to address gaps in music education and creative skill development that were intensified by the COVID-19 pandemic.

The S.O.N.G. Program will be administered by the Andy Vargas Foundation, a nonprofit organization established in 2015. The Foundation’s mission is to inspire, educate, and mentor youth pursuing careers in the music industry, with a focus on serving underserved communities by providing access to professional instruction, mentorship, scholarships, and clear career pathways in music and entertainment.

Mr. Vargas is a well-established, highly acclaimed musician who has dedicated his career and community service efforts to mentoring youth through music. The program curriculum emphasizes comprehensive music development, including songwriting, rhythm, vocal performance, music theory, stage preparation, and live performance experience.

Discussion:

The S.O.N.G Program will focus on serving the underserved youth in Pico Rivera. The program provides structured coursework and hands-on instruction in songwriting, music production, recording, and performance, delivered by experienced industry professionals.

Staff is proposing this program be hosted at the Pico Rivera Youth Center – which has recently undergone renovations and is dedicated to serving teens and young adults in Pico Rivera. The use of this facility supports the City’s goal of maximizing community access to City-owned assets.

The S.O.N.G Program is anticipated to begin in March 2026. The approximate cost of the program in its entirety is $500,000; however, the City of Pico Rivera was able to collaborate with Mr. Vargas to come up with a pilot program to offer as an introduction to participants in hopes that the City can fundraise and take the next year to look for additional funds to increase funding and lengthen the program.

During the Pilot Program, youth participants will be offered instruction for a three (3) month period. At the conclusion of the course, participants will be performance ready; and may be highlighted at community events such as the Pico Rivera Certified Farmers Market and/or Summer Street Fest, further enhancing community engagement and showcasing youth talent.

The program curriculum schedule will offer three (3) month cohort models, with participants attending two (2) weekends per month at eight (8) hours each day Participants will be selected through an application process administered under the Director of the Parks and Recreation in collaboration with the Andy Vargas S.O.N.G Foundation staff liaison.

The total cost of the pilot program is $145,000. The funds are broken down as follows - $80,000 for instructional services and $65,000 allocated toward startup costs and program equipment.

Should the City secure additional funding and wish to implement additional cohorts to the Pico Rivera S.O.N.G. program, staff will return to the City Council with a report seeking the appropriation of such funds.

Conclusion:

Staff recommends approval of a budget transfer for the FY 2025-26 Budget by transferring $145,000 from the REACH Program to the General Fund and appropriating the same amount for the S.O.N.G. Program. Staff also recommends approval of a Contract Instructor Agreement with the Andy Vargas Foundation to deliver Pico Rivera S.O.N.G. Program.

Approval of this item will allow the City to expand youth-focused creative programming, strengthen community engagement, and provide meaningful educational and career development opportunities for underserved youth in Pico Rivera.

In general, any individual who, in the ordinary course of their employment, has contact with children is a mandated reporter. Mandated reporters include child care workers, teachers and coaches. • If I reasonably suspect that a child is being abused, I may consult with my supervisor or management. My supervisor and I may agree to file a joint report, but I understand that even if my supervisor disagrees with me, if I reasonably suspect that a child is being abused, I must make a report. (CPC § 11166(h).)
• I am not required to, but I may, share information about suspected abuse with my supervisor or management or the parents of the alleged victim. • When I make a mandated report, I will be required to give my name. However, my identity will be kept confidential unless I either consent to disclosure or if disclosure is made pursuant to a court order. Further, agencies investigating the mandated report may disclosure my identity to one another. (CPC § 11167(d).) • The following agencies and individuals receiving or investigating mandated reports may disclose my identity to one another:

Meeting Date: February 10, 2026
Subject: BUDGET CALENDAR – YEAR TWO OF FISCAL YEAR 2025-27 BIENNIAL BUDGET FOR FISCAL YEAR 2026-27
Recommendation:

1. Receive and file the fiscal year (FY) 2026-27 Budget Development Calendar.

Strategic Priority:
1 – Fiscal & Organizational Sustainability – Create a City government built to adapt to change.

Strategy:

1.1 Build a more transparent and sustainable fiscal system to improve trust and efficiency.

Fiscal Impact:

There is no fiscal impact to the General Fund associated with this recommendation.

Background:

On June 24, 2025, the City Council adopted a balanced Biennial Operating Budget for FY 2025-26 and FY 2026-27. The City uses a two-year budget process, incorporating two (2) fiscal years into one (1) budget document. Each fiscal year runs from July 1 through June 30.

The first year, FY 2025-26 (Year One), was adopted by resolution on June 24, 2025. The second year, FY 2026-27 (Year Two), was approved simultaneously, with the final appropriation scheduled for on or before June 30, 2026.

The City is currently operating in Year One of the biennial budget. This enclosed budget calendar serves as the planning framework for appropriating the second year of the FY 2026-27 Budget (Enclosure 1).

CITY COUNCIL AGENDA REPORT – MEETING OF FEBRUARY 10, 2026 BUDGET CALENDAR – YEAR TWO OF FISCAL YEAR 2025-27 BIENNIAL BUDGET FOR FISCAL YEAR 2026-27

Page 2 of 2 ends

Discussion:

The proposed dates are intended to meet the following Municipal Code provision:

Pico Rivera Municipal Code Section 2.04.090 - Legislative and Executive Action As a chief administrative officer and advisor of the City Council, the City Manager shall at all times advise the City Council as to all legislative, executive, and administrative duties and responsibilities of the City Council and shall recommend to the City Council such measures, ordinances, or procedures as he or she shall deem necessary or expedient to carry out the purposes of the municipal government. In this regard, the City Manager shall:

A. Prepare and submit to the City Council the annual budget and administer it after adoption.

The FY 2025-27 Adopted Biennial Budget includes the Budget Preparation Calendar and the Adopted Budget Modification Process for FY 2025-26 (Year One) and FY 2026-27 (Year Two), with the expectation that the Budget Calendar for Year Two will be updated as part of the biennial budgetary cycle process. The biennial budget cycle strategy offers several benefits, including:
• Allows for multi-year strategic planning and assists with forecasting for multiple funds.
• Allows for improved efficiency in the budget development process, as Year Two is intended to involve only minor edits rather than a full recreation of the budget document.

The Budget Development Calendar includes significant dates and key deadlines to assist departments with the mid-biennial review of FY 2025-26 and the adoption of the FY 2026- 27 Budget.

Conclusion:

Staff recommends that the City Council receive and file the enclosed Budget Preparation Calendar and Adopted Budget Modification Process for FY 2026-27 (Year Two) of the FY 2025-27 Adopted Biennial Budget.
