To: Mayor and City Council
From: City Manager
Meeting Date: May 5, 2026
Subject: YEAR TWO OF THE FIVE-YEAR CAPITAL IMPROVEMENT
PROGRAM – FISCAL YEARS 2026 THROUGH 2030
Recommendation:

1. Receive and file the Capital Improvement Program (CIP) budget study for fiscal years 2026 through 2030 (FY 2026-30); and

2. Provide staff direction on the CIP budget for FY 2026-30.

Strategic Priority:
1 - Fiscal & Organizational Sustainability - Create a City government build to adapt to change
Strategy:

1.4 Foster organizational sustainability to ensure long-term stability.

Fiscal Impact:

The CIP was developed to utilize actual and projected revenues from a variety of funding sources to support essential projects to the maximum extent possible. Funding is provided through a combination of county, state, and federal grants, as well as various tax and ratepayer revenues, many of which are restricted, to support the City of Pico Rivera (City) capital projects.

Background:

The CIP budget serves as a long-range fiscal forecast that identifies the City’s major infrastructure improvements. It plays a critical role in planning, constructing, managing, and maintaining the City’s existing infrastructure. High-quality infrastructure is widely recognized as a key driver of economic development and an enhanced quality of life for residents. The City’s CIP encompasses improvements to streets, bridges, and roadways; parks and open spaces; stormwater quality; water production, treatment, and delivery; 1 Back to Agenda Outline

sanitary sewer systems; City buildings and facilities; Americans with Disabilities Act (ADA) compliance; and other large-scale capital projects.

This proposed CIP budget was developed based on input from various departments, community needs identified over recent years, and consideration of City Council priorities.

Staff’s approach emphasizes completing existing projects while continuing to prioritize street improvements. The budget also incorporates recommendations from several master plans completed in recent years, including those related to water, wastewater, storm drain, the Pavement Management Program, and facilities and security.

Discussion:

Following discussions with departments, the City Manager recommends the projects listed in the enclosures and summarized in Table 1 for FY 2026-30. This Study Session is intended to provide the City Council and the community with an overview of the proposed capital projects.

The total CIP budget for Year Two (2) through Year Five (5) of the Five-Year CIP, FY 2026-30, is $222.7 million. Of this amount, $208.8 million is allocated to funded projects, with the remaining $13.9 million representing unfunded project needs.

The City’s CIP is funded through a variety of restricted and special funds, as well as General Fund appropriations. Some of the special revenue funds used for CIP projects include Proposition C, Measure R, Measure M, SB-1, Community Development Block Grant (CDBG), Water Fund, and various federal, state, and regional grants.

The following pie chart details the City’s various CIP funding sources.

Chart 1 – CIP Funding Sources
Road Resurfacing
On January 13, 2026, City staff presented the Five-Year Pavement Management Program (PMP) Update to the City Council, reaffirming the City’s commitment to sustained investment in roadway infrastructure. The PMP serves as a strategic planning tool to assess roadway conditions, prioritize improvements, and maximize the effectiveness of available funding.

As part of this update, the City confirmed its commitment to continue tfunding roadway improvements at approximately $9 million annually, as reflected in the CIP. This funding strategy includes a dedicated $3 million annual General Fund allocation for road resurfacing. Based on current modeling, this level of investment is projected to improve the City’s overall Pavement Condition Index (PCI) from 49 to approximately 56 over the next five (5) years.

Smith Park Aquatic Center
As part of the CIP Study Session, City staff is proposing a $1 million General Fund allocation in FY 2026-27 to support the Smith Park Aquatic Center Renovation Project, as reflected in the proposed FY 2026-30 CIP. This project represents a significant investment in the City’s recreational infrastructure and overall quality of life.

The proposed funding strategy builds upon prior Council actions to advance the project, which include a total estimated project cost of approximately $39.3 million supported through a combination of federal, state, and local funding sources, including prior General Fund contributions. This additional allocation will help ensure the City can continue progressing toward the anticipated construction phase and maintain project delivery timelines.

Unfunded Projects
The City has identified $13.8 million in unfunded projects, including Streets, Water, Parks, Facilities, and Wastewater, in the updated CIP budget.

Total $4,868,488 $2,160,000 $2,400,000 $577,692 $3,800,000 $13,806,180 Water Improvements
The City continues to invest in critical water infrastructure improvements to maintain system reliability and support long-term service demands. A key proposed project includes the replacement of a 50-year-old water main along Burke Street, from Passons Boulevard to its eastern terminus. The existing water main is undersized, has exceeded its service life, and is increasingly prone to leaks and potential failure.

This project will replace the existing pipeline with a new, larger-diameter water main to improve capacity and system performance. In conjunction with the utility improvements, the project also includes full roadway reconstruction along the same corridor. The roadway currently has a Pavement Condition Index (PCI) below 10, indicating severe deterioration and the need for complete rehabilitation.

Together, these improvements will enhance the water system’s reliability, reduce maintenance costs, and restore roadway conditions to support safe and efficient transportation.

Parks Improvements
The Parks and Recreation Department continues to prioritize park improvement projects that promote safety, enhance accessibility, and encourage active community recreation.

These efforts are intended to support residents’ outdoor activities and expand recreational opportunities, while aligning with community needs and City Council priorities.

City staff is also prioritizing the Rivera Park Sandbox and Playground Resurfacing project by utilizing funds from an existing project whose scope has been incorporated into CITY COUNCIL AGENDA REPORT – SPECIAL MEETING OF MAY 5, 2026 YEAR TWO OF THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM – FISCAL YEARS 2026 THROUGH 2030

another project. Staff plans to bring forward a separate item to the City Council for consideration to formally reallocate these funds and advance the project. Additionally, through the continued leadership and support of the City Council, the City has been highly successful in securing grant funding for major park improvements, including Rio Hondo Park, the Smith Park Aquatic Center, and the Alebrije Dog Park, thereby maximizing available resources and delivering high-impact community projects.

Facility Improvements
The City has a number of facilities, many of which are near or over 50 years old, that require preventive maintenance or, in some cases, substantial renovations. Key examples include roofing improvements and replacements needed across multiple City facilities.

Wastewater Improvements
In late 2020, an independent party conducted a full Wastewater Master Plan to help identify capital needs in the City's wastewater system. This study identified needed improvements totaling $7.5 million over the next 15 years. Due to funding constraints, the project remains unfunded.

New Project Requests
As part of the CIP Study Session, several additional project requests have been identified.

Burke Street Water Main Replacement ($1.9 million - $1.33 million will be funded by the Water Fund, and $570,000 is unfunded)
The existing water main along Burke Street has exceeded its useful life and is increasingly susceptible to leaks, reduced capacity, and potential system failure. The pipeline is undersized relative to current service demands and does not meet modern infrastructure standards. Continued deterioration poses risks to service reliability and may result in higher emergency repair and maintenance costs. Replacement of the water main is necessary to improve system capacity, enhance operational reliability, and ensure adequate water delivery for residential and fire flow demands. Coordinating this improvement with roadway reconstruction will also maximize cost efficiency and minimize future disruptions.

The total estimated cost of this project is $1.9 million, of which $1.33 million is anticipated to be funded through the Water Fund for eligible water system improvements. The remaining $570,000 is currently unfunded, as these costs are associated with roadway reconstruction components and will require identification of funding sources.

City Hall HVAC Replacement ($2 million unfunded)
The HVAC system at City Hall has reached the end of its service life and is experiencing reduced efficiency, increasing maintenance costs, and reliability concerns. The aging system no longer operates optimally, leading to higher energy consumption and inconsistent climate control throughout the facility. Replacement of the HVAC system is CITY COUNCIL AGENDA REPORT – SPECIAL MEETING OF MAY 5, 2026 YEAR TWO OF THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM – FISCAL YEARS 2026 THROUGH 2030

Page 7 of 8 ends

necessary to ensure a reliable and energy-efficient environment for staff and the public, reduce ongoing repair costs, and improve overall building performance.

Parks and Recreation Administration HVAC Replacement ($1.3 million unfunded) The HVAC system serving the Parks and Recreation Administration building is outdated and no longer functioning efficiently. The system requires frequent repairs, incurs high energy costs, and does not consistently maintain appropriate indoor conditions.

Upgrading the HVAC system is needed to improve energy efficiency, enhance occupant comfort, and reduce long-term maintenance expenditures, while supporting continued operations at the facility.

Pico Rivera Historical Museum Renovation – Phase 1 ($200,000 unfunded) The Pico Rivera Historical Museum is an important cultural asset that has deteriorated significantly due to age and deferred maintenance. Key building components, including the roof, windows, restrooms, and HVAC system, require immediate attention to prevent further structural degradation. Phase 1 improvements are necessary to stabilize the facility, address critical infrastructure deficiencies, and preserve the building's integrity.

These upgrades will protect the structure from further damage and prepare it for future enhancements.

Pico Rivera Historical Museum Renovation – Phase 2 ($340,000 unfunded) Following completion of critical structural improvements, Phase 2 focuses on restoring and enhancing the museum’s interior and exterior features. Many building elements, including lighting, flooring, finishes, and exterior siding, are outdated or deteriorated and no longer meet current standards. These improvements are needed to enhance functionality, improve the visitor experience, and ensure the facility can serve as an effective community and cultural resource. Completion of both phases will extend the museum’s useful life and preserve its historical significance for future generations.

These projects address critical infrastructure, and facility needs identified through departmental assessments and align with the City’s long-term capital planning objectives, as outlined in the Five-Year CIP.

Conclusion:

The unfunded requests must be addressed and incorporated into the current and future budgets to ensure that the City meets its critical needs and plans effectively for the future.

Staff recommends that the City Council review the proposed CIP for FY 2026-30 and provide direction on the FY 2026-30 Capital Improvement Program.
