Background:
In June 2017, the City of Pico Rivera (City) approved a Purchase and Sale Agreement with Southern California Edison (SCE) for the acquisition of 2,937 eligible SCE-owned streetlights. In January 2019, the City issued a Request for Proposal for Streetlight Acquisition, LED Conversion, and ongoing operation and maintenance. On March 26, 2019, the City Council awarded a three (3) year contract with Tanko Lighting Inc. (Tanko) ending on March 26, 2022. This contract included a provision to extend the contract for an additional three (3) years upon mutual agreement by the parties. On April 22, 2022, the City Council approved the provision to extend the contract to March 2025.
On March 11, 2025, City Council approved an agreement with Tanko Lighting (Tanko) for the maintenance and emergency services for the City’s streetlights through March 11, 2028, for an annual amount of $305,000.
Discussion:
When the City entered into its agreement with Tanko Lighting, budget projections were developed using historical data available at the time, including the average annual number of streetlight pole knockdowns resulting from traffic collisions, anticipated standby maintenance costs, and routine material requirements necessary to maintain the City's streetlight system. Since the agreement's execution, actual service demands have substantially exceeded those original projections, creating an immediate and unforeseen need for additional funding to maintain the City's streetlight infrastructure in a safe and operational condition.
Since July 1, 2025, the City has experienced nineteen (19) streetlight pole knockdowns, significantly exceeding the original estimate of approximately one pole knockdown per month. These incidents have primarily occurred along major arterial roadways, where functional streetlighting is critical to maintaining visibility, reducing traffic hazards, and ensuring the safety of motorists, pedestrians, and bicyclists. The severity of these collisions has varied considerably, with nine (9) incidents requiring complete foundation replacement in addition to pole replacement. Furthermore, several collisions caused secondary damage to adjacent streetlight infrastructure, resulting in repair costs that were two to three times greater than originally anticipated. These circumstances have accelerated expenditures beyond budgeted levels and created a backlog of necessary repairs that must be addressed to preserve public safety.
In addition to collision-related damage, the City has experienced a notable increase in streetlight vandalism and theft. These incidents include copper wire theft, unauthorized tampering to obtain electrical power, and physical damage to poles and electrical components. Such activity frequently occurs within commercial corridors and areas with limited nighttime pedestrian activity, resulting in prolonged outages if repairs are not CITY COUNCIL AGENDA REPORT – MEETING OF JUNE 9, 2026
AMENDMENT NO. 1 TO MAINTENANCE SERVICES AGREEMENT NO. 25-2428 WITH TANKO LIGHTING INC.
completed promptly. Damaged or inoperable streetlights create darkened areas that reduce visibility, increase safety concerns for residents and businesses, and heighten the City's potential liability exposure. Upon receiving reports of vandalism or outages, City staff coordinate with Tanko Lighting to assess the damage and implement repairs as quickly as possible to restore lighting and reduce associated risks.
Although the City diligently pursues insurance reimbursement for eligible collision-related repairs, processing insurance claims often takes several months before reimbursement funds are received. Given the critical nature of these repairs and the public safety risks associated with delayed response, the City cannot defer restoration work while awaiting claim settlements. As a result, repair and replacement activities are routinely performed before receiving insurance proceeds, placing additional strain on available maintenance funding.
The need for this amendment has also been driven by the ongoing challenges associated with aging infrastructure. Over time, streetlight systems deteriorate, affecting poles, foundations, wiring, and electrical components. The City has encountered increasing instances of pole decay, damaged underground and overhead wiring, and other infrastructure deficiencies that require immediate corrective action to maintain system reliability. Addressing these deficiencies is essential to preventing extended outages, maintaining adequate roadway illumination, and ensuring that the City's streetlight network continues to operate as intended.
At present, the City has several pending repairs and streetlight replacement projects that require immediate attention. Without additional funding, these repairs will be delayed, resulting in prolonged outages, increased safety concerns, heightened liability exposure, and further deterioration of critical public infrastructure. Approval of this amendment will provide the resources necessary to procure materials, authorize repairs, and maintain uninterrupted streetlight maintenance services through June 30, 2026. Most importantly, it will ensure that the City can continue to provide safe, reliable, and properly illuminated public roadways, commercial corridors, and pedestrian areas for residents, visitors, and businesses.
The additional expenditures are as follows:
ITEMS APPROXIMATE
COST
Pending Streetlight Pole Replacements $96,000
Outstanding Invoices (from theft and vandalism) $42,000 Infrastructure Deficiencies $16,000
TOTAL $154,000
Authorizing this amendment to the agreement will enable Tanko to continue responding CITY COUNCIL AGENDA REPORT – MEETING OF JUNE 9, 2026
AMENDMENT NO. 1 TO MAINTENANCE SERVICES AGREEMENT NO. 25-2428 WITH TANKO LIGHTING INC.
to emergency repairs, restore damaged infrastructure, address existing service backlogs, and maintain safe streetlight operations throughout the City. For emergency services related to traffic accidents, the City will continue to actively pursue recovery of residual costs from the respective insurance companies to offset repair costs.
Conclusion:
Staff recommend approval of Amendment No. 1 to Agreement No. 25-2428 with Tanko Lighting Inc., to increase the existing contract amount by $154,000, to a not-to-exceed amount of $459,000 for FY 2025-26. Additionally, it is recommended to amend the FY 2025-26 Adopted Budget of the Lighting Assessment District Fund (Fund 230) in the amount of $154,000 to provide streetlight maintenance services for this fiscal year and to fund the installation of streetlight pole replacements, repairs, and continued maintenance services.

Background:
The Political Reform Act requires a biennial review of the City’s Code in even-numbered years (Government Code Section 87306.5). The City’s Code requires designated officials and employees to disclose sources of income, interests in real property, investments and business positions if such interests are located within the jurisdictional boundaries of the City of Pico Rivera.
Discussion:
The City Council must notify City departments and agencies not covered under the City’s Conflict-of-Interest Code (Code) to review its Code no later than July 1 of each even numbered year and submit a biennial notice to the City Council by October 1, 2026. 11 Back to Agenda Outline

Subject: CANCELLATION OF REGULAR CITY COUNCIL MEETINGS OF AUGUST 11, 2026, AND AUGUST 25, 2026
Recommendation:
1. Approve the cancellation of the August 11, 2026 and August 25, 2026 City Council Regular meetings; and
2. Direct the City Clerk to post a Notice of Cancellation for both meetings.
Strategic Priority:
1 - Fiscal & Organizational Sustainability - Create a City government build to adapt to change.
Strategy:
1.3 Improve organizational effectiveness to reduce costs and streamline efforts.
Fiscal Impact:
There is no fiscal impact to the General Fund associated with the recommended actions.
Background:
On September 8, 2015, the City Council approved and passed Resolution No. 6827, which states that the second meetings of July, November, and December will be cancelled. This decision was made in consideration of vacations and holiday schedules.
Since the adoption of Resolution No. 6827, the responsibilities and demands placed on both the City Council (Council) and City staff (staff) have evolved. In recent years, Council and staff have become increasingly involved in regional partnerships, training opportunities, conferences, and other initiatives that require travel and participation outside of regular City operations. As a result, the proposed meeting cancellations would not only continue to accommodate vacation and holiday schedules but would also provide 12 Back to Agenda Outline

Council and staff with additional time to advance high-priority projects, programs, and strategic initiatives during the summer months. This additional flexibility helps ensure that important work can continue efficiently without conflicting with scheduled Council meetings.
Discussion:
After conferring with City staff, City Management has determined that canceling the August City Council meetings will not affect City services or delay important City business.
Any items that need City Council review can be brought forward at the next regular meeting on September 8, 2026. If an urgent matter comes up during the break, a special meeting can be scheduled.
Residents will still have opportunities to participate in local government during the recess.
Public comments may be submitted to the City Clerk’s Office and will be included in the record at the next regular City Council meeting. Community members are also encouraged to connect with City Council Members at summer programs, community events, and other City activities.
The City is committed to being responsible, transparent, and efficient. The proposed meeting recess provides Council Members and staff with a planned break while ensuring that important City business can continue when needed.
Conclusion:
It is recommended that the City Council authorize the cancellation of the August 11, 2026 and August 25, 2026 City Council regular meetings and direct the City Clerk to post a Notice of Cancellation for both meetings ensuring that the necessary posting and noticing requirements are met and that a timely communication about the recess has been provided to the public.
