CONSENT CALENDAR ITEMS PULLED FOR FURTHER CLARIFICATION 9 Award of Contract to West Coast Arborists, Inc. for Tree Maintenance Services. (500)
Mayor Pro Tem Dr Sanchez recommended conducting additional research and due diligence as part of the selection process She expressed concern with relying on another city's proposal as the sole basis for utilizing a piggyback agreement and suggested that the City undertake its own Request for Proposals (RFP) process to promote transparency and ensure a comprehensive evaluation of available options She noted that the City has not conducted an RFP for these services since 2020, circumstances and market conditions have evolved since that time, and the current agreement remains in effect through August 2026
Public Works Director Negrete clarified that the proposed piggyback agreement with the City of Rosemead includes a reduced rate He further explained that City staff conducted a review of the City's service needs and compared them to the scope of services contained in the City of Rosemead's solicitation, ultimately determining that the proposal most closely aligned with the City's operational needs
Mayor Pro Tem Dr Sanchez requested to amend the recommendation to direct staff to procure tree rInaintenance services through the RFP process Additionally, should the current agreement expire before a new contract is awarded, staff was directed to work with the existirlIg vendor to continue providing services on a month -to -month basis until a new agreement is in place, seconded by Councilmember Lara Motion by Mayor Pro Tem Dr Sanchez, seconded by Councilmember Lara to amend the recommendation to direct staff to procure tree maintenance services through the RFP process.
