Special Meeting Minutes for Thursday, January 6, 2022
A Special Session of the Piedmont City Council was held on January 6, 2022, via teleconference, in accordance with the provisions of Government Code 54953. In accordance with Government Code Section 54957(b), the agenda for this meeting was posted for public inspection on January 4, 2022.
CALL TO ORDER Mayor Teddy Gray King called the meeting to order at 6:03 p.m. with the Pledge of Allegiance.
ROLL CALL Present: Mayor Teddy Gray King, Vice Mayor Jennifer Cavenaugh, and Councilmembers Betsy Smegal Andersen and Conna McCarthy Staff: City Administrator Sara Lillevand, City Attorney Michelle Marchetta Kenyon, and Assistant City Administrator / City Clerk John Tulloch SPECIAL SESSION The Council considered the following items of business:
Process for
Appointment of New
Councilmember
City Administrator Sara Lillevand reminded the Council that Councilmember Tim Rood resigned from the City Council effective December 31, 2021, leaving a vacancy that must be filled. She indicated that the Piedmont City Charter requires that the Council make an appointment to fill the vacancy within sixty days of the vacancy, otherwise the vacancy will be filled by special election. She noted that the deadline for Council to take action is March 1, 2022. She detailed two potential processes for making the appointment, recommending that the Council solicit applications from residents and hold a special meeting to conduct interviews.
There was no Public Testimony on this matter.
The Council discussed the options for appointment and agreed that an open transparent process, including applications and public interviews would be the appropriate way to proceed.
Resolution No. 01-2022
RESOLVED, that the City Council directs the City Clerk to post Notice of Vacancy for the vacant City Council position and solicit applications for the position;
BE IT FURTHER RESOLVED, that the City Council sets the application deadline to Monday, January 31, 2022 at 5:00 p.m.;
BE IT FURTHER RESOLVED, that the City Council sets a Special Meeting for Monday, February 7, 2022 at a time to be determined, to interview applicants and deliberate on an appointment to the City Council.
