Consideration of Purchase of One Animal Services Vehicle and Upfitting in the Amount of $107,811.23 to Replace Existing Vehicle
RECOMMENDATION
Approve the purchase of one Animal Services Vehicle and Upfitting in the amount of $107,811.23 to Replace Existing Vehicle.
BACKGROUND
The Piedmont Police Department is currently using one 2013 Ford F350 truck for Animal Services provided in the City of Piedmont, and as contractually agreed upon, in the City of Emeryville. The current vehicle is fully equipped for response to unique and unusual animal related calls for service. Staff also uses this vehicle for special event support (parades, etc.). The current vehicle has exceeded nine years of service and 75,000 miles. The truck and animal compartments have required increased frequency of repairs as a result of age, use and mileage.
The Ford F350 truck is widely used throughout California as an Animal Services vehicle. Some evaluation was done regarding using a different type of vehicle. The weight of the Animal Control Compartments and the slope of city streets made the F350 truck the best choice for Piedmont. Staff contacted several other Animal Service agencies and found the Ford F350 truck was most in use and most desired for its power and durability.
Standard warranty coverage from Ford comes with a three year – 36,000 mile warranty. Staff does recommend an extended warranty that covers the vehicle for seven years (maximum) and 75,000 miles for $2,375.00.
ADDITIONAL INFORMATION
For purchases exceeding $5,000, the City’s purchasing ordinance (Chapter 2, Article XV) requires the City to follow bidding procedures prior to the purchase of equipment, with certain, specified exceptions. In this case, staff was able to identify competitive pricing via the bidding process.
Staff proposes to purchase the truck through Towne Ford. This would include the extended warranty package for a total of $49,450.81 (Truck and Warranty). Towne Ford has a positive history with the City of Piedmont and is able to buy Ford vehicles at State Bid or below pricing.
Staff also recommends having Priority 1 provide the upfitting for the truck at a cost of $11,563.40. Priority 1 has upfitted the last five vehicles purchased by the police department.
Staff evaluated several different options for the animal compartment unit. Currently, we have a Deerskin body. That Deerskin product has held up well for nine years, but the wear and tear of use is taking its toll. Staff recommend a new Deerskin body at a cost of $46,797.02.

Vehicle bid prices include a warranty that covers seven years -75,000 miles for $2,375.00.
Deerskin and Diamond animal compartment units are widely used in the area. These are durable, chassis mount and made out of stainless steel. Agencies in Alameda County typically use one or the other. The City has been using a Deerskin unit. It is important to note that the City did reach out to five other vendors to obtain a third bid, including TriVan, Swab Wagon, American Aluminum, Custom Fiberglass, and Fleet Safety. However, none of these other vendors made equipment that would be satisfactory for the City’s use. TriVan only builds aluminum frame units. Swab Wagon and Custom Fiberglass build the compartment units out of fiberglass only. American Aluminum and Fleet Safety do not make chassis mount units.
The prices listed above include a sales tax at 9.5%.
The total cost of the identified vehicle, outfitting, and animal control body is $107,811.23.
This memorandum and attachments have been reviewed by the City Attorney.
FISCAL CONSIDERATIONS
Funds from the Equipment Replacement Fund were identified for the truck in the 21/22 budget year.

Included Accessories
LED Interior lights are installed in each animal compartment and storage compartment with the switch box mounted in the cab of the vehicle.
2-Swinging partitions are installed in animal compartments and can be opened to create a passthrough compartment between each side of the unit. If a slide out lift system is installed, the swinging partition is omitted in that compartment.
Backup Camera from the factory will be installed on the rear of the animal control unit. If your vehicle is not equipped from the factory with a backup camera monitor, there will be additional charges.
Backup Alarm
5-Secondary Safety Door–These doors are located inside the primary door and are constructed of 125 aluminum with ¾” holes punched for ventilation and a catch pole cutout.
Top Rack-This rack is installed on top of unit for additional storage. The rack is constructed of 1 ½ X 1 ½ square aluminum tubing welded.
Strobe – LED Mini lightbar strobe installed on front of unit. Strobe is operated by a switchbox in the vehicle cab.
6-Rubber Mats-Constructed of ½” thick, chew proof rubber mats to fit the floor of the compartment.
LED Work Lights (2) 4 X 6 LED work lights mounted on the rear of the unit.
Deerskin Lift System-Slide out cage housed in curb side front compartment to assist in lifting large animals. Powered by a 2500# 12 volt, cable winch, the cage lowers to curb height and is capable of lifting 200 pounds.
Dead Animal Box with Lift Gate-Located in the rear center of the unit, with a hydraulic lift gate capable of lifting 1000 pounds. If this is added to the unit, the rear storage becomes 8” deep on each side.
LED Directional Light Bar -Traffic advisor located on the rear of the unit, placed at center top to advise traffic of the vehicle location.
7-Door Props-Mounted to the inside of the primary door, used to hold the door in open position while loading/unloading animals.
Digital Temperature Gauge-Mounted on dash of truck with the probe located inside animal unit to monitor temperature while vehicle is in use.
Air Conditioning System With Bracket- Unit is 18,900 BTU with add on compressor to truck engine. (Rangers, S-10’s, Toyotas, etc are not adaptable to brackets for added compressors.) Price for each unit per above specifications is $ 36,987.00 Charge for Installation at Factory $ 1,750.00
