COUNCIL AGENDA REPORT
DATE: June 6, 2022
TO: Mayor and Council
FROM: Sara Lillevand, City Administrator
SUBJECT: Consideration of a Resolution Designating Projects for Senate Bill 1 Road Maintenance Project for FY 2022-23
RECOMMENDATION
Adopt the attached resolution designating Senate Bill 1 funding for FY2022-23 to pavement projects on portions of Blair Avenue, Dracena Avenue, El Cerrito Avenue, Grand Avenue, Hillside Avenue, Kingston Avenue, Ricardo Avenue, and York Drive.
BACKGROUND
California Senate Bill 1 (SB-1), enacted in 2017 provides new revenues for road maintenance projects within the City. According to the State’s projections, for Fiscal Year 2022-23, the City is projected to receive $250,000 in SB-1 revenues. Regulations contained within SB-1 require that projects funded with SB-1 monies be specifically identified, budgeted for and approved by the City Council. Once approved, paperwork is submitted to the state for approval.
The streets proposed to be included for the 2023 Pavement Restoration project (FY 2022-23) are shown in the following table and on the attached map. The list encompasses eight streets which are included in the current 5-year Pavement Management Program, as well as some streets that were in poor condition that weren’t included in the current 5-year list. It should be noted that associated “Complete Streets” components (bicycle and pedestrian) will include replacement of 25 pedestrian ramps, as well as restriping of some bicycle lanes.

In accordance with state regulations for SB-1 funding, cities must adopt a specific budget allocation to account for this specific project. The proposed FY 2022-23 budget includes the specific allocation in the Five Year Capital Improvement Plan in the 2022-23 fiscal year and accounts for both the additional revenue from SB-1 and the expenditure for the 2021 Pavement Restoration Project.
